The 3oard of Aldermen of the Uity of "7ichita Falls, Texas, met in
regular session at 8:00 o'clock P. M. on the above date in the Council Room
in the Memorial Auditorium Building with the following members present:

14. Ralph Hyer, Aldermen
0. G. Stephens,
J. A. Giddings, Jr. , City Manager
T. A. Hicks, City Attorney
Geo. T. Henderson, City Clerk
Mayor Hood announced a quorum present.
The Minutes of the regular meeting held September 27, 1943, and the
called meeting of October 1, 1943, were read and approved as read.
1 Moved by Alderman Spragins that the Board of Aldermen approve and

grant permission to hal W. Yeager Equipment Exchange for the removal of certain
pipe lines belonging to the Panhandle Refining Co. and being situated in the
streets and alleys of the City of V�ichita Falls, the location of which is
described in a written request for removal as signed by the said Hal 11. Yeager
Equipment Exchange accompanied by a plat furnished with such letter and filed
in the office of the City Clerk; said request being granted subject to the
supervision and requirements of the City Engineer with respect to street and
alley excavations, etc, also subject to a performance bond acceptable to the
City Engineer and City Attorney, and the further provision of furnishing
property damage and public liability insurance of $10,000 - $20,000 subject to
approval of the `ity Attorney as to form and validity.
Motion seconded by Alde nnan Hyer and carried.
ORDINANCE NO. 1371
AN ORDINANCE MAKING APPROPRIATION FOR SUPPORT OF THE CITY GOVERNMENT
FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1943, AND ENDING SEPTEMBER 30, 1944.
Moved by Alderman Stephens that Ordinance No. 1371 be approved as
read and passed on its third and final reading.
Motion seconded by Alderman Spragins and carried by the following
vote:
Yeas: Aldermen Spragins, Hyer and Stephens.
Nays: None.
Moved by Alderman Hyer that the Board of Aldermen declare all tempo-
rary permits terminatEVnot later than November 1, 1943, affecting temporary
permits previously issued for the installation of air conditioning units
installed on awnings, and that the City Manager be instructed to so notify the
holders of said temporary permits.
Motion seconded by Alderman Stephens and carried.

Moved by Alderman Stephens that the Board of Aldermen authorize the
issuance of chauffeur's licenses to Cozell N. Musler and Otis E. Smith, but
reject and deny the issuance of chauffeur's license to John L. Williams.
Motion seconded by Alderman Hyer and carried.
The Council acknowledged receipt of a written request from the 11KT
Railway Company for reduction in their water rate. This request was referred to
the City Manager to answer.
The Council requested the City Attorney to prepare and submit for their
approval an ordinance requiring a charge and collection of certain fees from all
retail and wholesale food dispensers and establishments in the city limits.
The City Attorney also was requested to prepare and submit an ordi-
nance affecting the sanitation of milk products used in ice cream and other
frozen foods.
Objections against the use of a telephone booth between Tenth and
Eleventh Streets by the Safeway Taxicab was referred to the City Attorney.
The City Attorney was further requested to collaborate with the City
Manager and City Clerk in determining an equitable fee to be charged for
chauffeur's license and dance hall license, and prepare and submit an amendment
to the chauffeur and dance hall ordinances for approval of the Council.
A request of the .Wichita Falls Independent School District to the City
to join them in the proposed sale of Lot 10, Block H. Granger & Ballew Addition,
for the purpose of applying proceeds against taxes was referred to the City
Attorney.

the City Clerk to retire the judgment of Casper Geyer vs City of +yichita Falls
in the amount of $7,500.00 plus interest.
