negotiate a contract on the proposed trork, and

proposed work, and

caused b r the f,_,il.zre to receive any bids on either of the aforesaid dates has
resulted in an unsanitary condition that is a ,aenace to the public health and
welfare and therefore creates an emergency.

Mayor W. P. Hood gave a full report of his conference in
v<:ashington with Government officials concerning Texas Docket 41-167 and
41-168, etlso the application to the ODT relative to the fleet of trucks
for the garbage department.
