Min 06/14/1943 i 1008 Wichita Falls, Texas Memorial Auditorium June 14, 1943 The Board of Aldermen of the City of 'y'i.chita Falls, Texas, met in regular session at 8:00 o'clock P. ?. on the above date in the Council Room in the Memorial Aud .toriun Building with the following members present: A l . P. Hood, Mayor C. A. Spragins, v_. Ralph Hyer, J. ". Baber, Aldermen 0. G. Stephens, J. A. Giddings, Jr. , City Manager T. A. Hicks, City Attorney Geo. T. Henderson, City Clerk Mayor e°,f. P. Hood declared a quorum present. The Minutes of the regular meeting held June 7, 1943, were read and approved as read. Moved by 'Alderman Spragins that the Board of Aldermen grant and author- ize issuance of a carnival permit to Tidwell Shows, sponsored by the DAV's, from July 12th to 17th, inclusive, upon payment of the regular license fee of $50.00, said carnival to be located on the Huff property near the Ball Park. :Motion seconded by Alderman Baber and. carried. Dr. Lowry presented an estimated cost of reconditioning the proposed new Nurses' home located on Bose Street, stating the estimated amount to be $3,812.75. After some discussion the City Manager was requested by the Council to arrange a joint meeting with the Council and County Commissioners and County Judge and members of the Hospital Board for the purpose of arriving at a complete under- standing and agreement in connection with the proposal to acquire the above mentioned property. W. B. Hamilton and his attorneys presented their views to the Council with reference to the sale of certain water mains, etc, in the Country Club Estates Addition to the City of Wichita Falls. Following a lengthy discussion of the matter, the City Manager was requested by the Council to arrange a con- ference with members of the Council at some designated place and date one evening this week. ?Moved by Alderman Spragins that special permission be granted to the colored people to conduct a dance at the paviilion of the colored swimming pool June 19th and waive all license charges. Motion seconded by Alderman Stephens and carried. { 1009 0 Moved by Alderman Hyer that the Board of Aldermen accept the recommenda- tion of the City Engineer and approve the plat of the Blackman & Williams addition to the Gity of Wichita Falls; that the following resolution be adopted and passed as read: Motion seconded by Alderman Stephens and carried by the following vote: Yeas: Aldermen Spragins, Hyer, Baber and Stephens. Nays: None. RESOLUTION THAT, !,.,HEREAS, Mrs. Mattie Brown E'dalker Blackman has filed with the City of Wichita Falls an application for the approval of the dedication of the Blackman & Williams Addition to the City of Wichita Falls, Texas, said application being attached to the map and plat of said proposed addition, and WHEREAS, said map and plat have been approved as to form by the City I Engineer as required by city ordinance governing the approval of additions. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERJAEN OF THE CITY OF W ICHITA FALLS: THAT the said application be and the same is hereby granted, that said map and plat of said proposed addition be, and the same is here approved, and. the City Clerk is requested to file said application, map and plat of said addition in his office. Moved by Alderman Stephens that chauffeurs licenses be granted to Leslie Hogland, Wm. R. Lindsey, Wm. Aron Long, Troy Dean Reed, and Chas. A. Green. Motion seconded by Alderman Spragins and carried. 3 Moved by Alderman Stephens that chauffeurs licenses of Chas. S. Hollaway, Arthur Wm. Hayes, Garland Harman and W. A. Wilson be revoked. Motion seconded by Alderman Hyer and carried. RESOLUTION That whereas, the City of Wichita Falls advertised for sale north half of Lot 17 and all of Lot 18 in Block PIZ of the original town of Wichita Falls, Texas, to the highest bidder for cash and, Whereas, upon the opening of the bids made on said lots it was found � that J. W. Watson was the highest bidder for said property which bid was accepted by the Board of Aldermen as being the highest and best bid for the purchase of said lots. 1 NOVI, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERVEN OF THE CITY OF 1`4IC HITA FALLS, TEXAS: i That, W. P. Hood, Mayor of the City of Wichita Falls, be, and he is hereby authorized to execute a general Warranty Deed converying the above described property to J. W. Watson. r - - - - - - - - - - I i 1010 RESOLUTION That whereas, the City of Nichita Falls advertised for sale Lots 2, 31 4 and 5 in Block 75 of the Original Town of 4ichita Falls, Texas, to the highest bidder for cash and, Whereas, upon the opening of the bids made on said lots it was found that Frank Wolf was the highest bidder for said property which bid was accepted by the Board of Aldermen as being the highest and best bid for the purchase of said lots. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDEFCAEN OF THE CITY OF WICHITA FALLS, TEXAS: That, W. P. Hood, Mayor of the City of Wichita Falls, be, and he is hereby authorized to execute a general Warranty Deed converying the above described property to Frank Wolf. i i Moved by Alderman Baber that the above and foregoing resolutions be adopted and passed as read. RESOLUTION That whereas, the City- of Wichita Falls and the United States of America, entered an original lease, No. W 257 eng-272 on February 1, 1941, and VYT*reas, the United States has requested the City of Wichita Falls to execute supplemental agreement No. 3 to said contract, which is agreeable with the Lessor. NOV,', THEREFORE, BE IT RESOLVED BY THE BOARD OF AIDERAFN OF 1HE CITY OF WICHITA FALLS, as follows: That Mayor W. P. Hood be, and he is hereby, authorized to execute supplemental agreement No. 3 between the City of Wichita Falls and the United States of America. W. Williams Inspection Company as the official testing laboratory for Texas Docket 41-167. Motion seconded by :alderman Hyer and carried. 1011 d a The City Manager reported that the $900.00 items as set up in the current budget would be sufficient to take care of the proposed recreation pro- gram for juvenile delinquency. Moved by Alderman Spragins that the City Manager be authorized to use the $900.00 appropria set in the Park budget fur the current year for recreational supplies bye Wised for tl�recreation program file Motion seconded by Alderman Stephens and carried. Moved by Alderman Spragins that the Board of Aldermen authorize and order payment of the sum of $1,481.21 to the Wichita General Hospital for the month of May, upon like payment by Wichita County. Mattie Brown Walker Blackmon, a feme sole, -- am the owner of 9.82 acres of land adjoining and being in the City of Wichita Falls, Wichita County, Texas, described as follows: BEGINNING at a point 57.4 feet north of the southwest corner of Block No. 3 of the Irrigated Subdivision of the John A.
