Min 07/19/1943 1032 i I Wichita Falls , Texas i Memorial Auditorium July 19, 1943 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session at 8:00 o'clock P.M. on the above date in the Council Room in the Memorial Auditorium Building with the following members Present: i s ti . P. Hood, Mayor C. A. Spragins, J. W. Hunt, Aldermen 0. G. Stephens, i J. A. Giddings, Jr. , Cityraanager I T. A. Hicks, City Attorney Geo. T. Henderson, City Clerk Mayor IN. P. Hood announced a quorum was present. The Minutes of both the regular meeting held July 12, 1943, and the reconvened session on the same date were read and approved as read. Various taxicab drivers whose chauffeur's licenses had been taken up by the Police Department for traffic rules violations were given an opportunity by the Council to present their side of the case. Moved by Alderman Stephens that Louis T. Yancey be permitted to retain his chauffeur's license until the expiration date of same. Motion seconded by Alderman Spragins and carried. Moved by Alderman Spragins that Jesse Brakebill and Louis Webb be per- mitted to retain their chauffeur's licenses until expiration date. Motion seconded by Alderman Hunt and carried. 6 ORDINANCE NO. 1�65 ! AN ORDINANCE BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, RATIFYING AND APPROVING THE TRUST INDENTURE DATED AS OF THE FIFTEENTH DAY OF JULY, A.D. 1943, EXECUTED BY THE MAYOR AND ATTESTED BY THE CITY CLERK OF SAID CITY, TO SECURE THE PAYMENT OF SIXTY ONE THOUSAND ($61,000) DOLLARS CITY OF WICHITAFALLS, TEXAS, COUNTRY CLUB ESTATES WATER SYSTEM DIPROVEMENT REVENUE WAR- RANTS, DATED JULY 15, 1943, AUTHORIZED BY ORDINANCE NO. 1364, PASSED AND APPROVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, ON JULY 12, 1943, FOR THE PURPOSE OF PAYING A PART OF THE PURCHASE PRICE AND AS EVIDENCE OF A PART OF A PURCHASE PRICE OF THE WATERWORKS SYSTEM, SANITARY SEWER SYSTEM AND STORM SEXIER SYSTEM AND ALL EASEMENTS IN WHAT IS KNOWN AS THE COUNTRY CLUB ESTATES ADDITIONS IN THE CITY OF WICHITA FALLS, TEXAS, FOR THE PURPOSE OF IMPROVING, ENLARGING,, EXTENDING, AND REPAIRING THE WATERWORKS SYSTEM OF SAID CITY AND WHICH SAID TRUST INDENTURE WAS EXECUTED BY THE MAYOR AND THE CITY CLERK IN ACCORDANCE WITH ORDINANCE NO. 1364, PASSED AND ADOPTED BY THE BOARD OF ALDERMEN ON THE 12TH DAY OF JULY, A.D. 1943, AND RECORDED IN BOOK NO. 8 OF THE ORDINANCE RECORDS OF SAID CITY; APPROVING AND CONFIRMING THE EXECUTION OF SUCH TRUST INDENTURE BY THE MAYOR AND CITY CLERK, RESPECTIVELY, OF THE CITY OF WICHITA FALLS, TEXAS; ENACT- ING PROVISIONS INCIDENT AND RELATING TO THE SUBJECT AND PURPOSE OF THIS ORDINANCE; AND DECLARING AN EMERGENCY. 1033 Moved by Alderman Stephens that Ordinance No. 1365 be spproved and passed as read on its first reading and declaring an emergency. Motion seconded by Alderman Hunt and carried by the following vote: Yeas Aldermen Spragins, Hunt and Stephens. Nays: None. The proposed salary wage scale increase came up for consideration, whereupon the City Manager suggested that the Council get together at some desig- nated place one evening this week for informal discussion of the same. The City Manager gave a verbal report of his conference with the County Judge and County Commissioners with reference to devising ways and means for pro- viding living quarters for student nurses, whereupon the Council authorized the City Manager to ascertain the cost of necessary improvements on the present site of the jointly owned hospital, and further to file an application with the V;PB for priority rights for procurement of necessary materials for construction of the proposed nurses home. Moved by Alderman Stephens that chauffeur's licenses be granted to M.T. Patterson, J. H. Sullivan and Roy E. Bodle. Motion seconded by Alderman Spragins and carried. Moved by Alderman Stephens that the application of* Jake B. Pruitt for chauffeur's license be refused and denied. Motion seconded by Alderman Spragins and carried. Moved by Alderman Stephens that the application of John L. Williams for chauffeur's license be refused and denied. Motion seconded by Alderman Hunt and carried. Moved by Alderman Hunt that the Board of Aldermen authorize Mayor V .P. Hood to execute an amended lease to the United States of America, same being supplemental agreement No. 4, Lease No. W 255 eng-272, and that a copy of said supplemental agreement be filed in the office of the City Clerk for record. Motion seconded by Alderman Spragins and carried. Moved by Alderman Hunt that the Board of Aldermen authorize and order the City Clerk to refund the sum of $15.00 to A. W. Herring for homestead exemption on Lot 123, Block 1, Austin Addition, for the year 1942, subject, however, to pay- ment of personal taxes.
