WiEPEEAS, there has been filed with the Federal Works A^ency
for and in behalf of the City of "lichita Falls, Tex-s, (herein called the
"Owner") , an applicr-.tion for Federal assistance under the Defense Public
11;orks program, and the United States of America, acting by and through
the r'ederal Vbrks Administrator, has transm-.tted to the Ovner an! Offer of
rederal assistance in connection vaith the public works referred to in
said anpli(,ation and described In said Offer; and
1Shx,�LAS, said Offer has been duly read in open meeting and has
b-en fully considered in every respect in accordance with the pertinent
rules of procedure and lenal r q�ii.rements; and

the owner; and
