Min 09/20/1943 I i 1076 y 1 ♦ d Wichita Falls, Texas Memorial Auditorium September 20, 1943 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session at 8:00 o'clock P.M. on the above date in the Council Room in the Memorial Auditorium Building with the following members present: W. P. Hood, Mayor C. A. Spragins, J. W. Hunt, W. Ralph Hyer, Aldermen 0. G. Stephens, X J. A. Giddings, Jr., City Manager T. A. Hicks, City Attorney Geo. T. Henderson, City Clerk Mayor Hood announced a quorum present. The Minutes of the regular meeting held September 13th and the called session of September 17th, were read and approved as read. The City Manager reported the City was unable to procure the necessary material to lay certain water mains in the John Hirschi Subdivision due to WPB restrictions and that it would be necessary for the residents of that section to obtain their own material and lay their own water lines before the City could connect. Likewise the same condition applied to the 100 block on Lincoln Street except, however, the City would be permitted to lay .300 ft. of the proposed water line. Moved by Alderman Hunt that chauffeur's licenses be granted to J. D. Reece, Claud C. McGregor and John L. Street. Motion seconded by Alderman Spragins and carried. RESOLUTION LUTION THAT, `7IZREAS, Mattie Brown Walker Blackman has presented to the Board of Aldermen a plat covering 24.38 acres of land out of blocks Nos. 3 and 7 of the irrigated subdivision of John A. Scott Survey 12, Abstract 296, located in Wichita County, Texas, and described to said plat. AND, WHEREAS, said Mattie Brown Walker Blackman has prepared a map and attached the same to said application for dedication of said tract of land to be known as Blackman & Williams Second Addition to the City of Wichita Falls, Texas, and in said plat dedicated the streets and alleys in said addition to the use and benefit of the public, as shown on said plat, to which said dedication is attached. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WIC HITA FALLS, TEXAS: I. That said application for dedication together with the plat attached thereto be and the same is hereby accepted and approved as Blackman & Williams Second Addition to the City of Wichita Falls, Texas, subject to provisions of said map and dedication. 1077 ♦ a 1 , i Moved by Alderman Hyer that the above and foregoing resolution be adopted and passed as read.. The Council officially received and accepted theAwater supply report compiled by the city engineers with instructions to the City Manager and City Engineers to immediately proceed with obtaining verification of the same from the State Board of eater Engineers for said water project. ORDINANCE NO. 1370 ORDINANCE AMENDING SECTION 13-1037 OF THE CODIFICATION OF-ORDINANCES OF THE CITY OF WICHITA FALLS, TEXAS, 1941s ADOPTED BY ORDINANCE NO. 1315 PASSED AND APPROVED ON JANUARY 6, 1941, BY ADDING THERETO CERTAIN PROVISIONS AND REQUIREMENTS WITH REFERENCE TO AIR CONDITIONING APPARATUS AND OTHER APPLIANCES AND FIXTURES, AND DECLARING AN EMERGENCY. Moved by Alderman Hyer that Ordinance No. 1370 be approved and passed as read on its second reading. Motion seconded by Alderman Stephens and carried by the following vote Yeas: Aldermen Spragins, Hunt, Hyer and Stephens. Nays:, None. Moved by Alderman Hunt that the Board of Aldermen grant the issuance of dance hall license to Chas. Spence at 701 Walnut Street, subject to the usual 6 sanitary and electrical, etc, requirements. 6 Motion seconded by Alderman Hyer and carried. By unanimous consent the Council agreed to permit C. J. Owens, taxicab operator, to cut the curb at the location adjacent to the State Theater, subject, however, to any fee the Council should, in the future, like to charge for loss of parking meter revenue in that space at such location, if and when such an ordinance affecting parking reservations should be passed. The Council instructed the City Manager to collaborate with the City Attorney for the purpose of drafting an ordinance for submission to the Council whereby the City would charge all places of business in the business section a fee where parking meters are removed for the purpose of allowing special parking reservations. - - - - - - - - - - Mayor Hood appointed Aldermen Hyer and Baber as a committee to appraise and establish a sale value on a certain tract of land near the dump ground which Frank Jones, colored, proposes to purchase from the City. { 1078 The Council also reauested Alderman Baber to appraise for taxation purposes the property owned by J. 0. A. Giddings, Jr., gave an interesting detailed report of the City Managers' Conference he recently attended in Chicago. Moved by Alderman Hyer that the Board of Aldermen instruct and order the City Clerk to draw a warrant to Wichita General Hospital in the amount of $1,657.50 in payment of hospitalized charity patients for the month of August, upon payment of like sum by Wichita County. Motion seconded by Alderman Stephens and carried. ORDINANCE NO. 1371 AN ORDINANCE MAKING APPROPRIATION FOR SUPPORT OF THE CITY GOVERNMENT FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 19432 AND ENDING SEPTEMBER 30, 1944. Moved by Alderman Hunt that Ordinance No. 1371 be approved and passed as read on its first reading. Motion seconded by Alderman Spragins and carried by the following vote: Yeas: Aldermen Spragins, Hunt, Hyer and Stephens. Nays: None. Moved by Alderman Spragins that the Board of Aldermen designate Sept. 27, 1943, for a public hearing on Ordinance No. 1371, same being the proposed 1943-44 budget appropriations. Motion seconded by Alderman Hunt and carried. Moved by Alderman Hunt that the Board of Aldermen authorize and grant free use of the Auditorium and furnish the loud speaking system October 8, '1943, 8:00 P.M. for the showing of a movie film entitled "Alaska Show,t1 same being sponsored by the Gulf Oil Corporation. ;lotion seconded by Alderman Spragins and carried.
