M. on the above date in the Council Room in the Memorial Auditorium with the following members present: W. B. Hamilton, Mayor J. W. Fitzpatrick, E. J. Wininger, W. Ralph Hyer, Aldermen J. M. Baber, G. D. Fairtrace, City Manager T. A. Hicks, City Attorney Geo. T. Henderson, City Clerk Mayor W. B. Hamilton declared a quorum present and that the Council would proceed with the regular order of business. Mayor Hamilton announced the purpose of this meeting to be the con- sideration of numerous matters of importance. The City Clerk administered the Oath of Office to J. W. Fitzpatrick, Alderman-elect for Place No. 2. Mr. Morgan Gillum, Chairman of the Planning and Zoning Commission, gave an oral report of the study made by the Planning and Zoning Commission and recommended that the services of Hare & Hare be employed for the study of preparing the city plan which consists of two base maps of the City of Wichita Falls recommending the location of proposed parks, educational build- ings and other public buildings for civic purposes, the widening of streets, stc. Moved by Alderman Fitzpatrick that the Board of Aldermen authorize and direct the City Manager to execute for and on behalf of the City of Wichita Falls a contract with Hare & Hare for the purpose of drafting plans for the development of Bridwell Park at a consideration of $400.00, and to further authorize and direct that the City Manager execute for and on behalf of the City of Wichita Falls a contract with Hare & Hare for the purpose of preparing base maps of the City of Wichita Falls and recommending the location of parks, public buildings, major street planning, recreational facilities, etc., at a negotiated consideration not to exceed the sum of $11000.00, in accordance with the terms set forth in a letter addressed to the City Manager April 23, 1945. Motion seconded by Alderman Wininger and carried. Moved by Alderman Hyer that the alleged claim for damages of Wayne Walker, colored, against the City of Wichita Falls as presented by Attorney Walter Nelson, Jr. , be referred to the City Manager for investigation and report back to the Council. Motion seconded by Alderman Baber and carried. 194 Moved by Alderman Fitzpatrick that the Board of Aldermen authorize and direct the City Attorney to prepare an amendment to the present taxicab ordinance thereby increasing the annual taxicab license from $10.00 to $50.00, payable semi-annually in advance on January 1st and July 1st. Motion seconded by Alderman Wininger and carried. Moved by Alderman Wininger that the Board of Aldermen authorize and direct the City Tax Collector to accept the sum of $82.70 as payment in full for city delinquent taxes of Mrs. Ethel Darr covering Lot 9, Block 10, Scotland Addition, for the years 1929 to 1944, inclusive. Motion seconded by Alderman Hyer and carried; Alderman Fitzpatrick voting no. :,loved by Alderman Wininger that the Board of Aldermen authorize and direct the City Tax Collector or W. T. Macy Co. to file suit for collection of delinquent taxes against the North 60' of Lot 7, Block 209, Original. Motion seconded by Alderman Hyer and carried. Moved by Alderman Hyer that a temporary permit only be granted to Paulk%Ihite Truck Co. for the erection of a sign in the parkway in front of said Paulk A[hite Truck Co. building on Travis Street, providing the same shall be erected under the supervision of the City Engineer. Motion seconded by Alderman Fitzpatrick and carried. ORDINANCE NO. 1400 AN ORDINANCE AMENDING SECTION 2 OF ORDINANCE NO. 1398 PASSED AND APPROVED ON THE 9TH DAY OF APRIL, A. D. 1945, AND FIXING PENALTIES FOR THE VIOLATION OF THE PROVISIONS OF THIS ORDINANCE AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HERENIITH AND DECLARING AN EMERGENCY. Moved by Alderman Wininger that Ordinance No. 1400 be approved and passed as read on its first reading. Motion seconded by Alderman Baber and carried by the following vote: Yeas: Aldermen Fitzpatrick, Wininger, Hyer and Baber. Nays: None. Moved by Alderman Wininger that the Board of Aldermen authorize a refund to Safeway Electric Co. in the sum of $1.90 for electric wiring permit No. 1978A which was never used, and further to direct that the City Clerk issue a warrant for the same.
