Min 09/09/1946 300 i Wichita Falls, Texas Memorial Auditorium September 9, 1946 iThe Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date at 8:00 o'clock P. M. in the Council Room in the Memorial Auditorium, with the following members present: W. B. Hamilton, Mayor C. A. Spragins, E. J. W ini nge r, lelvin B. Evans, Aldermen J. M. Baber, � A. Jay Eastham, G. D. Fairtrace, City Manager T. A. Hicks, City Attorney Geo. T. Henderson, City Clerk The Minutes of the regular meeting held July 8th were read and approved; likewise the Minutes of the called sessions held July loth and July 31st were read and approved as read. ,goved by Alderman Wininger that since it is the concensus of the opinion of the Council that the interest of the City of Wichita Falls could be best served by abandoning a portion of Sixth Street from the Southwest line of the alley between Lee Street to the Northeast line of the Fort Worth & Denver City Railway Company right of way, comprising a distance of 150 feet, that the Council approve abandonment of that portion of the said Sixth Street hereinabove described and instruct the City Attorney to prepare the necessary ordinance to officially close the same and present to the Council for further consideration. 11otion seconded by Alderman Spragins and carried. Otis Spawn presented a petition to the Council requesting the City to extend its water mains .5 miles from the present location in order that the residents of Burk Road and Dean Lane might have access to city water. The matter was referred to the City Manager and dater Superintendent for study. !'owed by Alderman Spragins that the Wichita Transit Company be granted permission to extend its bus line service from Seventh Street to Flood, thence to Redwood, thence to Sullivan, thence to Brick, thence to Garden, thence to Park, thence to Barwise, thence to 0`:io, thence to Tenth Street, theme to Indiana, thence to Seventh Street, the place of beginning; it being understood and agreed that the Yvichita Transit Company desires this route for a trial period of ninety days. ktotion seconded by Alderman Haber and carried. `:'oved by Alderman Evans that the Soard of Aldermen grant permission to the Central Church of the Nazarene to erect a church sign approximately 2 ft. square at Sixth and Holliday Streets for a period of one year, and that all other churches be granted the same privilege. Notion seconded by Alderman Yininger and carried. 301 oved by Alderman Baber that the hoard of Alderman approve and author- ize payment of the sum of $333.33 each to Hosco 6taton, Alan T. Bryce and Fred Cone for services rendered on the Tax Equalization Board for the year 1946. �. otion seconded by Alderman Eastham and carried. !`oved by Alderman Evans that the City Clerk be and he is hereby auth- orized and directed to transfer the sum of $150,000 from the City of Wichita Falls :':'aterworks Revenue time deposit in the First National Bank to the City of ",ichita Falls Water Improvement No. 5 checking account; and likewise transfer a like amount from the City of l°'ichita Fails Waterworks Revenue time deposit in the City National bank to the City of + ichita ?'ails Vdater Improvement No. 5 checking account. Motion seconded by Alderman `J'lininger and carried. 14oved by Alderman W1ninger that the City Clerk be and he is hereby authorized and directed to transfer the sum of $170,176 from the '=�:ater Fund cash to the following general government cash accounts: 'ene-at Fund 1�3,562 Street Fund 122,266 Library fund 4 348 Total $170,176 :Motion seconded by Alderman Eastham and carried. ''oved by Alderman Eastham that the City Clerk be and he is hereby authorized and directed to transfer the sum of $14,000 from the Parking Meter Fund cash to the Prater Fund cash; this transfer being the final payment of the loan made in prior years to the Parking �:4eter Fund by the Plater Department. 'Motion seconded by Alderman Spragins and carried. Moved by Alderman Spragins that the Board of Aldermen approve and ratify the action of the City Clerk and the City Manager for the payment made ' to the Wichita General Hospital in the amount of $1,799.41 for charity patients for the month of July; and likewise approve for payment to the V'ichita General Hospital the sum of $2,731.55 for charity patients for the month of August; and to direct the City Clerk to draw a warrant for the same, upon like payment by Wichita County. -lotion seconded by Alderman Eastham and carried. '11oved by Alderman 4'rininger that the Board of Aldermen approve and authorize payment to ':1.rs. John T. Zrelak the sum of $75.00 for alleged claim for damages sustained at Bellevue Park, and to order the city Clerk to draw a warrant for the same ; providing the claimant executes proper release to the City of Wichita Falls for any further lcaims. Motion seconded by Alderman Eastham and carried. 302 The surety bonds of the Four Threes Taxi, Hamp's Taxi and A&A Taxi, which were filed with the City Clerk on August 1, 1946, which were offered in lieu of their taxicab deposit fund on deposit with the City of Wichita Falls, were examined by IMa.yor W. B. Hamilton. and disapproved for reason that the financial statement of the insurer did not warrant acceptance. ':Aayor W. B. Hamilton appointed Aldermen Baber and Spragins and the City Manager as a committee of three to further negotiate with W. F. George and other interested parties for the purchase of certain lots located in Westside Highland and Fairview Additions. 'Moved by Alderman Evans that the Board of Aldermen authorize and direct the City Tax Collector and Assessor to cancel the taxes against Lot 25, jBlock 6, Marlborough Addition, for the year 1935 on the grounds that a former tax collector and assessor had issued a certificate showing the taxes paid on the above described property for the year 1935. i '.Aotion seconded by Alderman Wininger and carried. Moved by Alderman Evans that the Board of Aldermen approve and adopt a policy of requiring the city tax collector and assessor to make and collect a charge of $1.00 each for tax certificates required by abstractors effective immed- iately; and further that the City Clerk shall set aside all receipts from this source in a separate fund. Motion seconded by alderman Spragins and carried. ",loved by Alderman Wininger that the Board of Aldermen authorize a tax refund of �,1.17 to Laura Jacks on account of an error on personal taxes, and further to direct the city clerk to draw a warrant for the same. :Motion seconded by Alderman Evans and carried. '.loved by Alderman Baber that the Board of Aldermen grant permission to the Texas Company to erect a banjo type sign at 1125 Scott Street for a period of one year, providing the same shall be erected under the supervision of the city engineer. Motion seconded by Alderman Spragins and carried. .Moved by Alderman Wininger that the Board of Aldermen grant the request of Gifford Hill Pipe Company and American Pipe & G onstruction Company for a 30 day extension of time on their contract executed with the City* of Wichita Falls on May 10, 1946, being Contract #3. :Motion seconded by Alderman Evans and carried. 303 Moved by Alderman Spragins that the Board of Aldermen authorize and direct Mayor W. B. Hamilton to proceed to Washington, D.C. , for the purpose of securing certain hangars at Sheppard Field for use of the City, it being under- stood that the City shall defray the expenses of its '.,Tayor for such purpose.
