Min 05/15/1944 51 i I Wichita Falls, Texas Memorial Auditorium May 15, 1944 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session at 8:00 o'clock P. M. on the above date in the Council Room in the Memorial Auditorium Building, with the following members present: W. B. Hamilton, Mayor C. A. Spragins, X J. W. Fitzpatrick, � E. J. Wininger, Aldermen W. Ralph Hyer, J. M. Baber, X Garland Franks, Acting City Manager T. A. Hicks, City Attorney Geo. T. Henderson, City Clerk The meeting was called to order by Mayor W. B. Hamilton who declared a quorum present. The Minutes of the previous meeting were read and approved as read. ORDINANCE NO. 1383 AN ORDINANCE CLOSING AND ABANDONING AN ALLEY AND PART OF AN ALLEY RUNNING NORTH AND SOUTH ACROSS BIACK 46A OF THE HIGHLAND ADDITION TO THE CITY OF WICHITA FALLS, TEXAS, AS REPLATTED AND DEDICATED BY T. A. LITTEKEN; SAID ALLEY AND PORTION OF ALLEY BEING FULLY DESCRIBED IN SECTION I. Moved by Alderman Fitzpatrick that Ordinance No. 1383 be approved as read and passed on its third and final reading. Motion seconded by Alderman Wininger and carried by the following vote: Yeas: Aldermen Spragins, Fitzpatrick, Wininger, Hyer and Baber. Nays: None. - - - - - - - - - - The Acting City Manager was requested by the Council to contact L. B. Bruner and E. F. Moore for the purpose of ascertaining the names of the balance of land owners of the East Side Gardens and upon what basis a settlement could be perfected with them and report the same to the Committee. Moved by Alderman Wininger that the Board of Aldermen authorize the issuance of chauffeur's license to Mrs. Letha Britton. Motion seconded by Alderman Fitzpatrick and carried. Moved by Alderman Baber that the Board of Aldermen revoke chauffeur's license of Jack C. Wilson. Motion seconded by Alderman Hyer and carried. 52 ORDINANCE N0. 1385 AN ORDINANCE PROVIDING FOR THE MAINTENANCE OF THE PORTION OF U. S. & STATE HIGHWAY NOS. 70-82-277-281-287, SH79 AND War #18 IN THE CITY OF WICHITA FALLS, COUNTY OF WICHITA, TEXAS, HEREBY REFERRED TO AS MUNICIPAL MAINTENANCE PROJECT AND AUTHCRIZING THE MAYOR OF THE CITY, OR OTHER AUTHORIZED CITY OFFICIAL, TO EXECUTE AND AFFIX THE CORPORATE SEAL AND ATTEST SAME, A CERTAIN AGREEICENT BETWUN THE CITY AND THE STATE OF TEXAS, PROVIDING FCR THE MAINTENANCE AND USE OF THE SAID MAINTENANCE PROJECT; AND DECLARING AN EMERGENCY AND PROVIDING THAT THIS ORDINANCE SHOULD BE EFFECTIVE FROM AND AFTER ITS-PASSAGE. Moved by Alderman Hyer that Ordinance No. 1385 be approved as road and passed on its first reading. vote: Motion seconded by Alderman Fitzpatrick and carried by the following Yeas: Aldermen Spragins, Fitzpatrick, Wininger, Hyer' and Baber. Nays: None. Moved by Alderman Wininger that the action of the Council on May 8th authorizing the paving of Holliday Street between Eighth and Ninth, the cost of which to be borne equally between the City and adjacent property owners, be and is hereby rescinded, but the Board of Aldermen does here and now authorize and order said Holliday Street between Eight and Ninth to be paved at a cost of $1,152.00, which includes the construction of curbs and gutters; the City's portion of the cost to be $815.00 and the remaining balance of the cost, amount- ing to $337.00 which includes the cost of curbs and gutters adjacent to the Academy, shall be paid by the Academy of Mary Immaculate. Motion seconded by Alderman Hyer and carried. Mayor Hamilton placed the nomination for the approval of the Council the following additional names to serve on the City Zoning and Planning Com- mission: J. N. Hobbs - 6 year term expiring November 8, 1949 Bill Black - 5 year term expiring November 8, 1948 W. P. Hood - 4 year term expiring November 8, 1947; whereupon the following motion was made.- Moved by Alderman Hyer that the Board of Aldermen ratify and approve the a ove anal: forgoing nomination. Motion seconded by Alderman Spragins and carried. Moved by-Alderman Waber that the Board of Aldermen authorize and order the City dater Department to purchase water from the City of Burkburnett for sale to Sheppard Field for drinking and cooking purposes only at the price stipulated in a certain contract previously entered into by and between the City of Wichita Falls and Sheppard Field, and further to authorize the City Water Department to furnish Sheppard Field with two water tanks not to exceed an approximate cost of $15D.00 each; it being understood that Sheppard Field shall transport the water -above mentioned fram the City of Burkburnett to Sheppard Field at its own cost and expense, and it is further understood that this order is passed purely as an emergency measure Motion seconded by Alderman Wininger and carried. 53 i Moved by Alderman Wininger that the Board of Aldermen authorise delinquent tax adjustments, both personal and real, as set forth in the following schedule: Motion seconded by Alderman Fitzpatrick and carried.
