The Board of Aldermen of the City of Wichita Falls met in regular
session at 8:OO o'clock P.M. in the Council Room of the Memorial Auditorium
Building on the above date with the following members present:

J. A. Giddings, Jr., City Manager
T. A. Hicks, City Attorney
Geo. T. Henderson, City Clerk
In the absence of 14ayor 17. P. Hood, it was moved by Alderman
1illiams that Alderman 0. G. Stephens be appointed Mayor Protem for this
meeting.
111otion seconded by Alderman Fitzpatrick and carried.
Mayor Protem Stephens administered the Oath of Office to Geo. T.
Henderson, City Clerk.
The 1.1inutes of the regular meeting of December 14th were read and
approved.
Report of the committee appointed to confer with the i"ichita Falls
Medical Society pertaining to the local rabies problem was read by City
Manager J. A. Giddings, Jr., resulting in the rea gt by Mayor Protem 0. G.
Stephens that the City Attorney revise the presen drdinance and submit the
same at the next regular council meeting.
?Roved by Alderman Baber that the proposed gas franchise ordinance
be deferred until the next regular meeting for further consideration.
Motion seconded by Alderman lilliams and carried.
ORDINANCE NO. 1357
AN ORDINANCE MAKING APPROPRIATION FOR SUPPORT OF THE CITY GOVERN,MNT
FOR THE, FISCAL YEAR BEGINNING OCTOBER 1, 1942, AND ENDING SEPT�TTIABER 30, 1943.
Moved by Alderman -illiams that the 1942-43 appropriation ordinance
No. 1357 be passed on its tgird and final reading.
Motion seconded by Alderman Baber and carried by the following vote:
Yeas: Aldermen Williams, Baber and Fitzpatrick.
Nays: None.

`. Eanes, ""Iallace F. Overby, Esker Arnold, and Donnie Maynard Gilson.

Moved by Alderman Fitzpatrick that the application of Frances Gonzalez
for license to operate a dance hall under the name of Tampico Cafe at 322 North.
Scott Street be refused and denied.

operate a domino parlor at 711 Scott Street when and at such time as the
sanitary regulations have been complied with.

Moved by Alderman Williams that the Board of Aldermen authorize and
order the City Clerk to pay the sum of $32.50 to Mary Newsome for preparing
statement of facts in connection with suit of Casper Guyer vs City of Wichita
Falls, No. 36959-8, also the sum of k38.00 to be paid to Glenn Haynes, District
Clerk, for court costs in the said suit.

RESOLUTION
'`HEiEAS, the Federal Revenue Act of 1942 requires all employers, in-
cluding municipalities, to withhold a portion of each employee's pay for Victory
Tax purposes, commencing with the first pay period after January 1, 1943, and
`,'fIF.REAS, the amount of such deduction may be computed at the rate of
5 per cent of each employee's pay after allowing a credit of $624.00 per year,
or by using tables prepared by the Bureau of Internal Revenue, and
Z`zHLREAS, the amount withheld varies slightly between the two methods
and some employees have asked which method would be followed, and
'SHE"hEAS, the amount withheld is not the exact amount of said Victory
Tax but only an approximation thereof, and in any event the actual amount of
said tax must be computed individually and will vary with the exemptions and
allowances to which each individual may be entitled, and
;'-HEREAS, the use of the tables prepared by the Bureau of Internal
Revenue will avoid numerous calculations and unwarranted delay in preparation
of payrolls, and
I-IEREAS, the Federal Revenue Act of 1942 provides for credits or
refunds by the federal government to employees in cases where the use of the
tables result in the aithholding of a greater amount of pay during the year
than would be the case if actual rates were applied,

NU7) 1HEREFORE, BE IT RESOLVED BY THE City of gaichita Falls,
Texas, that the payroll deductions for Victory Tax be computed on the basis
of tables prepared by the Bureau of Internal Revenue, and
RESOLVED FURTHER, that the proper officials be hereby directed to
notify each city employee on or before January 15, 1943, that such will be
the manner and method of making Victory Tax deductions.
Moved by alderman Fitzpatrick that the meeting, be adjourned.
