Min 11/06/1944 s _ 144 Wichita Falls, Texas Memorial Auditorium November 6, 1944 The Board Aldermen of the City of Wichita Falls, Texas, met in regular session a& o'clock P. M. on the above date in the Council Room in the Memorial Auditorium with the following members present: W. B. Hamilton, Vayor E. J. Wininger, W. Ralph flyer, Aldermen 0. G. Stephens, G. D. Fai.rtrace City 1vianager T. A. Hicks, City Attorney Geo. T. Henderson, City Clerk Mayor IN. B. Hamilton announced a quorum present and that the Council would proceed with the regular order of business. The Minutes of October 30, 1944, were read and approved as corrected. Mayor W. B. Hamilton announced the meeting now open for a public hear- ing of the proposed annual appropriation budget for the fiscal year beginning October 1, 1944, and ending September 30, 1945, being Ordinance No. 1394. There being no visitors present to consider the budget, the following .motion was had: Moved by Alderman Stephens that the public hearing of the annual appropriation budget be closed. Motion seconded by Alderman flyer and carried. ORDINANCE NO. 1394 AN ORDINANCE MAKING APPROPRIATION FOR SUPPORT OF THE CITY GOVERNMENT FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1944, and ENDING SEPTVMR 30, 1945. Moved by Alderman Stephens that Ordinance No. 1394 be adopted as read and passed on its second reading. Motion seconded by Alderman Hyer and carried by the following vote: Yeas: Mayor Hamilton, Aldermen Wininger, Hyer and Stephens. Nays: None. Moved by Alderman Stephens that the application of Emma Adams for a dance hall license at 101 North Mill Street be tabled. Motion seconded by Alderman Wininger and carried. 1L.5 Moved by Alderman Wini.nger that the Board of Aldermen approve for payment the claim for damages of Mrs. Dorothy Slagle in the amount of $150.00 for loss of time plus the assumption of the following doctors and hospital bills incurred by virtue of said claim for damages: Dr. Marion 1;7. Caskey $29.00 Dr. 0. T. Kimbrough 50.00 Dr. M. H. Glover 35.00 Wichita General Hospital 82.4 $196.43 andfurther order the City Clerk to draw separate warrants in payment of the above mentioned accounts, also to draw and deliver a warrant in the amount of $p150.00 to the said Mrs. Dorothy Slagle upon receipt of a properly executed release to the City for damages in full. ORDINANCE NO. 1395 AN ORDINANCE LEVYING, ASSESSING AND FIXING THE TAX RATE FOR THE USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE CITY OF WICHITA FALLS, TEXAS, AND PROVIDING FOR THE INTEREST AND SINKING FUND FOR THE FISCAL YEAR 1944-45, AND APPORTIONING EACH LEVY FOR THE SPECIFIC PURPOSE, AND PROVIDING FOR COLLECTION OF ALI, ANNUAL OCCUPATION TAXES PROVIDED BY STATE LA. Moved by Alderman Hyer that Ordinance No. 1395 be adopted as read and passed on its first reading. Motion seconded by Alderman Stephens and carried by the following vote: Yeas: Mayor Hamilton, Aldermen Wininger, Hyer and Stephens. Nays: None. RESOLUTION 4HEREAS, a thorough investigation has been made of the hourly wage rates which are being paid in the vicinity of �'-ichita Falls, Texas, which is the locality in which the proposed project (hereinafter referred to as "Project") is to be constructed by the City of Wichita Falls, Texas, to employees in each trade or occupation engaged in work of a nature similar to the work to be per- formed in the construction of said Project, and the prevailing MINIMUM hourly wage rates being paid in such locality to such employees for such work have been determined. Moved by Alderman Stephens that the City I'lanager be authorized to advertise for bids to be received on December 13, 1944, for the construction of a dam and appurtenances on the Little Wichita River in Archer County. f or the purpose of creating a lake to provide a water supply for the City of "ichita Falls. :Motion seconded by Alderman Hyer and carried. Moved by Alderman Stephens that the Board of Aldermen authorize a tax refund of $5.80 to J. Baldwin Montgomery on account of double payment, and order the pity Clerk to draw a warrant in payment of the same. Perkins that the Uity purchase U48,000 of 2% government bonds out of the funds donated by Mr. Perkins to the City for the purpose of constructing an isolation ward at the ',Nichi.ta General Hospital, was read to the Council. By cofrumon consent of the board of Aldermen the matter was referred to the City Attorney for an opinion as to the legality of such investment. Moved by Alderman Stephens that the meeting be adjourned. Motion seconded by Alderman liver and carried. The Board of Aldermen then adjourned. READ AND APPROVED this 13th day of November 1944.
