The Board of Aldermen of the City of Wichita Falls , Texas, met in
regular session at 8:00 o'clock P.M. on the above date in the Council Room in
the Memorial Auditorium Building with the following members present:

Mayor W. P. Hood announced a quorium was present:

The Minutes of the regular meeting of July 19< 1943, were read and
approved as read.

Moved by Alderman Hunt that Jack C. Watson's chauffeur's license be
revoked.
Motion seconded by Alderman Stephens and carried.
Mrs. Lawrence Craig and Mrs. Thelma Williams, who reside in the 1500
block on Monroe, informed the Council that a Mr. Melat, who resides at the rear
of 1511 Monroe, was growing chickens on a commercial scale at this address and
that his chickens were dying at a rapid rate and being thrown in tre alley and,
in some instances, picked up and burned; that, together with the odor from,the
chicken pens, creates an unbearable nuisance.
Moved by Alderman Hunt that the Board of Aldermen authorize and in-
struct the City Attorney to institute suit immediately in the District Court
against Mr. Melat to abate the nuisance.

issuance of a permit to the VVichita Falls Amusement Company for an amusement
concession park for the conducting of amusement rides and other non-gambling
j concessions; said amusement park to be located on the east side of Scott Street
between Vd ichit a Street and the Wichita River; said pe rmit to run for a period of
one year upon payment of the regular annual license fee of $50.00; subject, how-
ever, to the regular sanitation requirements and electrical inspections, etc.

Responsive to previous request by the Council for a comprehensive report I
on the proposed annexation of Westover Hills Addition to the City of Wichita
Falls, City Manager J. A. Giddings, Jr., read a detailed report prepared bt* City f
Engineer F. M. Pugeley and A. J. Gat0s wherein it was pointed out that the annex-
ation of said addition would entail large expenditures from a maintenance stand-
point. After some discussion by the Council , it was unanimously agreed to table
the proposition.

RESOLUTION
THAT TF!EREAS, the- City of e•i.chita Falls is repairing and rebuilding a
sewer line on the East side of the City of uuichita Falls and has found it to be
necessary that it secure a pipe line license and/or right of way easement from
the Missouri-Kansas-Texas Railway Company for the purpose of laying a 39 inch
sewer line under said railroad company's track, corssing of said track to be
2,069 feet Vilest of Milepost 789, near Vtiichita Falls, Texas, and located as shown
by map attached to said proposed pipe line license and/or right of way and
marked "Exhibit All. and
WHEREAS the Missouri-Kansas-Texas Railway Company ny has submitted
s matted a pipe
line license in triplicate granting to the City of Yyichita Falls the right to lay
across and under its said tracks at or near the above designated crossing, with
the request that the same be signed in triplicate by the proper officer of the
City of Wichita Falls, Texas.

Frank B. Davis, Geo. W. Bush, Carl H. f alsh and Hayden Sanders for chauffeur's
licenses be refused and denied.

Moved by Alderman Hunt that City Clerk Geo. T. Henderson be granted
one week leave of absence in the near future and that E. IN. Irvine be appointed
Acting City Clerk during the absence of the City Clerk with authority to sign
checks and other things necessary.
Motion seconded by Alderman Hyer and carried.
City Manager J. A. Giddings, Jr. read a letter of proposed sanitary
requirements necessary to put in effect to erect signs on the highway showing
approval of Lake . ichita water supply, and suggested that the Council pass an
ordinance governing same which would comply with state requirements in order
to have an approved water supply.
Moved by Alderman Spragins that the Board of Aldermen authorize and
instruct the City Attorney to prepare an ordinance in conformity to the above and
submit same to the Council for their consideration.
