Henderson, City Clerk The inutes of the regular meeting held October 8, 1945, were read and approved as read. Likewise the :minutes of the called sessionSheld October 12th and 19th were read and approved as read. The "inutes of' the called session held October 31st v:ere read and approved as corrected. ":loved by Alderman iyer that the board of tildermen authorize and instruct the City ati_onal 13ank to exchange 08,500 U. Government Bonds now being held in trust for the City of :'ichita galls Hospital Improvement Fund for a similar amount of 2-1% 11. Government Bonds in lieu of the present owned bonds above mentioned. ' otion seconded by alderman Stepi, - are;. earri_E:d.. Idoved by Alderman Spragins that the Board. of Aldermen approve and adopt recownendations submitted by ILosco Staton, Alan T. Bryce and T. E. Hill for the assessing and collection of city taxes as hereinafter set forth, subject, however, to the approval and adoption of the same by the %lichita Falls Independ- ent School District., Vvichita. Falls Junior College, and Vichita County Water Improvement District No. 1. 'Notion seconded by Alderman V+ininger and carried: 1. A diligent effort should be made to collect all delincuent taxes. 2. A complete survey, On The Ground, should be made by competent appraisers, with co.plete information as Ito type of construction, cost, dimensions, condition, etc, and including a photograph of the property. 3. The Stoner System, or one similar, placing a separate value on ground or land value and iaiprovernents. 4. leleted. 5. Uniform values should be established in Schools, Cit,; and Irrigation. b. The tax rate should be set on a basis of actual need. 7. Study should be made of the personal and intangible property with a view of broadening the tax base as much as possible. 8. A resurvey and complete recheck should be made every five years, with proper increases or decreases in assessed value, based on improvements or depreciation and obsolesence and encroachments. 231 9. As a matter of economy in the operation of the various taxing units and greater convenience to the tax payers, a single statement covering all taxes .. Schools, City and Irrigation, should. be used. 10. A complete set of abstract books showing the following: Full value of land; full value of improvements; total 100% value of property; assessed value of property. These abstract books be kept up to date daily, show- ing any changes made in ownership and valuation; such changes to be made by the Board of Equalization or other duly authorized board of appraisers, all changes or revaluation to be dated and initialed by such board of appraisers. 11. A complete and accurate set of Block A?aps showing all subdivisions of any lot or lots, together with the appraised values. 12. Deleted. 13. The appointment of a tax committee of two or three members from each of the taxing units to serve as a ,joint committee to study these and such other recommendations as might be made and to formulate a sound tax program based on the actual needs of the various units. Hamilton, to execute for an on behalf of the City of Wichita Falls a Quit Claim Deed to Neal Roland covering all of the East one-half of Lot g, Block 191, Original; the purpose of this conveyance being for title perfection only.
