Memorial Auditorium
June 10, 1946
The Board of Aldermen of the City of Wichita Falls, Texas, met in
regular session at 8:00 o'clock P. M. on the above date in the Council Room
in the Memorial Auditorium, with the following members present:

J. W. Fitzpatrick,

Moved by Alderman Spragins that Alderman J. W. Fitzpatrick be elected
Mayor Pro tem for this meeting.
Motion seconded by Alderman Evans and carried.
The Minutes of the regular meeting held May 13, 19461 were read and
approved as read. Likewise the Minutes of the called meetings held May 22nd and
May 31st, respectively, were read and approved as read.
Moved by Alderman Wininger that the Board of Aldermen authori ze'the
City Manager to Purchase the necessary lighting equipment, etc for the
puose
of building two Class A'-'soft ball fields; one at Scotland Park and the other at
Jalonic Park, at an approximate cost of $2,650.00 each; and further to authorize
the City Clerk to draw a warrant for the same, payable out of the Park Fund cash.
Motion seconded by Alderman Evans and carried.
Sol Glickman appeared before the Council requesting permission for the
American Legion to again bring carnivals within the city limits.
The matter was discussed at length, whereupon the Council requested that
a written application be submitted for consideration of the Council, as required
by the provisions set forth in the ordinance governing carnivals.

By common consent of the Council, Mayor Pro tern J. W. Fitzpatrick
appointed Ben D. Donnell chairman of the Housing Authority.

L. C. Young, colored, appeared before the Council requesting cancel-
lation of all city taxes on a certain property previously owned and occupied as
a colored Masonic Lodge and prior to the present ownership, whereupon the
matter was referred to the City Attorney for investigation and report back to
the Council.
RESOLUTION
WHEREAS, the City National Bank in Wichita Falls, Texas, Depository
for the City of Wichita Falls, Texas, has deposited 'in trust with the First
National Bank in Dallas the sum of $600,000.00 U.S. 0.90% Treasury Notes.,
Series D-19462 as security for the account of the City of Wichita Falls, Texas,
as evidenced by First National Bank in Dallas Certificate No. 30225,

June 7, 1945; and
WHEREAS, the above described Treasury Notes being Nos. 6025/6030 at
$100 M each are maturing July 1, 1946; and

WHEREAS, the City National Bank in Wichita Falls, Texas, agrees to
substitute in lieu thereof $600,000.00 of U. S. 7/8% Certificate of Indebted-

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERVEN OF THE CITY
OF WICHITA FALLS, TEXAS:
THAT the City Treasurer and the City Clerk be and they are hereby
authorized to accept as security for the City of Wichita Falls, Teas February

11 1947, and surrender $600,000.00 U. S. 0.90% Treasury Notes,

The petition of E. P. Williams requesting license to operate two
additional taxicabs 'was read to the City Council, whereupon the following motion
was had:
Moved by Alderman Evans that the Board of Aldermen designate the next
regular meeting to be held July 81 1946, as the date to conduct a public hearing
to consider the application of E. P. Williams for public necessity and convenience
to operate two additional taxicabs upon the streets cf the City of Wichita Falls.

ORDINANCE NO. 141
AN ORDINANCE PROVIDING FOR THE MAINTENANCE OF THE PORTION OF F. M.
HIGHWAY NO. 171 IN THE CITY OF WICHITA FALLS, COUNTY OF WICHITA TEXAS,
REFERRED TO AS MUNICIPAL MAINTENANCE PROJECT AND AUTHORIZING THE MAYOR OFETTHHEEBY
CITY, OR OVER AUTHORIZED CITY OFFICIAL, TO EXECUTE AND AFFIX THE CORPORATE
SEAL AND ATTEST SAME, A CERTAIN AGREEMENT BETMEN THE CITY AND THE STATE OF
TEXAS, PROVIDING FOR THE MAINTENANCE AND USE OF THE SAID MAINTENANCE PROJECT;
AND DECLARING AN EMERGENCY AND PROVIDING THAT THIS ORDINANCE SHOULD BE EFFECTIVE
FROM AND AFTER ITS PASSAGE.
Moved by Alderman Wininger that Ordinance No. 1413 be approved and
passed as read on its first reading.
Motion seconded by Alderman Eastham and carried by the following vote:
Yeas: Aldermen Spragins, Wininger, Evans, Baber and Eastham.
Nays: None.
Moved by Alderman Eastham that the Board of Aldermen authorize the
City Manager to execute for and on behalf of the City of Wichita Falls, a
municipal maintenance agreement (for maintenance only) with the State Highway
Department for the maintenance of F.M. Highway No. 171.
-Motion seconded by Alderman Evans and carried.
Moved by Alderman Evans that the Board of Aldermen approve and
authorize payment to the General Electric X-ray Corporation the sum of $119.00,
being the city's portion for repairs to a certain Xray equipment now in use at
the Wichita Health Unit; and to order the City Clerk to draw a warrant for the
same upon like payment by Wichita County.
Motion seconded by Alderman Baber and carried.
Moved by Alderman Eastham that the Board of Aldermen authorize a tax
refund to J. F. Patton in the amount of $2.07 on account of an error; and fur-
ther to order the City Clerk to draw a warrant for the same.
Motion seconded by Alderman Wininger and carried. •
Moved by Alderman Eastham that the Board of Aldermen grant permission
to Whites Auto Stores to construct six loading docks at their place of business
on Sixteenth Street from Lamar Avenue to the Wichita Valley Railway tracks, pro-
viding the same is constructed under supervision of the City Engineer and
according to the plat submitted, a copy of which is attached hereto and made a
part of the records hereof; with further provisions that the said White's Auto
Stores pave the parking area.
Motion seconded by Alderman Eastham and carried.

for a renewal of its franchise expiring on or about July 1st of this year, be
referred to the City Manager.

Moved by Alderman Baber that the Board of Aldermen authorize a refund
to Lt. Robert M. Abbey in the sum of *10.00 for a fine imposed upon him while
driving a new automobile without license while in process of procuring same; and
further to authorize the City Clerk to craw a warrant for the same.
Motion seconded by Alderman Wininger and carried.
Moved by Alderman Eastham that the request of E H Cafe Supply Co. for
the removal of one parking meter at 700 Ohi n Street be refused and denied.
Motion seconded by Ai der:nan Evans and carried.
Moved by Alderman Spragins that the meeting be adjourned.
Motion seconded by Alderman Wininger and carried.
The Board of Aldermen then adjourned.

THAT I, Ira L. Crews a resident of Wichita Falls, Wichita
County, Texas, being the owner of one acre of land out of C. A. Tidwell
29.3 acres, out of Jno. A. Scott Survey 17, Abstract No. 298 in Wichita
County, Texas, and described by metes and bounds by the Map and Plat
attached hereto and made a part hereof for all purposes. I do hereby
adopt this plat which is made a part of this instrument as the Map and
Plat of which is to be known as Crews Subdivision of one acre of land
being in the City of Wichita Falls, and I do hereby dedicate to the
public the streets as shown on said plat, and will hereafter convey the
said lands by the lot and block numbers as shown on said plat; by which
numbers said Subdivision of said land shall hereafter be known.
