The Board of Aldermen of the City of Wichita Falls, Texas, met in
regular session at 8:00 o'clock P. 11. on the above date in the Council Room
in the Memorial Auditorium Building with the following members present:

Mayor Hood announced a quorum present.
The Minutes of the regular meeting held October 11, 1943, were read
and approved as read.
ORDINANCE NO. 1372
AN ORDINANCE LEVYING, ASSESSING AND FIXING THE TAX RATE FOR THE USE
AND SUPPORT OF THE MUNICIPAL GOVERMENT OF THE CITY OF Ij:ICHITA FALLS, TEXAS,
AND PROVIDING FOR THE INTEREST AND SINKING FUND FOR THE FISCAL YEAR 1943-44,
AND APPORTIONING EACH LEVY FOR THE SPECIFIC PURPOSE, AND PROVIDING FOR
COLLECTION OF ALL ANNUAL OCCUPATION TAXES PROVIDED BY STATE LAW.

A CITY PLANNING AND ZONING COMKISSION FOR THE CITY OF WICHITA FALLS, TEXAS,
AND DESCRIBING ITS POZ+'ERS AND DUTIES.

issuance of chauffeur's license to Louis T. Yancey.

ORDINANCE NO. 1375
AN ORDINANCE MAKING IT UNLAWFUL TO CAUSE NOISES DETRIMENTAL TO LIFE
OR HEALTH, AND FURTHER PROHIBITING LOUD AIM DISTURBING NOISES OFFENSIVE TO
PERSONS OF ORDINARY SENSIBILITIES, AND PROHIBITING LOUD AND DISTURBING NOISES,
DECLARING CERTAIN NOISES LOUD AND DISTURBING, PROVIDING FOR A PENALTY, AND
REPEALING CERTAIN ORDINANCES AND DECLARING AN EMERGENCY.
Moved by Alderman Hunt that Ordinance No. 1375 be approved as read
and passed on its first reading.
Motion seconded by Alderman Hyer and carried by the following vote:
Yeas: Aldermen Spragins, Hunt and Hyer.
Nays: None.
The Council instructed the City Manager to proceed with negotiations
for the purchase of two lots. located on Seymour Street for use of the Garbage
Department and report back to the Council.
Moved by Alderman Spragins that the Board of Aldermen authorize and
order the City Clerk to transfer the sum of $5,000 from the Water Fund to the
Water Improvement No. 4 Fund Account.
Motion seconded by Alderman Hunt and carried.
Moved by Aldermen Hunt that the Board of aldermen authorize a monthly
expenditure of $150.00 retroactive as of July 15, 1943, as the City's portion of
the maintenance and support of the Venereal Ward located at the County Farm.
Motion seconded. by alderman Spragins and carried.
Moved by Klderman Hunt that the Board of adermen authorize and order the
City Clerk to draw a warrant, payable to 'Wichita General Hospital, in the amount
of $1,549.72 for charity patients for the month of September, upon like payment
by Wichita County.
Motion seconded by Alderman Hyer and carried.

The Council instructed the City Clerk to notify Ralph Mathis, Attorney
for certain cafe owners, et al, that the proposed ordinance fixing a charge for
inspection fees for cafes, drug stores, and other food establish!-nents, etc.,
which comes up for consideration at the next regular council meeting to be held
Monday night, October 25, 1943.
Moved by Alderman Hunt that the meeting be adjourned.
Notion seconded by Alderman Spragins and carried.
The Board of Aldermen then adjourned.

Mayor Hood announced a quorum present.
The Mayor announced the reading of the Minutes of the previous meeting
would be dispensed with.
Moved by Alderman Hunt that the Board of Aldermen authorize and order
Mayor W. P. Hood to sign the contract submitted this date by Crummer & ComparV
relative to sale of Water Improvement Bonds subject to the revision of the con-
tract to provide for an option on the sale of an additional one million dollars
of Bonds at 2 3/4%.

.RESOLUTION AND ORDER OF THE CITY COUNCIL OF THE CITY OF WICHITA FALLS,
TEXAS, AUTHORIZING AN AMENDED PLAT AND DEDICATION OF RESURVEY OF LOTS A TO F, BOTH
INCLUSIVE, OF BLOCK NO. L OF THE 1,1ARION BARRETTS MODIFICATION OF THE 'VEST PART OF
MARLB0ROUGH ADDITION TO THE CITY OF VVICHITA FALLS, TEXAS, AS ORIGINALLY RECORDED
IN VOL. 3, PAGE 140 OF THE WICHITA COUNTY PLAT RECORDS. `
On this the 26th day of October, A.D. 1943, at a called meeting of the
City Council of the City of ioichita Falls, Texas, a full quorum of said Council
being present and acting, came on to be heard the petition of Sheppard Estates
Development Co., asking for authority to make an amended plat and dedication of
the following described property, to-wit:
Lots A, B, C, D, E, and F of Block No. 1, of Marion Barretts Modification
of the West Part of Marlborough Addition to the City of Wichita Falls, Wichita
County, Texas,ae,cording to the recorded map or plat thereof.
As is more fully shorn by a sketch shooting such amended plat, presented
to the Council for approval and proposed by Sheppard Estates Development Co. to be
filed in the Deed Records of Wichita County, Texas, and dedicated as an amended
plat of a part of said addition to the City of Wichita Falls, Texas, and it appear-
ing that a resurvey on the ground of said lots reveals that the total area included
in the original plat is the same as that in the resurvey made on the ground, yet
there is a slight variance in the dimensions of the individual lots, and
It further appearing that no objection to said petition is presented,
or known, and it further appearing to the Council that said Petitioner is now the
owner and sole owner of the above described property and that said Amended Plat of
the above described lots will not be detrimental to the rights and uses of the
adjacent property owners, nor the public, the Council is of the opinion that said
petition should be granted.
THEREFORE, BE IT RESOLVED AND ORDERED by the City Council of the pity of
Wichita Falls, Texas, that the petition of Sheppard Estates Development Co. for
permission to amend the plat of the above described portion of Block No. 1 of
Marion Barretts Modification of the West Part of Marlborough Addition to the City
of Wichita Falls, Texas, which it proposes to dedicate is hereby granted and
authorized and the said Sheppard Estates Development Co. is hereby authorized to
place upon said property the dedication proposed and to place of record in the
Deed Records of Ifichita County, Texas, the Amended Plat and Dedication of a re-
survey of Lots A to F. both inclusive, of Block No. 1 of Marion Barretts Modifica-
tion of the driest Part of Marlborough Addition to said City.
Moved by Alderman Hunt that the above and foregoing resolution be approved
and adopted as read.

Yeas: Aldermen Hunt, Hyer and Stephens.
