The Board of Aldermen of the City of Wichita Falls, Texas, met in
regular c session at 8:00o'clock P.M. on the above date in the Council
Room in the Memorial Auditorium Building with the following memberspresent:

Ifayor W. P. Hood declared a quorum was present.
The Minutes of the regular called meeting held July 6, 1943, were read
and approved as read.
Attorney John Davenport appeared before the Council in behalf of Louis
T. Yancey whose chauffeur's license had been taken up by the Police Department
for traffic rules violations.
Moved by Alderman Spragins that the Board of Aldermen authorize a
temporary return of Louis T. Yancey's chauffeur's license until such time as a
hearing has been given Mr. Yancey and all the pertinent facts pertaining to both
sides have been heard and considered by the Council.
Motion seconded by Alderman Hunt and carried.
ORDINANCE NO. 1364
AN ORDINANCE BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS,
TEXAS, AUTHORIZING THE ISSUANCE OF TIME WARRANTS IN THE PRINCIPAL SUM OF
$661,000.00 DESIGNATED AS "CITY OF WICHITA FALLS, TEXAS, COUNTRY CLUB ESTATES
WATER SYSTEM WARRANTS" FOR THE PURPOSE OF PAYING A PART OF THE PURCHASE PRICE
AND AS EVIDENCE OF A PART OF A PURCHASE PRICE OF THE WATERWORKS SYSTEM, SANITARY
SBWER SYSTEM AND STORM SEVv`ER SYSTEM AND ALL EASEMENTS IN WHAT IS KNCWN AS THE
COUNTRY CLUB ESTATES ADDITION IN THE CITY OF WICHITA FALLS, TEXAS, WHICH HAVE
BEEN PURCHASED BY THE CITY OF WICHITA FALLS, TE)(AS, PRESCRIBING THE FORM OF
WARRANTS AND INTEREST COUPONS; PLEDGING A PART OF THE REVENUE OF THE CITY WATER-

City Manager J. A. Giddin'-s, Jr. advised postponement of the signing
of a contract for relining certain water mains.
Moved by Alderman Spragins that the Council postpone the execution of
a contract with the Tate Pipe Lining, Inc. for at least six months or until a
more suitable time.
Motion seconded by Alderman Hunt and carried.
Moved by Alderman Spragins that the Board of Aldermen.authorize and
instruct City Manager J. A. Giddings, Jr. to attend the International City
Managers' Association conference to be held at the Edgewater Beach Hotel, Chicago,
September loth to 14th, inclusive, with expenses paid.
Motion seconded by Alderman Fitzpatrick and carried.
Moved by Alderman Fitzpatric k that the Board of Aldermen authorize
Mayor W. P. Hood to sign a Quit Claim Deed to M. M. Walker, independent executor
of the last will of Mary E. Walker, his heirs and successors covering the north
1/3 of Lots 1, 2 and 3, Block 13 of the I. Jaloni.c Addition to the City of
Wichita Falls, Texas, and being a part of the property described in a certain
tax deed dated April 18, 1892, made by C. M. Bryan, Tax Collector of the City of
-hichit a Falls, Texas, as shown by Volume C on pages 451-463, inclusive, to which
records is here made for a1,1 purposes. The exeuction of said above Deed by
Mayor V1. P, Hoed. Subiect, however, to the exhibiting of certificate showing that
the city taxes have been paid for the years 1891 and 1895.

Moved by Aldermn Stephens that the Board of Aldermen authorize and
order the City Clerk to draw a warrant to the Wichita General Hospital in the
amount of $1,058.97 for the month of June, upon like payment by Wichita County.

City Manager J. A. Giddings, Jr. to execute a contract with the National Housing
Agency for the collection of garbage at the regular city rate for dwellings.

the amended plat of Lots 5, 62 71 81 9 and 10, Speedbrook Place, J. 0. Polhemus
Subdivision, and file same of record in the office of the City Clerk.

The City Manager recommended that action of the Council on the proposed
wage scale increase be postponed for further study by the Council.
Moved by Alderman Hyer that the Council table the proposed wage scale
increase.
Motion seconded by Alderman Baber and carried.
Moved by Alderman Hunt that the Board of Aldermen rescind the action
of the Council in passing Ordinance No. 1364 since all members of the Council
were not present for the first reading of said ordinance.

RESOLUT ION
INI-r",REAS, the City of Wichita Falls and the Federal 0`#'orks Agency have
entered into an agreement for serer improvement project in the City of Wichita
Falls under Texas Docket No. 41-167, to which each contracting party has agreed
to contribute certain sums of money, and
WHEREAS, it'was contemplated that the portion of the cash to be con-
tributed by the City of Wichita Falls to said project would be approvimately
$40,000.00, which the City desires to make available for use of said project,
and
VHEREAS, the Federal works agency advised the actual amount of the
City of itichita Falls contribution is $40,890.00, and
WHEREAS, the City of Wichita Falls has already made available the sum
of $40,000.00 for use of said funds to said project, and
;WHEREAS, an additional sum of $890.00 is required to be made available
for use of said project,
NOW, THEREFORE, BE I1 RESOLVED AS FOLLOWS:
THAT, Geo. T. Henderson, City Clerk, be and is hereby authorized to
transfer the sum of $890.00 from the City Water Department cash account to the
Sanitary Sewer No. 2, under Texas Docint No. 41-167, said transfer being necessary
to pay the balance of the portion of the cost which is to be paid by the City of
Wichita Falls.
Moved by Alderman Hunt that the above and foregoing resolution be
adopted and passed as read.

Texas, being the owners of the West thirty five (35) feet of Lot

Ten (10) of Speedbrook Place, an addition to the City of Wichita
Falls, Texas, do hereby adopt the above and foregoing plat and re-
subdivision covering the West 35 feet of Lot 5 and all of Lots 6, 7,
81 9 and 10 of Speedbrook Place, an addition to the City of Wichita
Falls, Texas. Said plat is made a part of this instrument as the
map and plat of which is to be known as J. 0. Polhemus Re-Subdivision,
and said lands will be hereafter conveyed by lot numbers as shown on
said plat, by which numbers said lots or subdivisions of said land
shall be hereafter known.
