Min 05/31/1943 998 Wichita Falls, Texas Memorial Auditorium May 31, 1943 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session at 8:00 o'clock P.M. on the above date in the Council Room 4 in the Memorial Auditorium Building with the following members present: �V. P. Hood, Mayor i C. A. Spragins, X J. W. Hunt, X W. Ralph Hyer, Aldermen J. M. Baber, J. A. Giddings, Jr., City Manager T. A. Hicks, City Attorney Geo. T. Henderson, City Clerk Mayor W. P. Hood declared a quorum present. The Minutes of the regular meeting held May 24, 1943, were read and approved as read. RFS OL UTION RESOLUTION LISTING BIDS RECEIVED, DETERMINING THE- LOWEST AND BEST BID AND AWARDING CONTRACTS WHEREAS, the City of Wichita Falls has advertised for bids for the construction of Sewer Improvements, Tex. Farrow, Inc. 198,40 2.50 192,258.50 188,162.50 and, WHEREAS, the Board of 41dermen of the City of Wichita Falls, Texas, is of the opinion that the bid of Flock & Gillespie of Wichita Falls, Texas, is the lowest and best bid. NOff, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS, SECTION 1. That Flick & Gillespie, Wichita Falls, Texas, has submitted the lowest and best bid for the construction of said project. SECTION 2. That the Base Bid "B" of the said Flick & Gillespie of Wichita Falls, Texas, in the amount of $114,282.10 is hereby accepted. SECTION 3. That the officials of the City of Wichita Falls, Texas, upon *om such duty properly devolves shall, and they are hereby directed to prepare and execute in behalf of said City of Wichita Falls, Texas, all necessary contracts and documents relating thereto. i I 999 Moved by Alderman Spragins that the above and foregoing resolution be passed and adopted as read. Motion seconded by Alderman Hunt and carried with the following vote: Yeas: Aldermen Spragins, Hunt, Hyer and Baber. Nays: None. - - - - - - - - - - City Manager J. A. Giddings, Jr., reported that Shirley-Self Motor i Co. was the only firm who submitted bids for the sale of automobiles to the City i! of Wichita Falls. Inasmuch as they only offer 7 cars and no other firms bid, the City Manager recommended the purchase of the entire output.. Moved by Alderman Baber that the Board of Aldermen authorize the City Manager to purchase 7 Plymouth cars from the Shirley-Self Motor Co. at the low- est and best possible bid. Motion seconded by Alderman Spragins and carried. Bids for the relining of certain water mains were opened and read. The bid of the Tate Pipe Line, Inc., being the only bid submitted. Moved by Aldermen Hunt that the bid of Tate Pipe Line, Inc., be taken under advisement and that the City Manager, City Attorney and Water Superintend- ent be instructed to review the terms and conditions of the bid contract and report back to the Council. Motion seconded by Alderman Spragins and carried. - - - - - - - - - - Moved by Alderman Hyer that the Board of Aldermen authorize the City Manager to purchase Lots 6 and 9, Block 177, Original, for a consideration of $200.00 and assumption of all taxes plus any necessary abstract expenses, sub- ject, however, to the approval of title by the City Attorney; said property to be acquired out of the General Fund. Motion seconded by Alderman Spragins and carried. Water Superintendent A. J. Gates submitted letter to the Board of Aldermen stating that the contract by and between the City of Wichita Fall$ and E. W. Bacharach & Co., dated June 19, 1941, for furnishing and installing filter plant equipment, had been completed in accordance with the plans and specifications, and recommended that the work be accepted. Moved by Alderman Hyer that the Board of Aldermen officially accept the work of E. W. Bacharach & Co. and authorize and order the City Clerk to draw a warrant .to the said E. W. Bacharach & Co. in the amount of $500.00 for final payment due them as per contract.. Y Motion seconded by Alderman Baber and carried. - - - - - - - - - - RESOLUTION THAT, WHEREAS, on February 1, 1943, the City of Wichita Falls , as I lessor, and the United States Government, as lessee, entered into a lease corn- tract identified as Lease No. W257 eng-272 covering a tract of land containing 604 acres located in Wichita County, Texas, to be used exclusively for a military reservation and airport, the primary term of said lease being for one y ear with provisions for the annual renewal of said lease to and including June 30, 1966, s and, E r 3 f r E f� i i r E 1000 WHEREAS, W. P. Hood, Mayor of the City of Wichita Falls, received from the United States of America a notice of the renewal of said lease No. W-257 eng--272 and executed the same on behalf of the City of `idichita Falls, Texas, on the 27th day of May, A. D. 1943. NMi.. THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS THAT the act of W. P. Hood, Mayor of the City of Wichita Falls in receiving and executing the notice of renewal of lease No. W257 eng--272, be and the same is hereby approved and ratified and that the renewal and extension of said lease for one year beginning July 1, 1943, and ending June 30, 1944, as provided by paragraph 5 of said lease agreement, be, and the same is hereby approved. - - - - - - - - - - i Moved by Alderman Hunt that the above and foregoing resolution authorizing and ratifying the signature of Mayor W. Hopson. ;lotion seconded by Alderman Hyer and carried. i F Moved by Alderman Hunt that the City Manager be instructed to request the City Engineer to resurvey and plat the property of Mr. Polhemus, same being Lots 5 and b, Speedbrook Subdivision, Block 4, Golf Club Addition, located on Woodrow Street for the purpose of correcting the original plat and dedication. Motion seconded by Alderman Spragins and carried. - - - - - - - - - Moved Alderman Hunt that a t ora permit be� by emp ry p granted to the Paramount Studio for the instal].ntion of a cooling unit on the awning at 910 Scott, subject, however;to' the requirements of the City Engineer and Electrical Inspector; said permit being for the summer season of 1943 only.
