The Board of aldermen of the City of Wichita Falls, Texas, met in
regular session at 8:00 o'clock P. M. on the above date in the Council Room
in the Memorial Auditorium Building, with the following members present:

The Minutes of the regular session held November 12, 1945, were read
and approved as read.
A petition bearing several signatures was presented to the Council by
Jack Ballard requesting that Kemp Blvd. between Ninth and Tenth Streets be paved.
The matter was discussed with Mr. Ballard, and the petition ordered
filed in the office of the City Clerk.
Moved by Alderman Stephens that the Board of Aldermen authorize a
refund of $25.00 to the Junior Chamber of Commerce on account of overcharge
of auditorium rental for the period of November 27th to 29th, and to order the
City Clerk to draw a warrant for the same.
Motion seconded by Alderman Fitzpatrick and carried.
Moved by alderman Wininger that the Board of Aldermen authorize the
issuance of a license to the Hillcrest Baptist Church for the purpose of
soliciting funds for building a new church.
Motion seconded by Alderman Fitzpatrick and carried.
The application of Mrs. Norma Nettles for a license to solicit adver-
tising was by common consent of the Council referred to the Wichita Falls
Advertising Club for investigation.
The written request of McClure Brothers and others for the installa-
tion of parking meters on Travis Street between Eighth and Ninth was considered
by the Council, whereupon the following motion was had:
Moved by Alderman Wininger that the Board of Aldermen authorize
installation of parking meters on both sides of Travis Street between Eighth
and Ninth Streets and Ninth Street from Travis westward to the alley.
Motion seconded by Alderman Fitzpatrick and carried.

Moved by Alderman Fitzpatrick that the Economy Cash Feed Store be
granted permission to install a platform scale, not to exceed 25,000 lbs.
capacity, in the alley at the rear of their place of business at 1309 Lamar,
for a period of one year with provisions that the same' shall be removed at
any time upon the request of the Council or the City Manager if and when at
such time as the said platform scales shall develop a traffic hazard.
Motion seconded by Alderman Wininger and carried.
The application of the Wichita Beauty Supply for the establishment
of a loading zone in front of their place of business at 614 Ninth Street was
deferred until a later date.
Moved by Alderman Fitzpatrick that the Board of Aldermen authorize a
refund of 45.00 to George G. Golden on account of homestead exemption for the
year 1941, covering Lot 16, Block 30, Country Club Estates Addition, and to
order the City Clerk to draw a warrant for the same.

Moved by Alderman Hyer that the Board of Aldermen authorize Mayor
It'd. B. Hamilton for and on behalf of the City of Vaichita ?alls to execute a
Quit Claim Deed to the Wichita Engineering Company covering the South 20.5'
of Avenue W abutting Lot 24, Block 167, Highland Addition, and all that portion
of Avenue W lying between Lot 2, Block 117, and Lot 1, Block 116, Highland
Addition, also that portion of Avenue W lying between Lot 3, Block 117, and Lot
23, Block 116, Highland Addition, in exchange for a Deed to be executed by the
Wichita Engineering Company to the City of V;ichita Falls covering a part of
Lots 1, 2 & 3, Block 116, Highland Addition, described as follows:
Beginning at a point in the west line of Grant St. 38.2'
south of the northeast corner of Lot 1, Block 116; thence
west 135.7' to a point in the east line of the alley in
said block; thence in a southwesterly direction 60.3' to a
point in the west line of Lot 3 of said Block 116; thence
east 135.3' to a point in the east line of Lot 2 of said
Block 116, being also in the west line of Grant St; thence
in a northeasterly direction 60.6' along the west line of
Grant St. to the place of beginning.
also parts of Lots 21 and 22, Block 116, Highland Addition, described as
follows:
Beginning at a point in the east line of Garfield St. south
76.9' from the northwest corner of Lot 23, Block 116; thence
135.7' to a point in the west line of alley in block; thence
in a southwesterly direction along the said west line of
alley 60.3' to a point in the east line of Lot 21; thence
tivest 135.3' to a point in the west line of Lot 21 and also
the east line of Garfield St; thence north 60' to the place
of beginning.
the consideration for the above described conveyance being for the purpose of
straightening out Avenue W only.

Moved by Alderman Hyer that the Board of Aldermen approve ana order
salary increases for employees of the Kemp Public Library effective January
1, 1946, as follows:
Librarian from $175.00 to �:200.00 per month
Asst. Librarian from �140.00 to �'P160.00 per month
Junior Librarian from.W105.00 to $150.00 per month
Cataloger from $125.00 to $150.00 per month

Moved by Alderman Stephens that the Board of Aldermen authorize and
order the City Tax Assessor and Collector to permit the First Federal Savings
& Loan Association, the North Texas Savings & Loan Association and all other
authorized savings and loan associations to pay their taxes only on an assessed
basis of their furniture and fixtures plus any real estate owned by the said
building and loan associations in accordance with the laws of the State of
Texas. '
Motion seconded by Alderman Spragins and carried.
Moved by Alderman Fitzpatrick that the Board of Aldermen authorize
payment of the final judgment of L. B. Bruner and others vs the City of
Wichita Falls (Water Department) in the sum of $33,641.43, and further to
authorize the City Clerk to draw a warrant for the same.

ratify action of the City Manager and City Clerk for payment to the Wichita
General Hospital the amount of $1,552.59 for charity patients for the month
of November.

Moved by Alderman Spragins that the Board of Aldermen approve and
ratify action of the City Manager and City Clerk for payment to H. M. McCarty
for the purchase of 51.1 acres of land for the new water reservoir in Archer
County.

Moved by Alderman Spragins that the Board of Aldermen authorize
issuance of permit to Southwest Railway Journal for the purpose of soliciting
advertising for their journal.
Motion seconded by Alderman Baber and carried.

Moved by Alderman Spragins that the Board of Aldermen authorize and
order the City Clerk to release to Mrs. 0. Y . Hines all cemetery deeds now
being held in the office of the City Clerk for reason that all such deeds and
miscellaneous charges were included in a previous bankruptcy proceedings of
the 0. V . Hines Mortuary and are seemingly of no value to the City.
Motion seconded by Alderman Wininger and carried.
Moved by Alderman Fitzpatrick that the Board of Aldermen authorize
and order the City Clerk to pay the bal nce,�ofs$15.00 per acre to Fain—McGaha
C�vand the Athens Natural Gas Company as �er�vergal agreement for the purchase of
73.3 acres of land for the new water reservoir in Archer County.
Motion seconded by Alderman Baber and carried.
Moved by Alderman Spragins that the meeting be adjourned.

The Board of Aldermen then adjourned.
