The Board of jldermen of the City of Wichita Falls, Texas, met in
regular session at 8:00 o'clock P.M. on the above date in the Council Room in
the Memorial Auditorium Building, with the following members present:

The Minutes of the regular meeting of March lst were read and approved
as read.
Uit INANCE NO. 1364
AN (TRDINANCE REPEALING ORDINANCE 1273, PASSED AND APPROVED ON THE 19TH
DAY OF SEPTDIBER, 1938, ENTITLED "AN ORDINANCE REGULtiTING THE HOURS OF THE SALE
OF BEER �+ITHIN THE CITY LIMITS OF W ICHITA FALLS, TEXAS, AND PROVIDING FOR PENALTY;"
SUCH ORDINANCE BEING ALSO KNOWN AS SECTION 6-2009; SECTION 6-2010; AND SECTION
6-2011 OF CODIFICATION OF ORDINANCES OF THI CITY OF GuICHITA FALLS, TEXAS, 1941,
AND BEING AN ORDINANCE REGULATING THE HOURS OF THE SALE OF BEER 11ITHIN THE CITY
LIMITS OF VuICHITA FALLS, TEXAS, AND PROVIDING THAT NO BEER SHALL BE SOLD ON
SUNDAYS AND PROVIDING THAT NO CURB SALES OF BEER SHALL BE !4ADE, IF THE SALE OF
BEER IS LEGALIZED IN THE CITY OF WICHITA FALLS, TEXAS, AND PROVIDING FOR A
PENALTY; AND DECLARING AN EMERGENCY.
A committee of business men was heard on the proposed ordinance No.
1364.
Moved by Alderman Fitzpatrick that the Council recess and go into
executive session for the purpose of considering Ordinance No. 1364.
Motion seconded by Alderman Stephens and carried.
The Council then recessed.
After a 45 minute recess, the Mayor called the Council back into regular
session and announced the Council had unanimously decided to postpone any further
action on Ordinance No. 1364 until such timeas the public has been given an
opportunity to be heard on said ordinance.
Moved by Hlderman Hyer that the Board of Aldermen authorize the trans-
fer of the sum of $15,958.96 from the V+ater Fund to the Later Sinking Fund to
retire bonds maturing April 1, 1943.
Motion seconded by Alderman Baber and carried.

refund of 450 to E. P. 'illiams for double tax payment. i

Glenn E. Lynskey and Hayden Leon Sanders.

order the City Clerk to refund the sum of $165.00 to Featherston-Abernathy Co.
and like amount to Stephens-Truitt Lumber Company as a refund for funds ad-
vanced by them for the purpose of installing water line and water taps on !

Moved by Alderman Stampfli that the Board of Aldermen authorize and
instruct the City Clerk to draw warrant in the amount of $25.JJ to `�. C. Felder
as a vacation token since he has not been given a vacation and has already
worked five days during the first half of March.

Moved. by Alderman Williams that the Board of Aldermen authorize and �
order the City Clerk to refund the sum of $11.25 to Ernest COAen for homestead
exemption, and likewise the Sum of $5.10 to M. H . Ratliff for homestead
exemption.

Mayor W. P. Hood appointed a committee of three consisting of J. M.
Baber, V. E. Stampfli and 0. G. Stephens to view the Richolt Estate property i
located on Lee Street and report any offers to the City Council.
Moved by Alderman Stephens that the City Manager be authorized to M
receive bids for junk and scrap material at the Water Plant, and report such AA
bids to the Council.

The Council instructed the City nager to notify 1,4r. Sikes that the
fence must be replaced on the water canal to prevent cattle from contaminating b
the water and to further advise Mr. Sikes it will be necessary for him to ob-
tain an easement from the City of V1ichita Falls for the construction of a
bridge over the canal if he wishes his cattle to continue crossing said canal. I
The City Manager was further instructed to obtain concurrence of the Wichita �
County rater Irrigation Improvement District of such action.

De Molay city day.
Motion seconded by Alderman Baber and carried.
Moved by Alderman Fitzpatrick that Mayor W. P. Hood and City Manager
J. A. Giddings, Jr., proceed to Washington at the proper time for purpose of
conferring with Congressman Gossett, General N4*ies and other necessary government
officials on Texas Docket 41-168.
Motion seconded by Alderman Hyer and carried.
Moved by alderman Stampfli that the meeting be adjourned.

The Board of Aldermen then adjourned.
