The Board of Aldermen of the City, of Wichita Falls, Texas, met in
regular session at 8:00 o'clock P. M. on the above date in the Council Room
in the Memorial Auditorium Building, with the following members present:
W. P. Hood, Mayor
C. A. Spragins,
J. W. Fitzpatrick, X
E. J. Wininger, Aldermen
W. Ralph Hyer, X
J. M. Baber,
Garland Franks, Acting City Manager
T. A. Hicks, City Attorney
Geo. T. Henderson, City Clerk
Mayor Hood announced a quorum was present and that the Council would
proceed with the regular order of business.
The Minutes of the previous meeting were read and approved as read.
ORDINANCE NO. 1381
AN ORDINANCE AMENDING SECTIONS 1 AND 2 of ORDINANCE NO. 445, AS SAME
HAS HERETOFORE BEEN AMENDED BY ORDINANCES 1121 AND 11 32; SUCH ORDINANCE NO. 445
BEING ENTITLED "AN ORDINANCE PROVIDING FOR RULES, REGULATIONS AND RATES FOR THE
OPERATION AND MANAGEMENT OF THE W ICHITA FALLS WATER DEPARTMENT," SAID SECTIONS
ALSO BEING KNOWN AS SECTION 7-1001 AND SECTION 7-1001.1, TITLE 7, CHAPTER 10 OF
THE CODIFICATION OF ORDINANCES OF THE CITY OF WICHITA FALLS, TEXAS, 194.1,
REPEALING ALL ORDINANCES IN CONFLICT HERENVITH, AND DECLARING AN E'_�RBENCY.
Moved by Alderman Fitzpatrick that Ordinance No. 1381 be approved as
read and passed on its second reading.
Motion seconded by Alderman Wininger and carried by the following vote:
Yeas Aldermen Spragins, Fitzpatrick, Wininger, Hyer and Baber.
R?ays: None.
Moved by Alderman Spragins that the Board of Aldermen authorize and
order the City Clerk to draw a warrant payable to the Frank Kell Estate by virtue
of a certain contract previously entered into by and between W. S. Curlee and the
City of Wichita Falls for the construction of water mains in Indian Heights
Addition, and subsequently assigned to Frank Kell, deceased, by the said W. S.
Curlee; the purpose of this warrant being to retire that portion only of the
payment maturing March 31, 1944, as per contract.
Motion seconded by Alderman Fitzpatrick and carried.
Moved by Alderman Baber that the Board of Aldermen authorize the City
Clerk to transfer the sum of $1,500 from the eater Improvement No. 2 Fund account
to the eater Improvement No. 1 Fund account.

Moved by Alderman Fitzpatrick that the Board of Aldermen authorize the
issuance of chauffeut's licenses to W. M. Rogers, S. C. Maupin and Mrs. W. A.
Garrett.
Motion seconded by Alderman Baber and carried.

Moved by Alderman Hyer that the Board. of Aldermen deny and refuse the issuance
of chauffeur's license to Raymond Hennan.
Motion seconded by Alderman Wininger and carried.
Moved by Alderman Spragins that the request of the Standard Finance Co.
for a refund of a portion of the pawn broker's license, paid by than for the year
1944, be denied for reason that the laws governing the issuance of such license
makes no provision for such a refund.
Motion seconded by Alderman Wininger and carried.
Moved by Alderman Fitzpatrick that the written request of the South-
western Bell Telephone Co. for permission to discontinue furnishing annual
statement to the City of Wichita Falls be referred to the City Attorney for his
attention.
Motion seconded by Alderman Wininger and carried.
Moved by Alderman Fitzpatrick that the Board of Aldermen authorize
Acting City Manager Garland Franks to attend the City Managers Association con-
vention with expenses paid, which is to convene in the City of Dallas in the
near future.
Motion seconded by Alderman Spragins and carried.
Moved by Alderman Fitzpatrick that the Council proceed to canvass the
returns of the regular municipal election held April 4, 1944.
Motion seconded by Alderman Spragins and carried.
RESOLUTION
J 111HEREAS, at a regular meeting of the board of Aldermen of the City of
Wichita Falls held at the regular meeting place in the Council Room of the Memo-
rial Auditorium Building in said City on the 10th day, of April, A.D. 1944, at
which a quorum was present, came on to be considered the returns of the city
election held on April 4, 1944, for the purpose of electing a Mayor, three
regular aldermen and one alderman to fill the unexpired term of J. W. Hunt for
Place No. 3, and
WHEREAS, after canvassing the returns of said election it was found
to be duly and legally held in all respects, and there were cast at said
election 1835 votes for the election of the Mayor and four aldermen and that,

And it appearing that W. B. Hamilton received the greatest number of
votes cast at said election for Mayor, that E. J. Wininger received the greatest
number of votes cast at said election for Alderman Place No. 3, that W. Ralph
Hyer received the greatest number of votes cast at said election for Alderman
Place No. 4, that J. M. Baber received the greatest number of votes cast at
said election for Alderman Place No. 5, and that 0. G. Stephens received the
greatest number of votes cast at said election for Alderman Place No. 6.
NOW, THEREFORE, BE IT RESOLVED BY THY, BOARD OF ALDER EN OF THE CITY
OF WICHITA FALLS, TEXAS;
THAT, W. B. Hamilton was duly and legally elected Mayor of the City
of Wichita Falls, Texas, and that E. J. Wininger, W. Ralph Hyer, J. 11. Baber
and 0. G. Stephens were duly and legally elected Alde men of the City of
1+ichita Falls, Texas, at said election and that said election was in all re-
spects legally held in accordance with the laws of the State of Texas and the
Charter and ordinances of said City.
Moved by Alderman Spragins that the foregoing resolution be adopted
and passed as read.
Motion seconded by Alderman Fitzpatrick and carried with the following
vote:
Yeas: Aldermen Spragins, Fitzpatrick, 1�'dininger, Hyer and Baber.
Nays: None.
The Oath of Office was administered by the City Clerk to Mayor-elect
W. B. Hamilton and Alderman-elect E. J. Wininger, W. Ralph Hyer and J. Ad. Baber;
whereupon the newly elected Mayor and members of the board of Aldermen were
seated, except 0. G. Stephens who was absent from the meeting.

The retiring Honorable Mayor IN. P. Hood in his pleasing manner
expressed his gratitude to the members of the Board of Aldermen and its admin-
istrative appointees for their splendid cooperation during his tenure of office,
assuring them that his association with this Body had indeed been a pleasure.
Mayor Hood also spoke in highest praise of all department heads and their
respective employees for their untiring efforts and willingness to cooperate
with policies prescribed by his administration. Alderman Hyer made the response
on behalf of the Board of Aldermen and, likewise, Acting City Manager Garland
Franks for the administrative appointees.
The Honorable W. B. Hamilton, newly elected Mayor, was outspoken of
his appreciation for the trust the citizenry had imposed upon him and in anti-
cipation of being surrounded by the splendid personnel as comprises the members
of the Board of Aldermen, much can be accomplished for the betterment of Wichita
Falls, thereby making a more desirable place to reside for its present inhabi-
tants together with those who may again take up their abode in our city after
returning from the services of the USA.
All members of the Board including the newly elected and administra-
tive appointees expressed their anticipated pleasure to serve with the newly
elected Mayor and pledged their wholehearted support for a successful adminis-
tration.
Moved by Alderman Hyer that the Board of Aldermen, as a token of
appreciation for the untiring services rendered by the retiring Mayor, authorize
the issuance of a lifetime membership in the Wichita Falls Municipal Golf Club,
to W. P. Hood.
Motion seconded by Alderman Spragins and carried.
Moved by Alderman Baber that the meeting be adjourned.
Motion seconded by Alderman Hyer and carried.
The Board of Aldermen then adjourned.
