Min 03/12/1945 178 Wichita Falls, Texas Memorial Auditorium 1arch 12, 1945 The Board of yldermen of the City of Wichita Falls, Texas, met in regular session at 7:30 o'clock P. M. on the above date in the Council Room in the :°Memorial Auditorium with the following members present: W. B. Hamilton, Mayor C. A. Spragins, E. J. Wininger, W. Ralph Hyer, Aldermen J. 'T. Baber, 0. G. Stephens, G. D. Fairtrace, City Manager T. A. Hicks, City Attorney Geo. T. Henderson, City Clerk The Minutes of the called session held February 12, 1945, were read and approved as read; the Minutes of the called session held February 15, 1945, were read and approved as corrected; the hki.nutes of the called session held February 27, 1945, were read and approved as read. Roved by Alderman Stephens that the Board of Aldermen grant permission to the Kemp Improvement League to solicit funds for the purpose of paving Dallas Street for a period of 30 days, with provisions that the permit may be renewed for an additional 30 or 60 days as may be necessary so long as the committee consisting of Ike Hayes, Chairman; D. C. Williams, Treasurer; and R. E. Clark, Financial Secretary, continue to properly account for all the funds received. Motion seconded by Alderman Spragins and carried. The petition of Jack Ballard requesting the Council to revoke fran- chise of the Lone Star Coach Company, also requesting 5¢ bus faxe,was received by the Council and ordered filed in the office of the City Clerk Moved by Alderman Spragins that the Board of Aldermen authorize and direct the First National Bank and the City National Bank each to transfer on May 1, 1945, the sum of $100,000.00 from the City of Wichita Falls Water Improve- ment Fund No. 5 Time Deposit account to the City of Wichita Falls Water Improve- ment No. 5 checking account. Moved by Alderman Stephens that the Board of Aldermen approve for pay- ment the bill of j-,+'ichita General Hospital in the amount of $1,059.42 for charity patients for the month of February, upon like payment by Wichita County. Motion seconded by Alderman Hyyer and carried. 179 ORDINANCE NO. 1398 AN ORDINANCE AMENDING SECTION 2-402 OF THE CODIFICATION OF THE ORDI- 14ANCES OF THE CITY OF WICHITA FALLS, TEXAS, 1941, ADOPTED BY ORDINANCE NO. 1315, PASSED AND APPROVED ON THE 6TH DAY OF JANUARY, 1941, CREATING AND DEFINING PARK- ING METER ZONES IN THE CITY OF l,,ICHITA FALLS, TEXAS; PROVIDING FOR THE INSTALLA- TION, OPERATION AND MAINTENANCE OF MECHANICAL DEVICES TO REGULATE PARKING IN SAID PARKING METER ZONES; PROVIDING FOR THE COLLECTION OF REGULATORY AND INSPECTION FEES FOR THE USE OF SUCH DEVICES; PROVIDING FOR THE DEPOSIT OF SUCH FEES BY THE CITY TREASURER IN A SPECIAL FUND; PROVIDING FOR THE METHOD AND PURPOSES OF DISBURSEMENT OF SAID FUND; MAKING IT UNLAWFUL TO USE THE STREETS OR PORTIONS OF THE STREETS SO DESIGNATED FOR PARKING EXCEPT THROUGH USE OF PARKING METERS; DEFINING WHAT ACT SHALL BE UNLAWFUL, AND FIXING PENALTIES FOR THE VIOLATION OF THE PROVISIONS OF THIS ORDINANCE, AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH AND DECLARING AN EMERGENCY. Moved by Alderman Spragins that Ordinance No. 1398 be approved as read and passed on its first reading. Motion seconded by Alderman Wininger and carried by the following vote: Yeas: Aldermen Spragins, Wininger, Hyer, Baber and Stephens. Nays: None. The petition of A. E. Stiles and R. 11. Seyler requesting the closing of that portion of Avenue F at the intersection of Avenue F and Garfield Street was read to the Council, whereupon the following motion was had: Moved by Alderman Baber that the application for the closing of that portion of Avenue F at its intersection with Garfield Street be denied and refused and that the same shall remain open. Motion seconded by Alderman Stephens and carried. By common consent of the Council, the application of E. C. McLaughlin for a tax refund was referred to the City Attorney for further investigation. moved by Alderman Baber that the Board of Aldermen authorize and direct the City Tax Assessor and Collector to adjust delinquent taxes of A. L. Clark by reducing the same from $141.72.to 130.16, covering Lot 12, Block 15, Jalonic Addition, for the years 1930 to 1944, inclusive. :'Motion seconded by Alderman Stephens and carried. Moved by Alderman Hyer that the Board of Aldermen authorize and direct that the contract by and between W. T. Macy & Company and the City of Wichita Falls for the collection of delinquent taxes be amended so as to include delin- quent tax collections for the year 1944, effective March 13, 1945• Motion seconded by Alderman Spragins and carried. Moved by Alderman Stephens that the meeting be adjourned. Motion seconded by Alderman Spragins and carried. The Board of Aldermen then adjourned. READ AND APPROVED this the 9th day of April, 1945.
