'11;% on the above date in the Council Room in the Memorial Auditorium Building; with the following members present: I P. Hood, 11ayor f C. A. Spragins, Z J. Vr. Fitzpatrick, X Aldermen N. Ralph Hyer, � James A. Giddings, Jr., City 11anager Thelbert IT-?,rtin, Assistant City Attorney Geo. T. Henderson, City Clerk Yayor Hood announced a quormn present. The l+.iinutes of the regular meetin._ held December 13, 1943, were read and approved as read. Moved by Alderman Spragins that the Board of Aldermen approve and ratify the action of the City Clerk in the issuance of an advertising permit to the Texas GuardsMn on December 16, 1943. T%Totion seconded by ;^lderran fryer and carried. T;roved by Alderman Sprapins that the Board of Aldermen authorize the issuance of chauffeur's licenses to Robert A. Yarshall, Fred L. Odom, Edward Oakley and Thelma L. Kline. Notion seconded by Alderman Fitzpatrick and carried..' Moved by ;ilderrmn Hyer that the Board of Aldermen rescind the action of the Council of the previous meeting and thereby authorize and order a temporary tax refund to the Marchman Hotel in the amount of :'686.25 and further order and direct the City Clerk to dra:a. a warrant for the same. h'otior seconded by Alderman Sprgains and carried with the fol- lowing vote Yeas-: Spragins 17yer Fays : Fitzpatrick 1125 i I i i 1126 Proved by Alderman Fitzpatrick that the Board of Aldermen authozi ze and order and order delinquent tax collections , both personal and real, as set forth in the following schedule inclusive of the supplemental schedule, it being distinctly understood that this is an adjustment of delinquent taxes only and in no way to be construed as a standard for tax valuations. Motion seconded by Alderman S pragins and carried. A letter from the City Manager, James A. Giddings, Jr., tendering his resignation, effective January 1, 1944, was read to the Council by Mayor f-Iood. Moved by Alderman Spragins that the resignation of City Manager, James A. riddings , Jr., effective January 1, 1944, be accepted with regret and carry with the acceptance the best wishes of the Council for a huge success in his new position. Motion seconded by Alderman Hyer and carried. r 1129 i loved by Alderm n Fitzpatrick that since Garland Franks has served in the capacity of Assistant City Pdanager, that he, Garland Franks, be appointed Acting City P,anager until such time as the Council may choose a permanent person to fill tl_e position of City Ivanager, and further that he shall draw the regular City Ifanager's salary while serving in such capacity. Yotion seconded by Alderman IIyer and carried. Pvoved by Alderman Spragins that the meeting be adjourned. Vbtion seconded by Alderman Myer and carried. The Board of Aldermen then adjourned.
