Min 08/16/1943 i 1050 I Wichita Falls, Texas Memorial Auditorium August 16, 1943 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session at 8:00 o'clock P. m. on the above date in the Council Room in the Memorial Auditorium Building with the following members present: . P. Hood, Mayor C. A. Spragins, X J. W. Hunt, W. Ralph Hyer, � Aldermen J. M. Baber, 0. G. Stephens, J. A. Giddings, Jr., City Manager T. A. Hicks, City Attorney Geo. T. Henderson, City Clerk Mayor W. P. Hood announced a quorum present: The Minutes of the regular meeting held August 2, 1943, were read and approved as read. Mayor W. P. Hood announced the first item in the order of business would be the public hearing on the applications of C. J. Owens and Wilson Gray, respectively, for a Certificate of Public Convenience and Necessity for the operation of a certain number of taxicabs, as set forth in their respective petitions, on the streets of the City of Wichita Falls, Texas. Attorneys and witnesses for both the above petitioners and various taxicab companies and other transportation companies were heard. Mayor W. P. Hood announced the Council would go into a short recess from the public hearing to attend to another matter. Moved by Alderman Baber that the application of the DAV's for the showing of a carnival in 'Wichita Falls for one week beginning August 23rd be refused and denied. Motion seconded by Aldeman Stephens and carried. The Council resumed its hearing on the applications of C. J. Owens and Wilson Gray, which continued to a late hour. During the process of the hearing Mayor W. P. Hood ruleithat general I order ODT 20A is acceptable in evidence and will be given due consideration by the Council in deciding upon these applications, but that further questions as to the ruling of the ODT, the War Ration Board or any other Federal agency are inadmissible as having no bearing upon the determination of public convenience and necessity, which is the purpose of this public hearing. Attorney Otis Nelson presented applications from the following taxicab companies requesting the issuance of Certificates of Public Convenience and Necessity for the operation of additional taxicabs upon the streets of the City of Wichita Falls, as follows: I 1051 a l I Four Threes Taxicab Co. - 2 additional taxicabs Yellow Cab & Baggage Co. - 3 additional taxicabs Safeway Taxicab Co. - 3 additional taxicabs A & A Taxi Co. - 3 additional taxicabs Hamp's Taxicab Co. - 3 additional taxicabs - - - - - - - - - - I Attorney for C. J. Owens filed with the City Clerk a financial state- ment of the said C. J. Owens, also various recommendations attesting to the I moral character, etc., of Mr. Owens. - - - - - - - - - Attorney Otis Nelson also filed with the City Clerk during the hearing (Form No. 6800) General Order No. ODT 20A pertaining to taxicabs and taxicab service. Moved by Alderman Stephens that the meeting be adjourned. Motion seconded by Alderman Hunt and carried. The Board of Aldermen then adjourned.
