Min 07/08/1946 292 Wichita Falls, Texas Memorial Auditorium July 8, 1946 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date at 8:00 o'clock P. M. in the Council Room in the Memorial Auditorium, with the following members present: W. B. Hamilton, Mayor C. A. Spragins, I E. J. Wininger, Aldermen A. J. Eastham, G. D. Fairtrace, City Manager T. A. Hicks, City Attorney J. B. Hickerson, Acting City Clerk The Minutes of the regular meeting held June 10, 1946, were read and approved as read. The Minutes of the called meeting held July 1, 1946, were read and approved as read. The Social Action Committee of the Wichita Falls Ministerial Alliance, with Rev. Harry B. Hembree as spokesman, requested the Council to take the necessary action to close amusement places and stores not necessary to the public welfare, which operate on Sunday. Mayor Hamilton suggested further study of this matter by the Social Action Committee of the Ministerial Alliance and members of the Council in order to arrive at a definite decision at a later date, and appointed Aldermen Spragins, Evans and Eastham to work with the Ministerial Alliance on this matter. Elmer Parish presented a request to the Council for a site at Fifth and Denver Streets for the location of a Naval Reserve Armory. The Emergency Housing Authority, represented by Ben D. Donnell and George N. Dwyer, requested a site for the location of emergency housing. The possibility of locating both projects at Fifth and Denver Streets was discussed, whereupon the Council requested both groups to figure out their actual land needs, in order that a suitable site might be provided for both. Mr. George N. Dwyer, on behalf of the Housing Authority of the City of Wichita Falls, requested the Council to appropriate $150.00 to pay secretarial duties which have been done in connection with the housing project. Moved by Alderman Spragins that this amount be granted. Motion seconded by Alderman Wininger and carried. Mayor Hamilton announced that the Council was now ready to conduct a public hearing to consider the application of E. P. Williams, colored, to operate two additional taxicabs upon the streets of the City of Wichita Falls. Certain colored citizens present gave their version of the actual need for additional taxicabs to serve their own people. No opposition was voiced against the application of E. P. Williams. Moved by Alderman Spragins that the public hearing be closed. Motion seconded by Alderman Eastham and carried. 293 Moved by Alderman Spragins that the Board of Aldermen authorize the issuance of a Certificate of Public Necessity and Convenience and license to E. P. Williams, colored, for the operation of two additional taxicabs upon the streets of the City of Wichita Falls. Motion seconded by Alderman Wininger and carried. Moved by Alderman Eastham that the application of the American Legion, presented by Commander J. B. Bird, for permission to bring a carnival within the city limits during August 1946, be granted. Motion seconded by Alderman Wininger and carried. A group of citizens from the East Side Presbyterian Church with Rev. Wm. A. Cockrell as spokesman, requested the Council to pave two blocks on Oriole Street, from 100 to 300 blocks. This matter was discussed by the Council and referred to a later date. ORDINANCE NO. 1413 AN ORDINANCE PROVIDING FOR THE ILAIN ENANCE OF THE PORTION OF F. M. HIGHWAY NO. 171 IN THE CITY OF WICHITA FALLS, COUNTY OF WICHITA, TEXAS, HEREBY REFERRED TO AS MUNICIPAL MAINTENANCE PROJECT AND AUTHORIZING THE MAYOR OF THE CITY, OR OTHER AUTHORIZED CITY OFFICIAL, TO EXECUTE AND AFFIX THE CORPORATE SEAL AND ATTEST SAME, A CERTAIN AGREEMENT BETWEEN THE CITY AND THE STATE OF TEXAS, PROVIDING FOR THE MAINTENANCE AND USE OF THE SAID MAINTENANCE PROJECT; AND DECLARING AN EMERGENCY AND PROVIDING THAT THIS ORDINANCE SHOULD BE EFFECTIVE FROM AND AFTER ITS PASSAGE. Moved by Alderman Wininger that Ordinance No. 1413 be approved and passed on its third and final reading and adopted as read. Motion seconded by Alderman Eastham and carried by the following vote: Yeas: Mayor Hamilton, Aldermen Spragins, Wininger and Eastham. Nays: None, RESOLUTION WHEREAS, the City National Bank in Wichita Falls, Texas, Depository for the City of Wichita Falls, Texas, has deposited in trust with the First National Bank in Dallas to secure the deposits of the City of Wichita Falls, Texas, the following described securities aggregating the sum of $65,000.00, as evidenced by the First National Bank in Dallas Certificate No. 32540, dated March 13, 1946: Archer County, Texas, 2% Road Refunding Bonds due 7/1/46, 47, 49 & 51, Nos. 226/245, 301/310, 451/465, 526/535/ 601/610 @ 1 M each 65,000.00 AND, WHEREAS, the City National Bank has requested release of the above securities, and WHEREAS, there remains in trust with the First National Bank in Dallas sufficient securities to secure the deposits of the City of Wichita Falls, Texas, i 294 294 NOj THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, THAT the City Clerk be and he is hereby authorized to release $65,000.00 securities held in trust by the First National Bank in Dallas, being First National Bank in Dallas Certificate No. 32540, dated March 13, 1946, more particularly hereinabove described. Moved by Alderman Spragins ihat the above and foregoing resolution be approved and passed as read. vote: Motion seconded by Alderman Wininger and carried by the following R Yeas: Mayor Hamilton, Aldermen Spragins, Wininger and Eastham. Nays: None. Moved by Alderman Eastham that Mayor W. B. Hamilton be authorized to sign on behalf of the City of Wichita Falls a quit claim deed to Lot 42, Block 222, Original Townsite, to W. J. Bell, for the purpose of perfecting title to this property. Motion seconded by Alderman Wininger and carried. Moved by Alderman Spragins that a plat of Blocks A & B, Norriss Brothers Subdivision of a part of the Marlborough Addition, a copy of which is attached hereto, be approved. Motion seconded by Alderman Eastham and carried. Moved by Alderman Eastham that Hager Cleanrs be granted a temporary permit to erect an air conditioner on the awning on the front of their building �• located at 1503 Holliday Street, provided the same be done under the direction of the City Engineer. _lotion seconded by Alderman Wininger and carried. Mayor Hamilton recommended that Rosco Staton, Alan T. Bryce and Fred Cone be appointed to serve on the Tax Equalization Board for the City of Wichita Falls.for the year 1946. Moved by Alderman Spragins that the three above named men be appointed to the Tax Equalization Board-for the year 1946. Motion seconded by Alderman Wininger and carried. The application of the American Mission Army to solicit funds in Wichita Falls was referred to the local committee for investigation. - - - - 295 Moved by Alderman Wininger that the meeting be adjourned.
