The Board of Aldermen of the City of Wichita Falls, Texas, met in
called session on the above date at 8:00 P. AR. in the Council Room in the
Memorial Auditorium, with the following members present:

Mayor W. P. Hood announced the reading of the Minutes of the two
previous meetings would be dispensed with until the next regular meeting.

p AN ORDINANCE AMENDING SECTION 12-1,03.3 OF CODIFICATION OF ORDINANCES
II OF THE CITY OF WICHITA FALLS, TEXAS, 1941, ADOPTED BY ORDINANCE 1315 PASSED AND
APPROVED ON JANUARY 6, 1941, SO AS TO PROVIDE FOR THE PAYMENT OF FEES FOR THE
INSPECTION OF AYDAALS DURING THE PROCESS OF SLAUGHTERING AND DECLARING AN
EMERGENCY.

Moved by Alderman Hunt that the Board of Aldermen accept gratuity of
J. J. Perkins for the oil and gas to be produced from a certain oil and gas
lease in Gregg County, Texas, in the amount of $60,000.00; said donation being
for the purpose of constructing an Isolation -ard at the tichita General
Hospital; further that the Board of aldermen appoint Ray C. Arnhold, Architect
on the said project with instruction to proceed immediately with the plans and
specifications for said Isolation Ward.

RESOLUTION_ 1
That, whereas, on August 25, A.D. 1943, =�,Tr. J. J. Perkins and wife,
Mrs. Lois Perkins , residents of the City of Wichita Falls, transmitted to the
Mayor and Board of Aldermen of the City of Yvichita Falls, an assignment as a
gift, covering thirty per cent (30%0 of three-fourths (3/4) of seven eighths
(7/8) of all the oil and gas which maybe produced from two tracts of land
described in said assignment ihich is recorded in V,,)J me 176 at nafe �)f
"le Deed Records of Gregg Court-, Texas, to become effective from and after
seven o'clock A.',% . on September 1, 1943, and to remain in effect until the
oil and gas so produced aggregated in market value when produced the sum of
$60,000.00; after which the City of v7ichita Falls shall have no further right,
title, or interest in said properties and the same shall revert to and rein-
vest in the Grantors of said properties, and

1n.'hereas, in the letter of transmittal the Donors suggested that as
and when the proceeds are .received under the assignment of said oil and gas
lease, that the salve be deposited in a special account for the purpose of
building_ and furnishing an Isolation 'rdard or Building as an ad(fdtion to
;ii chita General. Hospital of s ichita Falls, Texas. Said addition to be owned joi
.jointly by the City of Wichita Falls and Wichita County, Texas. And that such
funds should be used for the sole and only purpose of building and furnishing
an Isolation Ward Building. And, that such building should not be erected
until such time as building costs are near normal to insure that a reasonable
value may be secured by the expenditure of the money so received, and,
11�;hereas, the said Donors have discussed with Ray C. Arnhold, a local
architect, the construction of said Isolation Ward and have recommended that
he be employed by the City and County when said building is constructed.
NOW, THEREFORE, BE ?T R S OLVED BY THE, BOARD OF ALDEF'&N OF THE CITY
OF ""TCHITA FALLS:
SE"TT07 I. That said assignment be and the same is hereby accepted
as a gift from the Donors subject to all the terms and provisions contained in
a letter dated August 25, 1943, addressed to the Mayor and City Council of the
City of Wichita Falls and signed by Lois & J. J. Perkins, and a letter dated
August 26, 1943, addressed to Mr. J. A. Giddings, Business Manager of the City
of V+ichita Falls, Texas, and signed by J. J. Perkins, and all the terms and
provisions of the assignment of said oil and gas lease executed by J. J. Perkins
on August 26, A.D. 1943, and recorded in Volume 276, at page 408 of the Deed
Records of Gregg County, Texas, and being a conveyance for the s wn of t60.000.00
to be received from the sale of oil and gas porduced from said lease if, as, and
when, produced and not otherwise.
SECTION II. That the said Ray C. Arnhold of Wichita Falls, Texas, be
and he is hereby designated and appointed as the architect to prepare the plans
and specifications and supervise construction of said Isolation Ward if and `
when the same is constructed from the funds received from Mr. J. J. Perkins and
wife, Lois Perkins.

RESOLUTION
That, whereas, J. J. Perkins and wife, Lois Perkins, two of the most
beloved and respected citizens of the City of 4ichita Falls, Texas, have made
many substantial and useful gifts t o t he City of l`ich to Falls, and various
other cities in the State of Texas, and
i erhereas, the said J. J. Perkins and wife, Lois Perkins, have at all
times manifested a great interest in the welfare of the citizenship of Wichita
Falls , Texas, and have always been ready, willing, and anxious to contribute to
every worthwhile cause in Wichita Falls, and
Vihereas, on August 26, A.D. 1943, the said J. J. Perkins and wife,
Lois Perkins, made to the City of 1-ichita Falls and Wichita County, Texas, a
substantial contribution for the purpose of erecting and furnishing an Isolation
Ward to the Wichita General Hospital, which has long been needed; said contribu—
tion being an assignment of an interest in an oil and gas lease located in Gregg
i$ County, Texas, and being valued at the sum of $60,000.00, and

4hereas, said gift will enable the City of Wichita Falls and Wichita
County, Texas, to erect and furnish an addition to the E'r'ichita General Hospital
to be used as an Isolation Ward.
NOWT, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERUENT OF THE CITY
OF WICHITA FALLS, TEXAS, AS FOLLOWS:
SECTTON I. That the Mayor, Board of Aldermen, and the City Manager,
of the City of Wichita Falls , Texas, do hereby for tehmselves and for and on
behalf of the entire citizenship of Wichita Falls, extend their ,most grateful
thanks to J. J. Perkins and wife, Mrs. Lois Perkins, for their magnificent and
useful gift with which the City is to build and equip an addition to the Wichita
General Hospital to be used as an Isolation 'Lard.
SECTION II. That a cony of this resolution, together with a copy of
t he resolution passed by the Board of Aldermen on this date accepting said gift,
be delivered to Mr. J. J. Perkins, and wife, Lois Perkins, Donors.
Proved by Alderman Hunt that the above and foregoing resolution be
approved and passed as read.

HICKS, TO FILE SAID PETITION FOR LAVE TO INTERVENE, THEREIN.
BE IT RESOLVED BY THE BOARD OF ALDEREN OF THE CITY -OF u1ICHITA FALLS,
TEXAS:
That W. P. Hood, :Mayor of the City of Wichita Falls, Texas, be and
he is hereby authorized to sign the petition of the City of Wichita Falls for `
leave to intervene in Docket #505 in the matter of Application of Braniff I
Airways, Inc., for a permanent amendent of its certificate of public convenience
and necessity for Route No. 15, so as to authorize air transportation of persons,
property and mail to and fran Lubbock as an intermediate point thereon, now
pending before the Civil Aeronautics Board, 7.ashington, D.C. ; and that T. A.
Hicks, City Attorney be and he is hereby authorized to file said petition with
said Civil Aeronautics Board of Washington, D. C.

Mayor v . P. Hood presented the Board of Aldermen with an application
of the bone Star Gas Co. prepared in the form of an ordinance requesting a
franchise to do business in the City of Vuichita Falls, Texas. The application
was ordered filed in the office of the City Clerk.
Moved by Alderman Stenhens that the meeting be adjourned.
Motion seconded by Alderman Baber and carried.
The Board of Aldermen then adjourned.
