M. on the above date in the Council Room in the Memorial Auditorium, with the following members present: N;T. B. Hamilton, Mayor C. A. Spragins, J. W. Fitzpatrick, � E. J. Wininger, Aldermen J. `% Baber, A. Jay Eastham, G. D. Fairtrace, City illanager T. A. Hicks, City Attorney Geo. T. Henderson; City Clerk Mayor V;. B. Hamilton announced the purpose of this called session to be the further consideration of the bids opened in the Council Room the previous day for the consideration of the water conduit from the new water reservoir in Archer County. Fairtrace recommended the bid of Gifford Hill Pipe Co. and American Pipe & Construction Co. ,�j� a epted, whereupon the following motion was had: �� Moved by Alderman Spragins that the contract for the construction of the conduit from the new water reservoir in Archer County be awarded to the lowest and best bidder, Gifford-Hill Pipe Co. and American Pipe & Construction Co. , Dallas, for consideration of w,1,449,686.95. Moved by Alderman Baber that the Board of Aldermen grant permission to the Art Department of the Woman's Forum to conduct an art exhibit and sale of pictures on the sidewalk on Ninth Street between Indiana and the alley just west of McClurkan's store between the hours of 10:00 A.M. and 6:00 P.Y.. Moved by Alderman Spragins that the Board of Aldermen authorize pay- ment to Hamilton Martin Investment Co. the sum of due the said Hamilton-Martin Investment April 1, 1946,by.virtuelng of a certhe taintwater main contract entered into by and between the Hamilton-Martin Investment Co. and the City of Wichita Fa U s March 1, 1940, commonly known as the County Club Estates Second Supplemental Addition, and further to order the City Clerk todraw a war- rant for the same. Motion seconded by Alderman Wininger and carried. Moved by Alderman Baber that the Board of Aldermen authorize payment to the Frank Kell Estate the sum of $86.43, being the amount due the said Frank Kell Estate April 1, 1946, by virtue of a certain water main contract previously entered into by and between W. S. Curlee and the City of Wichita Falls, commonly known as the Indian Heights Addition, and subsequently assigned the Frank Kell Estate, and further to order the City Clerk to draw a warrant for the same. Williams, colored, upon a cash payment of �250.00 per taxicab for the Taxicab Deposit Fund, as pre- in lieu of an indemnity bond as originally scribed by the Taxicab Ordinance, Proposed. Moved by Alderman Spragins that the Board of Aldermen authorize and order the City riater Department to lay one water line (main line only inside the Catholic Cemetery; all pipe line materials to be furnished by the present l owners ho the said Catholic Cemetery and the City inater Department to furnish he water line free gratis; also to furnish one the necessary labor for laying t water tap at the City's expense. A Petition of the Retail Merchants Division of the Chamber of Commerce requesting the City to refuse further granting of permits for the installation or operation of gasoline filling stations within certain areas was read to the Council by Mayor Hamilton. Motion seconded by Alderman W ininger and carried. 272 Moved by Alderman Evans that Morgan Gillum be reappointed to serve on the City of Wichita Falls Planning & Zoning Commission for a term of six years from November 8, 1945. The application of Eli ^forgan requesting the City to close the alley between Roberts and Tyler Streets in Block 9, Floral Heights Addition, was turned over to the City Attorney for the Purpose of drawing an ordinance to officially close the said alley as reouired by law. Moved by Alderman Baber that the Board of Aldermen authorize and order the City Tax Assessor and Collector to accept the sum of 8220.66 as delinquent taxes in full for 1945 and prior years, covering Lot 7, Block 3, Kemp Addition. Motion seconded by Alderman Spragins and carried. haoved by Alderman Fitzpatrick that the Board of Aldermen approve and authorize the Paving of North Third Street from North Broadway to the entrance Of Scotland Park, providing the property owners will pay $2.00 per lineal foot for such paving. It being further understood that the City 1tanager is author- ized to charge approximately 1540.00 of the city's portion of the cost of said paving to the Park Department.
