'Memorial Auditorium
October 12, 1945
The Board of Aldermen of the City of Wichita Falls, Texas, met in
called session at 10:00 o'clock A. M. on the above date in the Council Room
in the Memorial Auditorium, with the following members present:
W. B. Hamilton, Mayor
C. A. Spragins, #
J. W. Fitzpatrick, Aldermen
E. J. Wininger,
G. D. Fairtrace, City Manager
Thelbert Martin, Assistant City Attorney
C,eo. T. Henderson, City Clerk
Mayor Hamilton announced the purpose of this meeting being to conduct
public hearings on Ordinance No. 1405 and the applications of A&A Taxi and
Hamp's Taxi for permits to operate additional taxicabs in the City of Wichita
Falls.
Mayor Hamilton also announced a quorum present and that the Council
would proceed with the regular order of business.
At the public hearing to consider the applications of A&A Taxi and
Hamp's Taxi the matter was discussed by all interested parties present,
whereupon the following motion was had:
Moved by Alderman Spragins that the public hearing being to consider
the applications of A&A and Hamp's Taxi for permits to operate additional
taxicabs be closed.

Moved by Alderman Spragins that a Certificate of Convenience and
Public Necessity be granted to L. R. Abbott, doing business as A&A Taxi, for
the operation of b additional taxicabs, and likewise to Wilks & Huffines,
doing business as Hamp's Taxi, for the operation of 3 additional taxicabs
upon the streets of Wichita Falls, Texas.

A petition bras read to the Council by the City , rLf bearing a number
of signatures of citizens residing in the Sibley-Taylor Addition, requesting
that the traction company be required to continue over the previous bus route
with respect to Holliday, 24th, Princeton and Sibley Streets, whereupon the
City Manager advised the Council that the traction company had already agreed,
at the rec,uest of the City Manager, to continue over the old bus route.

AN ORDINANCE CLOSING AND ABANDONING THAT PORTION OF BARWISE STREET IN
WICHITA FALLS, TEXAS, WHICH LIES EAST OF VIRGINIA STREET AND WHICH EXTENDS UP TO
THE RIGHT OF WAY AND/OR PROPERTY OF THE MISSOURI-KANSAS-TEXAS RAILROAD C011PANY

Mayor Hamilton announced the Gouncil ready to hear the public with
reference to Ordinance No. 1405, being an ordinance making the annual appropri-
ation for the support of the city government for the fiscal year ending Septem-
ber 30, 1946, and since no one wished to be heard the following motion was had:

No. 1405 be closed.

passed as read on its second reading.

AND PROVIDING FOR THE INTEREST AND SINKI14G FUND FOR THE FISCAL YEAR. 1945-46,
AND APPORTIONING EACH LEVY FOR THE SPECIFIC PURPOSE, AND PROVIDING FOR
COLLECTION OF ALL ANNUAL OCCUPATION TAXES PROVIDED BY STATE LAW.

Mayor Hamilton also announced the purpose of this meeting to be con-
sideration of the application of the Safeway Cab Company to transfer to the
Safeway Cab Company the Certificate of Convenience and Necessity previously
granted to W. B. (Dick) Abbott, doing business as Safeway Taxi for the operation
of 12 taxicabs.
Moved by Alderman Spragins that the Board of Aldermen approve and
authorize a transfer of the Certificate of Convenience and Necessity previously
granted to W. B. (Dick) Abbott, doing business as Safeway Taxi, for the purpose
of operating 12 taxicabs upon the streets of the City of Wichita Falls to the
Safeway Cab Company, and further to authorize the City Clerk to issue 12 taxicab
licenses to the said Safeway Cab Company upon payment of the regular taxicab
license fee, and with further provisions that W. B. (Dick) Abbott, doing busi-
ness as Safeway Taxi, shall pay the sum of $2,250 to the City of Wichita Falls
to be deposited to the credit of the said W. B. (Dick) Abbott, doing business
as Safeway Taxi, taxicab deposit fund, before such transfer and license shall
be issued as required by the terms and provisions of the taxicab ordinance.

meeting to be the consideration of reducing the annual tax levy of the 4-H
Club building owned by the 4-H Live Stock Association.

used y as a public enterprise that the hoard of Aldermen authorize
and order th City Tax Assessor and Collector to reduce the tax valuation to it
the sum of �10.00 per annum for the years 1943, 1944, and 1945, covering Lots
11, 12, 13, and 14, Block 103, Original, and all improvements thereon; said
property belonging to the 4-H Club.
