Min 03/06/1944 I 1 Wichita Falls, Texas Memorial Auditorium March b, 1944 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session at 8:00 o'clock P. M. on the above date in the Council Room in the .Memorial Auditorium Building with the following members present: W. P. Hood, Mayor C. A. Spragins, J. W. Fitzpatrick, E. J. Wininger, W. Ralph Hyer, Aldermen J. M. Baber, 0. G. Stephens, Garland Franks, Acting City Manager T. A. Hicks, City Attorney Geo. T. Henderson, City Clerk The Minutes of the previous meeting were read and approved as corrected. Moved by Alderman Spragins that the Board of Aldermen authorize the issuance of a chauffeur's license to Jack C. Wilson. Motion seconded by Alderman Baber and carried. Moved by Alderman Spragins that the contract for the construction of the addition to the Administration Building at the Airport be awarded to the lowest and best bidder Murph & Taylor, whose bid was in the amount of $9,446.48. Motion seconded by Alderman Baber and carried. A public hearing was had upon the proposed annexation of Blocks 38 and 39, Highland Land and Irrigation Company Subdivision, C. Eakman Survey, Abstract No. 450. Mayor Hood announced since no one was present to oppose the proposal for said annexation, the Council would consider the hearing closed. Moved by Alderman Baber that the City Attorney be instructed to pre- pare the necessary ordinance fcr the annexation into the city limits of the above described tract of land. Motion seconded by Alderman Stephens and carried. Moved by Alderman Wininger that the Board of Aldermen authorize the issuance of a chauffeur's license to William Carl Burgess. Motion seconded by Alderman Spragins and carried. p - - - - - - - - - - '4 a 2 +, f 4 ORDINANCE NO. 1379 AN ORDINANCE ANNEXING TO AND INCLUDING WITHIN THE CITY LIMITS OF WICHITA FALLS, TEXAS, CERTAIN PROPERTY OWNED BY WICHITA FALLS JUNIOR COLLEGE DISTRICT, AND ADJACENT STREETS AND ALLEYS AND COVERING BLOCKS 38 AND 39, HIGH- LAND LAND AND IRRIGATION CORPANY SUBDIVISION IN WICHITA COUNTY, TEXAS. Moved by Alderman Baber that Ordinance No. 1379 be approved and passed on its first reading. Motion seconded by Alderman Fitzpatrick and carried by the following vote: Yeas: Aldermen Spragins, Fitzpatrick, Wininger, Hyer, Baber and Stephens. Nays: None. Moved by Alderman Wininger that the rules requiring ordinances to be read on three separate days be, and is hereby, suspended, and that Ordinance No. 1379 be approved as read and passed on its second reading. Motion seconded by Alderman Fitzpatrick and carried by the following vote: Yeas: Aldermen Spragins, Fitzpatrick, Wininger, Hyer, Baber and Stephens. Nays: None. Moved by Alderman Spragins that Ordinance No. 1379 be approved as read and passed on its third and final reading. Motion seconded"by Alderman Stephens and carried by the following vote: Yeas: Aldermen Spragins, Fitzpatrick, Wininger, Hyer, Baber and Stephens. Nays: None. City Attorney T. A. Hicks was instructed by the Council to confer with the Manager of the Chamber of Commerce for the purpose of determing whether or not there is any assistance the City can render in presenting briefs relating to Docket No. 505, application of Braniff Airways Inc. before the CAA on March 10, 1944. Moved by Alderman Spragins that the Board of Aldermen authorize the paving of Avenue L from the intersection of Hayes Street to the Sacred Heart Cemetery east entrance gate, upon the following conditions: That the property owners, et al, affected by such paving project shall provide and furnish all necessary materials at their own expense for the paving of said Avenue L, and the City of Wichita Falls shall provide the labor only for such paving project. Motion seconded by Alderman Hyer and carried. ' 3 Moved by Alderman H Ye r that the Acting City Manager be authorized to advertise and receive bids for the proposed construction of the comfort building on Wall Street. Motion seconded by Alderman Spragins and carried. Acting City Manager Garland Franks was instructed by the Council to arrange for a joint meeting with members of the Hospital Board and the City Council for Thursday night. The City Attorney was instructed by the Council to reply to Captain Young's letter pertaining to taxicab fares being charged in the City of Wichita Falls. Moved by Alderman Fitzpatrick that the Acting City Manager notify all taxicab owners in Wichita Falls to appear at the next regular council meeting to be held March 13, 1944, for the purpose of discussing the present taxicab fares. I ' Motion seconded by Alderman Spragins and carried. The Acting City Manager was instructed by the Council to ascertain the prevailing taxicab fares of other cities similar in population of the City of Wichita Falls, as well as the taxicab fares for similar Army camps to that of Sheppard Field.
