j 0. G. Stephens, a member of the Committee previously appointed to view
the Richolt Estate property on Lee Street, reported that it was the unanimous V "IIPJ
of the Comimittee that the surz of q`6,000 would be the top price the Committee
would recomaend for purchase of this property.

''Ii�EAS the Board of =aldermen of the City of uiichita Falls, Texas,
k having heretofore entered into contract with Taylor & Howle of Vichita Falls,
Texas, known as Contract No. 1; Ted Elstrand of Fort Iforth, Texas, knovm as Con-
tract No, 2; Brickley School & Church Furniture Co. of Houston, Texas; known as
Contract No. 3; Buchanan Stationery o. of ,,,'ichita Falls, Texas, known as Con-
tract No. 4; and Newlin Office Supply Co, of 'ichita Falls , Texas, known as
( Contract No. 5. All being known as Health Center Building Docket No. Texas
41-213, and

':'HEREAS, the construction of these contracts covering the entire pro-
ject have been completed in accordance with the terms of the contract and so
certified by the architects,
THEREFORE, BE IT RESOLVED by the Board of Aldermen of the City
of i+ichita Falls, Texas, that this project be accepted as complete as of March
3, 1943, and occupy the same for the purpose for which it was constructed, and
BE IT FURTHER RESOLVED by the Board of Aldermen of the City of 4lichita
Falls, Texas, that no liquidated damages be assessed any contractor for delay in
completing his contract, for delays were caused by material furnishers being
unable to deliver materials on schedule.
Moved by Alderman Hyer that the above and foregoing Resolution be
approved and adopted as read.

RESOLUTION
RESOLUTION PASSED BY THE BOARD OF ALDERMEN OF THE CITY OF li,ICHITA
FALLS, URCH 15, 1943.
THAT ',-'.HEREAS, the Board of Aldermen of the City of Wichita Falls has
just learned of the untimely passing of our beloved fellow townsman, J. T.
Harrell.
NOTIs, THEREFOIE, Be it resolved by the uoard of nldermen of the City
of tiichita Falls, Texas, that we record in the minute books of the City of
Wichita Falls a record of the sudden passing of our beloved townsman, J. T.
Harrell, and in token of the esteem and love that the citizenship had for this
beloved citizen.
BE IT FURTHER RESOLVED, That his life among us was twenty-three years
of useful service to this community. He was prominent and in the forefront of
every worthwhile civic, educational, moral and religious undertaking. His
friends were legion and his passing is a great loss to our community and it is
fitting that we should record this humble tribute to him and to the members of
his family and it is accordingly so done .
BE IT FURTHE'I RESOLVED, That a copy of this resolution be furnished
to his family, to the local press and to the City National Bank in 'vichita
Falls, which institution he served so long and faithfully and recorded in the
minute books of the City of Tiichita Falls.
Moved by Alderman Hyer that the above resolution be approved and a-
dopted.

Moved by Alderman Baber that the Board of Alderman authorize and order
the City Clerk to refund the sum of $30.00 to J. B. Harris for homestead
exemption for the year 1942.

The Board of A ldermen instructed the City Manager to contact the par-
ties responsible for the installation of the Butane gas tank in the dam at Lake
suichita and request removal of the same ionediately.
City 1,anager J. A. Giddings, Jr. gave a report of his trip to Austin
to the effect that all parties contacted reacted favorably and that prospects
were favorable for reopening Project Texas Docket 41-168.
Mayor W. P. Hood reported that he had had favorable contacts with Col.
Claggett and Major MaGuire of Sheppard Field with reference to Docket 41-168.

in the amount of $155.46, same being t,*'Lount now due them on water main con-
tract dated March 1, 1940, for the second supplemental dedication to the County
Club Estates.

Moved by Alderman Stephens that the claim of Kemp, Peckham & Harrell
for the installation of sef:er lines in Marlborough Addition be paid.
There was no second to the motion, whereupon Alderman Stephens with-
drew his motion.
Moved by 'lderman Baber that Garland Franks be named Acting City
?gnager with authority to sign checks during the absence of City Manager J. A.
Giddings, Jr. while in V'+ashington, D.C.
Motion seconded by Alderman Hyer and carried.
Moved by Alderman Stephens that the meeting be adjourned.
Motion seconded by Alderman Fitzpatrick and carried.
The Board of Aldermen then adjourned.
