July 10, 1944
The Board of Aldermen of the City of Wichita Falls, Texas, met in
regular session at 8:00 o'clock P. M. on the above date in the Council Room
in the Memorial Auditorium Building, with the following members present:
W. B. Hamilton, Mayor
C. A. Spragins,
J. W. Fitzpatrick,
E. J. Wininger, Aldermen
W. Ralph Hyer,
J. M. Baber, X

Geo. D. Fairtraee, City Manager

The Minutes of the previous meeting were read and approved as read.
Moved by Alderman Spragins that the Board of Aldermen approve and
ratify action of the City Clerk in transferring the balance of the City of
Wichita Falls Waterworks System revenue bond fund cash (Water Improvement #5)
in the amount of $E3900.00 on deposit in the Wichita National Bank,to the City
National Bank the sum of $41,500.00 and a like amount to the First National
Bank, and deposit to the credit of Water Improvement #5 regular checking
account.
Motion seconded by Alderman Fitzpatrick and carried.
RESOLUTION
WHEREAS, on June 21, 1944, the Wichita National Bank of Wichita Falls,
Texas, placed in safe keeping with the Mercantile National Bank at Dallas, the
following securities pledged to secure the deposit of the City of Wichita Falls
First Mortgage Water Works System Revenue Bond Fund (Water Improvement No. 5) :
$200,000.00 par value 2% Treasury Bonds of 1950-52; dated 4-15-43:
due 9-15-52: Nos, 52722B/52741A inc. for $10,000.00
each: as evidenced by Mercantile National Bank at
Dallas Joint Safe Keeping Receipt No. A 500 in the
amount of $200,000.00; and
$683,000.00 par value 2% Treasury Bonds of 1951-53: dated 9-15-43:
due 9-15-53/51: Numbers 115306F/115380J inc. for
$111OW.00 each: Numbers 62605E, 62663C/62669K ine.
for $10,000.00 each: Numbers 19817H/19820L inc.
19633C and 19808J for $100,000.00 each, as evidenced
by Mercantile National Bank at Dallas Joint Safe
Keeping Receipt No. A 499 in the amount of $683,000.00,
and,
VtHMAS, the entire amount of the City of Aichita Falls First Mortgage
Water Works System Revenue Bond Hind (Water Improvement No. 5) has been with-
drawn from the Wichita. National Bank, and there being no further necessity for
retaining the above pledged securities,
NOW, THEREFORE, BE IT RESOLVED by the Board of Aldermen of the City of
Wichita Falls, Texas, that the City Clerk be and is hereby authorized and ordered
to release and return to the Wichita National Bank and the Mercantile National
Bank at Dallas all of the above securities described in Mercantile National Bank
at Dallas Joint Safe Keeping Receipts Nos. A 499 and A-500.

adopted and passed as read.
Motion seconded by Alderman Wininger and carried by the following vote:
Yeas: Aldermen Spragins, Fitzpatrick, Wininger, Byer, Baber and
Stephens.

ORDINANCE NO. 1390
AN ORDINANCE AUTHORIZING THE CITY COUNCIL TO COMPEL THE REPAIR OF SIDE-
R'ALKS, CURBS GETTERS AND/ OR DRIVEWAYS WHICH ARE IN A DEFECTIVE AND DANGEROUS
CONDITION; DEFINING OFFENSES IMPOSING LIABILITY FOR DAMAGES AND LOSS SUFFERED;
REGULATING THE USE AND MAINTENANCE OF SIDEWALKS, CURBS, GUTTERS AND/OR DRIVE-
WAYS; DEFINING BROKEN AND DANGEROUS SIMMALKS, CURBS, GUTTERS AND/OR DRIVEWAYS
AS A NUISANCE; PROVIDING FOR NOTICE TO PROPERTY owNERS OR USERS THEREOF; PRE-
SCRIBING A PENALTY AND DECLARING AN EMERGENCY.
Moved by Alderman Spragins that Ordinance No. 1390 be adopted as read
and paced on its second reading.
vote: Motion seconded by Alderman Fitzpatrick and carried with the following
Yeas: Aldermen Spragins, Fitzpatrick, Wininger, Hyer, Baber and
Stephens.
Nays: None.
Moved by Alderman Stephens that the Board of Aldermen authorize issuance
of chauffeur's license to G. L. Page.
Motion seconded by Alderman Baber and carried.
Moved by Alderman Hyer that the Board of Aldermen authorize and order
that electric lights and power be furnished at the Spudder Ball Park for use
of Sheppard Field free exhibition ball games for the period July 23rd to
September 1st, and that same shall be paid out of the Park Fund.
Motion seconded by Alderman Wininger and carried.
Moved by Alderman Spragins that the Board of Aldermen approve and ratify
contract made by and between the City Manager, G. D. Fairtrace, for and on be-
half of the City of Wichita Falls with Layne-Texas Company for the purpose of
making a larger quantity of core tests of a certain area of the new water
reservoir project at an approximate cost of $33500.00 to $4,000.00.
Motion seconded by Alderman Stephens and carried.

Moved by Alderman Fitzpatrick' that the Board of Aldermen grant per-
mission to Barrow-Grace Buick Company for the erection of an electric sign at
1306 Scott, with provisions that same shall be installed under the supervision
and requirements of the City Engineer.
Motion seconded by Alderman Stephens and carried.
City Manager G. D. Fairtrace read a petition signed by various employees
of the Garbage Department requesting their wages be raised to 750 per hour for
drivers and 650 per hour for helpers, effective August 1, 1944.
This petition was referred back to the City Manager for his attention.
Moved by Alderman Stephens that the meeting be adjourned.
Motion seconded by Alderman Spragins and carried.
The Board of Aldermen then adjourned.
