Min 09/10/1945 216 lichita Falls, Texas Iuiemorial Auditorium September 10, 1945 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session at 8:00 o'clock P. 14. on the above date in the Council Room in the Memorial Auditorium, with the following members present: W. B. Hamilton, Mayor C. A. Spragins, E. J. 7 ininger, W. Ralph Hyer, Aldermen 0. G. Stephens, G. D. Fairtrace, City Manager T. A. Hicks, City Attorney Geo. T. Henderson, City Clerk The Minutes of the regular meeting held July 19th were read and approved as read. The Minutes of the called session held July 26th were read and approved as corrected. Also the Minutes of the called meeting held August 1st were read and approved as read. Moved by Alderman Stephens that the Joard of Aldermen approve and authorize the proposed rerouting of certain bus lines in the City of Wichita Falls as proposed by the Wichita Transit Corporation, which changes are specifically designated and outlined in their plan submitted to the Council as of this date; such plan to be filed in the office of the City Clerk for future reference. Motion seconded by Alderman Spragins and carried. Moved by Alderman Hyer that the Board of Aldermen authorize the issuance of a permit to the Central Baptist Church for the purpose of solicit- ing funds to help build a new church building at 16th & Bluff Street, and like- wise authorize the issuance of a permit to the Four Square Gospel Church for the purpose of soliciting funds to help build a church at 14th & Travis Streets. Motion seconded by Alderman Wininger and carried. Moved by Alderman Stephens that the Board of Aldermen authorize and order the City Clerk and City Treasurer to transfer the sum of $170,193 from the Water Fund to the following cash funds: To the General Fund $137029 to the Street Fund 28,348 To the Library Fund 41316 Total $170,193 Motion seconded by Alderman Spragins and carried. Moved by Alderman Spragins that the Board of Aldermen authorize and order the City Clerk and City Treasurer to transfer the sum of $ 9,000 from the Parking Meter Fund to the Water Fund, the same being part payment of a loan made in prior years. Motion seconded by Alderman Wininger and carried. . 217 Moved by Alderman Wininger that the Board of Aldermen authorize the City Clerk and City Treasurer to transfer the sum of $100,000 from the Water 1 Improvement time deposit fund in the First National Bank to the regular Water Improvement No. 5 checking account, and a like amount from the Waterworks Improvement time deposit account in the City National Bank to the regular Water Improvement No. 5 checking account. Motion seconded by Alderman Hyer and carried. - - - - - - - - - - Moved by Alderman Stephens that the Board of Aldermen approve and ratify the action of the City Manager and City Clerk for payment to the Wichita General Hospital the sum of $1,593.30 for charity patients for the month of July. Motion seconded by Alderman Spragins and carried. Moved by Alderman Hyer that the -board of Aldermen approve for payment bill of Wichita General Hospital in the amount of $1,324.78 for charity patients for the month of August, and to order the City Clerk to draw a warrant for the same upon like payment by Wichita County. Motion seconded by Alderman Stephens and carried. Moved by Alderman Spragins that the Board of Aldermen approve and ratify the action of the City Manager and City Clerk in the purchase and pay- ment of Lots 12 & 13, Block 156, Original, from Eva Truehart Brown for a con- sideration of $304; such property being purchased for use in connection with the Garbage Department. Motion seconded by Alderman Wininger and carried. Moved by Alderman Stephens that the Board of Aldermen approve and ratify action of the City Manager and City Clerk in the purchase and payment of two tracts of land out of the J. A. Scott 6'urvey #15, Abstract 307, I'ichita County, from H. H. White and wife for the consideration of $125; the purpose of this purchase being for street use only. Motion seconded by Alderman Hyer and carried. Moved by Alde man Wininger that the Board of Aldermen approve a refund to H. Y. Brown in the amount of $25.21 on account of homestead exemption for the years 1934-37, inclusive; subject, however, to the payment of Kocher taxes that the said H. Y. Brown may owe; and further to order the City Clerk to draw a warrant in payment of the same. Motion seconded by Alderman Stephens and carried. Moved by Alderman Stephens that the Board of Aldermen approve and order payment to the City National Bank the sum of $1,153.58, being amount due April 1, 1945, by virtue of a certain water main contract previously entered into by and between the City of Wichita Falls and Kemp-Harrell-Peckham and subsequently assigned to the City National Bank; and further to order the City Clerk to draw a warrant in payment of the same. Motion seconded by Alderman Spragins and carried. 218 ORDINANCE NO. 1403 AN ORDINANCE CLOSING AND ABANDONING THAT PORTION OF BARWISE STREET IN 111ICHITA FALLS, TEXAS, WHICH LIES EAST OF VIRGINIA STREET AND V HICH EXTENDS UP TO THE RIGHT OF "AY AND/OR PROPERTY OF THE MISSOURI—KANSAS—TEXAS RAILROAD COMPANYAND WHICH IS 4ORE PARTICULARLY HEREINAFTER DESCRIBED. Moved by Alderman Spragins that Ordinance No. 1403 be approved as read and passed on its first reading. Motion seconded by Alderman Hyer and carried by the following vote: Yeas: Aldermen Spragins, Wininger, Hyer and Stephens. Nays: None. Moved by Alderman Hyer that the Board of Aldermen approve and authorize the extension of the W. T. Macy Company contract for the collection of delinquent taxes six months from August 24, 1945, so as to expire February 24, 1946. Motion seconded by Alderman Spragins and carried. V Moved by Alderman Hyer that the Board of Aldermen authorize and order the City Tax Assessor and Collector to accept the sum of $27.88 of the John C. Kay Estate as personal delinquent taxes in full for 1938 and prior years. Motion seconded by Alderman Spragins and carried. v Moved by Alderman Hyer that the Board of Aldermen authorize and order the City Tax Assessor and Collector to accept the sum of Z99.94 as delinquent taxes in full for 1944 and prior years covering Lots 5, 6, 7 and 9, Block 5, Viest Side Highland Addition.
