13 Wichita Falls, Texas Memorial Auditorium March 27, 1944 The Board of Aldermen of the City of Wichita Falls, 'texas, met in regular session at 8:00 o'clock P. M. on the above date in the Council Room in the Memorial Auditorium Building with the following members present: Ii W. P. Hood, Mayor C. A. Spragins, X E. J. Wininger, X J. M. Baber, X Aldermen 0. G. Stephens, T. A. Hicks, City Attorney Geo. T. Henderson, City Clerk Mayor Hood announced that since a quorum was present the Council would i proceed with the regular order of business. The Minutes of the previous meeting were read and approved. Moved by Alderman Spragins that the Board of Aldermen authorize Hope Chapter of DeMolay to operate the City government and assume the .duties of the various offices and departments under the supervision of the City Manager and the various department heads on Friday, April 7, 1944. Motion seconded by Alderman Stephens and carried. Moved by Alderman Stephens that the Board of Aldermen rescind action of the Council on March 13, 1944, in refusing to grant a domino license to Mike Zaborowsky, but do here now authorize and order the City Clerk to issue said domino license to Mike Zaborowski, dba Victory Cluh. Motion seconded by Alderman Spragins and carried. Moved by Alderman Stephens that the Board of Aldermen adopt the water rate plan No. 1 with the new monthly rate of $1.50 for the first 4,000 gallons of water per month as suggested by the City Engineer and the Water Superintend- ent, and to instruct the City Attorney to prepare an ordinance incorporating said suggested water rate plan No. 1 for presentation to the Council for its first reading at the next regular meeting. Motion seconded by Alderman Spragins and carried. - - - - - - - - - - Moved by Alderman Spragins that the Board of Aldermen authorize and order the City Clerk to draw a warrant payable to the Wichita General Hospital in the amount of $1,401.02 for charity patients for the month of February, upon like payment by Wichita County. Lotion seconded by Alderman Stephens and carried. 14 it Moved by Alderman Baber that the Board of Aldermen authorize and order the City Clerk to draw a warrant payable to Wichita County in the amount of $450.47 to pay the City's portion for maintenance of the Venereal Ward at the County Farm for the months of January and February. Motion seconded by Alderman Wininger and carried. Moved by Alderman Stephens that the Board of Aldermen authorize the issuance of chauffeur's licenses to R. G. Mansell, G. L. Forester and C. G. Jones. Motion seconded by Alderman Wininger and carried. Motion seconded by Alderman Spragins and carried. The application of Sarah S. Davidson for the operation of the con- cession stand on the municipal auditorium lawn and on the North Side Ball Park was received and ordered filed. - - - - - - - - - - r 16 Moved by Alderman Spragins that the meeting be adjourned.
