The Board of Aldermen of the City of Wichita Falls, Texas, met in
regular session at 8:00 o'clock P. M. on the above date in the Council Room
in the ?Memorial Auditoriums, with the following members present:

ORDINANCE NO. 1407
AN ORDINANCE GRANTING TO WICHITA VALLEY RAILWAY COMPANY, A CORPORATION,
A FRANCHISE FOR THE CO �BTRUCTION AND ',A INTENANCE OF A SIDING OR SWITCH, OR SPUR
TRACK IN THE ALLEY BETWEEN SCOTT AVENUE AND INDIANA AVENUE, AND ACROSS TWELFTH
STREET, ALL IN THE CITY OF WICHITA FALLS, WICHITA COUNTY, TEXAS.

ORDINANCE NO. 1408
AN ORDINANCE AMENDING SECTION TWO(2) OF ORDINANCE NO. 1318, PASSED
1 AND APPROVED THE 7TH DAY OF APRIL, A. D. 1941, ENTITLED "AN ORDINANCE CREATING
AND LEFINING PARKING METER ZONES IN THE CITY OF WICHITA FALLS, TEXAS; PROVIDING
FOR THE INSTALLATION, OPERATION AND MAINTENANCE OF MECHANICAL DEVICES TO
REGULATE PARKING IN SAID PARKING ',!ETER ZONES; PROVIDING FOR THE COLLECTION OF
REGULATORY AND INSPECTION FEES FOR THE USE OF SUCH DEVICES; PROVIDING FOR THE
DEPOSIT OF SUCH FEES BY THE CITY TREASURER IN A SPECIAL FUND PROVIDING FOR THE
METHOD AND PURPCGES OF DISBURSEMENT OF SAID FUND; MAKING IT UNLAWFUL TO USE THE
STREETS OR PORTIONS OF THE STREETS SO DESIGNATED FOR PARKING EXCEPT THROUGH USE
OF PARKING METERS; DEFINING WHAT ACT SHALL BE UNLAWFUL, AND FIXING PENALTIES FOR
THE VIOLATION OF THE PROVISIONS OF THIS ORDINANCE, AND REPEALING ALL ORDINANCES

AN ORDINANCE r DEFINING .MOTOR CARRIER TRANSPORTATION AGENT, PROVIDING
FOR THE REGULATION, SUPERVISION AND LICENSING THEREOF; EXCEPTING CERTAIN PER-
SONS, FIT-- ADM CORPORATIONS, PRESCRIBING A BONDP PROVIDING FOR THE KEEPING
AND FILING AND INSPECTION OF CERTAIN RECORDS, PROVIDING THAT THE INVALIDITY
OF A PART OF THIS ORDINANCE SHALL IN NO WAY AFFECT THE REMAINING PROVISIONS �
THEREOF, PROVIDING FOR THE ENFORCE? FNT OF SAID ORDINANCE, AND PROVIDING PENALTIES

Moved by Alderman Fitzpatrick that the Board of Aldermen authorize
the City Manager to purchase 21.1 acres of land of John O'Donohoe necessary
for road right-of-way and conduit right-of—way purposes in connection with
the new water reservoir in Archer County for consideration of $v1,000.00; subject
to the approval of Title by the City Attorney, and to authorize and order the
City Clerk to draw a warrant for the same.

RESOLUTION
V,,THEREAS, at a regular meeting of the Board of Aldermen of the City
of 1"ichita Falls held at the regular meeting place in the Council Room of the
Memorial Auditorium Building in said City on the 8th day of April, A. D. 1946,
at which a cuorum was present, came on to be considered the returns of the
city election held on April 2, 1946, for the purpose of electing a mayor and
three aldermen, and

to be duly and legally held in all respects, and there were cast at said
election 6573 votes for the election of the mayor and three aldermen and that,

at said election for Alderman Place No. 6.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY

THAT, W. B. Hamilton was duly and legally elected Mayor of the City
of Wichita Falls, Texas, and that Melvin B. Evans, J. M. Baber, and A. Jay
Eastham were duly and legally elected Aldermen of the City of Vdichita Falls,
Texas, at said election and that said election was in all respects legally
held in accordance with the laws of the State of Texas and the Charter and
ordinances of said City.

Moved by Alderman Fitzpatrick that the Board of A ldermen grant
permission to the Wichita Advertising Company to erect a signboard adjacent
to the property line in the alley at Eleventh & Burnett Streets, providing a
satisfactory agreement can be reached as to the annual rent, and to further
authorize and empower the City Manager to negotiate for and on behalf of the
City of Zichita Fallsa satisfactory contract with the said Wichita Advertising
Company.
Motion seconded by Alderman Eastham and carried.
Moved by Alderman Baber that the Board of aldermen authorize and
order the City Tax Assessor and Collector to accept the sum of ° 128.97 as city
taxes in full for 1945 and prior years covering the South 20' of Lot 6 and the
South 20' of the North 30' of Lot 6, and all of Lot 7, Block 3, Dutton Subdivision.

RESOLUTION

for the City of Wichita Falls, Wichita Falls, Texas, has deposited in trust with
the First National Bank in Dallas, the sum of $400,000 U.S. 7/8% Certificate of
Indebtedness, Series D-1946, due 5-1-46, as security for the account of the City
of Wichita Falls, Texas, as evidenced by First National Bank in Dallas, Certifi-
cate No. 32107 dated January 17, 1946, as hereinafter described:

direct the City Clerk to issue life Golf and Tennis Clubs memberships each to
W. Ralph Hyer and 0. G. Stephens, which is in accordance with the custom of
the Council to issue such memberships gratis to retiring members of the City
Council.

Moved by Alderman Baber that the Board of Aldermen authorize and
empower the City Manager for and on behalf of the City of Wichita Falls to
negotiate and enter into contract with Shem P. Cunningham for the purpose of
leasing to the said Shem P. Cunningham approximately 60 acres of land at Lake-
view Cemetery for grazing purposes for a period of one year only, for a con-
sideration of �50.00 per year; otherwise report back to the Council.

A petition of certain citizens residing on Sullivan & Humphrey Sts.
requesting construction of sanitary sewer lines and installation of street lights,
was given favorable consideration by the Council, whereupon the following motion
was had: J
,loved by Alderman Spragins that the Board of Aldermen authorize the
laying of sanitary sewer lines and the installation of street lights on Sullivan
and Humphrey Sts. when and at such time as the necessary materials are available.

Moved by Alderman Fitzpatrick that the Board of Aldermen authorize the
issuance of a permit for a period of one year only to Mr. W. M. Throop, Agent of
the Magnolia Petroleum Co. , for the erection of a neon sign at R. A. Covington's
service station, located at Eleventh & Broad Streets, providing the same shall
be erected under the supervision of the City Engineer.
Motion seconded by Alderman Wininger and carried.
Moved by Alderman Spragins that when Economy Feed Store paves the half
block of Thirteenth Street from Lamar Street to the alley between Lamar and
Scott Streets according to specifications of and under the supervision of the
City Engineer, the said Economy Feed Store is granted permission to install a
platform scale on the side of their building on Thirteenth Street, providing the
same is also installed under the supervision of the City Engineer. Unless the
paving above outlined is done first then no permit shall be granted.
