February 21, 1944
The Board of Aldermen of the City of Wichita Falls, Texas, met in
regular session at 8:00 o'clock P. M. on the above date in the Council Room
in the Memorial Auditorium Building with the following members present:
W. P. Hood, Mayor

T. A. Hicks, City Attorney
Goo. T. Henderson, City Clerk
Mayor Hood announced a quorum present.
The Minutes of the previous meeting were read and approved as read.
Moved by Alderman Spragins that the Board of Aldermen authorize the
issuance of a domino license to J. W. Logue, dba Logue Domino Parlor at 721
Ohio, subject, however, to compliance with the regular inspections.
Motion seconded by Alderman Hunt and carried.
Moved by Alderman Spragins that the Board of Aldermen approve the
amended plat of Blackman & Williams Second Addition to the City of Wichita
Falls, a copy of which is filed for the records in Minute Book 13, page 1164.

Moved by Alderman Hunt that the board of Aldermen authorize issuance
of domino parlor license to J. L. Brown, dba Brown Domino Parlor at 702A Scott
Street; W. G. Richardson and Be P. Jones, dba Westex Athletic Club at 8081
Scott Street; and dance hall licenses to Wm. Be Van Degrift, dba Van's Pig
Stand at 410 N. Scott Street; Miller Bros. , at 812 Scott Street; and L.M. &
C. S. Crunk, dba the Minute Inn at 903 Brook Street.
Motion seconded by Alderman Hyer and carried.

Moved by Alderman Spragine that the Board of Aldermen authorize the
issuance of a dance hall license to Chas. Spence at 701 Walnut Street, Ydth
specific instructions to the City Clerk to notify the said Chas. Spence in
writing that his dance hall license will be revoked upon the first complaint
by the Police Department of any undue disburbance or misconduct, etc.., and that
a copy of said letter shall be mailed to the Chief of Police.

?loved by Alderman Baber that the Board of Aldermen refuse and deny the
isnance of a chauffeur's license to Wm. R. McGee.
Motion seconded by Alderman Hunt and carried.
The petition of certain residents of the colored section requesting
sanitary sewer extensions from Redwood to Rosewood Streets, was received with
favorable comment; whereupon the Council requested the City Engineer to ascer-
tain if there were additional extensions necessary in this vicinity that could
be constructed at the same time, thereby reducing the cost per foot.

The petition of the Sacred Heart Parish bearing thirteen signatures
requesting the City to pave Avenue L to the Sacred Heart. Cemetery, was read to
the Council; whereupon the Council instructed the City Engineer to prepare and
submit an estimate of the Cost.
The petition requesting the extension of the city limits at the Wichita
Falls Junior College was turned over to the City Attorney f or attention.
Moved by Alderman Hunt that the Board of Aldermen rescind the ction
of the Council of January 31, 1943, wherein the City Clerk was authoriz�to pay
city delinquent taxes on-Lots 8 and 9. Block 177, Original, based upon 1936
valuation amounting to $1051.06 taxes, and to further authorize the City Clerk
to draw a warrant payable to the City Tax Assessor & Collection for delinquent
taxes based upon the valuation of $2,700 only for the above described city owned
property.
Motion seconded by Alderman Spragins and carried.
Moved by Alderman Hunt that the Board of Aldermen authorize budget
transfer in the General Fund of $2,500.00 from Account No. 38A A-3 to 38A Y-1.
Motion seconded by Alderman Hyer and carried.
Moved by Alderman Spragins that the Board of Aldermen approve and
authorize the following wage scale as recommended by the City Engineer appli-
cable to the construction of the proposed addition to the Administration
Building at the Airport:
Carpenter $1.25 per hr.
Electrician 1.50
Plumber 1.50 n n
Brick Layer 1•50
Painter 112 n n
Concrete Finisher 1.25
Plasterers 1.50
Roofers 1.00 n n

mendation of Dr. Goo. W. Cox, State Health Officer, and appoint Dr. David F.
Bradley director of the Wichita Falls-Wichita County Health Unit on a temporary
basis.
