Min 08/02/1943 1044 it Wichita Falls, Texas August 2, 1943, memorial Auditorium The Board of Aldermen of the City of vaichita Falls, Texas, met in regular session at 8:00 o'clock P.M. on the above date in the Council Room in the Memorial Auditorium Building with the following members present: W. P. Hood, Mayor C. A. Spragins, J. W. Hunt, X V'41. Ralph Byer, Aldermen 0. G. Stephens, J. A. Giddings, Jr., City Manager T. A. Hicks, City Attorney Geo. T. Henderson, City Clerk Mayor W. P. Hood announced a quorum weds present. The Minutes of the regular meeting held July 26th and the called meet— ing held July 28, 1943, were read and approved as read. Moved by Alderman Hunt that the Board of Aldermen waive that portion of Ordinance No. 1080 prohibiting peddling in the fire limits in the case of Eli Goodggan, colored, and that the said Eli Goodman not be further molested in the peddling of peanuts. Motion seconded by Alderman Stephens and carried. The application of Wilson Gray requesting a permit or franchise to operate a taxi line from south Sixth and Scott Streets to Kell Field Airport was read and ordered filed in the office of the City Clerk.. Moved by Alderman Spragins that the application of Wilson Gray be set for public hearing in the Council Room in the Memorial Auditorium at the next regular meeting on August 16, 1943. Motion seconded by Alderman Hunt and carried. The application of C. J. Owens for a Certificate of Public Convenience and Necessity for the operation of three taxicabs on the streets of the City of Wichita Falls was read and ordered filed in the office of the City Clerk. Moved by Alderman Hunt that the application of C. J. Owens be set for public hearing at the next regular meeting of the Council to be held in the Council Room in the Memorial Auditorium August 16, 1943• Motion seconded by Alderman Stephens and carried. Moved by Alderman Hunt that chauffeur's license be granted to Hayden L. Sanders. The ap ation of the D.A.V. to change the date of the carnival permit granted them fo;U 12th-17th, inclusive, to August 23rd-28th, inclusive, was read and filed. Moved by Alderman Stephens that the application of the D.A.V. for a carnival permit for August 23rd-28th be tabled due to the present polio epidemic. i Motion seconded by Alderman Spragins and carried. PROCLAMATION E WHEREAS the dread disease poliomyelitis has reach epidemic proportions in the State of Texas and is rapidly threatening to advance into that stage in the City of Wichita Falls, with additional cases being reported in this area almost daily; and likewise the disease typhoid fever has recently appeared in our midst with sudden devastating effect, It becomes immediately apparent that recent appeals for cooperation from certain members of the public have met with on ly my partial success, and more R drastic measures have thus become imperative; Therefore, acting upon the authority vested in me as Mayor of the City of Wichita Falls and upon the authority voted by the Board of Aldermen at the re- gular meeting on August 2, 1943, I now declare a State of Emergency to exist in { Wichita Falls with reference to the threat of poliomyelitis, together with the i recent outbreak of typhoid fever in one section of our city. s I direct that every resident immediately take every possible step to maintain proper sanitation about the home and the premises owned or occupied by that resident. It shall be required from this date forward that each resident provide some suitable type of garbage container, with proper cover, which shall be fly-tight. I direct that every outdoor privy or septic tank shall be immedi- ately placed in sanitary condition, and that necessary measures be taken at once to prevent flies or other insects or pests from having access to human waste or sewage. Owners of stock, chickens, horses, rabbits or other animals shall imme- diately take steps to clean, and keep clean, the yards or pens in which such animals are kept, and to use suitable means to prevent the breeding of flies, mosquitoes or other insects in such yards or pens. y z , i r a i t i 1046 I direct that, beginning immediately, and for the duration of the current epidemic of these diseases, all operators of carnivals, amusement parks, motion picture theaters, swimming pools, minature golf courses, or any other type of pubic gathering place where groups of people congregate, shall refuse admission to any person under the age of 18 years. This shall apply to any and all performances or gatherings, and to all hours of the day or night. I direct that a common-sense interpretation of this order be made, and stress that no necessary or essential functions of daily life are intended to be altered by these directions. It shall be the duty of those public officials charged with the enforcement of such regulations to take whatever steps are necessary to prevent violations of the foregoing, and to enforce with utmost vigor all ordinances and regulations already in effect pertaining to the present health situation in Wichita Falls. It is hoped that our citizens will enter into the spirit of these emergency requirements on a voluntary basis, far the welfare of all. But it is imperative that these directions be followed, and failure on the part of any individual or establishment to meet these requirements will result in drastic measures to enforce compliance, to the fullest extent of the law and my authority as Mayor in such emergencies. The relaxing of the foregoing regulations will be publicly announced at such time as our medical authorities, in cooperation with the representatives of the Wichita County Medical Society, inform us that the crisis has passed and there is no longer danger of further spread of poliomyelitis or typhoid fever. ORDINANCE NO.1366 AN ORDINANCE AMENDING SECTION 6-1514 OF THE CODIFICATION OF ORDINANCES OF THE CITY OF WICHITA FALLS, TEXAS, 1941, ADOPTED BY ORDINANCE NO. 1315, PASSED AND APPROVED ON THE 6TH DAY OF JANUARY, 1941, AND PROVIDING FOR THE REVOCATION OF LICENSES ISSUED BY W SAID CITY TO OPERATE AUTaIOBILES FOR HIRE THEREIN SO AS TO MORE FULLY PROVIDE FOR REVOCATION OF SUCH LICENSES AND ALSO TO PROVIDE FCR THE REVOCATION OF CHAUFFEURS LICENSES WHICH ARE AUTHORIZED TO BE ISSUED UNDER SECTION 6-1509 TO 6-1509.2 OF SAID CODIFICATION OF ORDINANCES, AND DECLARING AN EMERGENCY.
