Min 06/23/1941 600 Wichita Falls, Texas Memorial Auditorium, June 23, 1941 The Board of Aldermen met in regular session in the Council Room of the Memorial Auditorium Monday June 23, 1941 at 8:00 o'clock P. M. with the following members present: W. E. Fitzgerald, Mayor J. W. Fitzpatrick, j W. Ralph Hye r, j H. J . Naylor, j Aldermen V. E. Stampfli, j Jas. M. Williams, j J. Bryan Miller, City Manager J. H. Crouch, City Clerk T. A. Hicks, City Attorney The minutes of the regular meeting of June 16th, and the regularly called meeting of June 20th, were read. Moved by Alderman Naylor that the minutes of the regular meeting of Tune 16th, and the regularly called meeting of June 20th, be approved as read. Motion seconded by Alderman Stampfli and carried. Moved by Alderman Williams that the Board of Aldermen of the City of Wichita Falls, Texas approve pipe line license dated the 18th day of June 1941, by and between the Missouri, Kansas & Texas Railway Co., of Texas, Licensor and the City of Wichita Falls, Licensee, for the consideration of $10.00 per year, providing for the construction, maintenance and operation of pipe lire not exceeding 20" in diameter, and conveying water on, over, under and across a portion of the Railroad Uompany's right of way at Wichita Falls., Wichita County, Texas, as described and set out in said license, and further authorize Mayor X'. -m. Fitzgerald to execute said contract for and on behalf of said City. Motion seconded by Alderman 5tampfli and carried. Moved by Alderman Stampfli that the Board of Aldermen order amend- ment of Paragraph l) of Section 2, Ordinance No. 1323 to read as follows: "No person, firm or corporation shall make any electrical or gas connection for any automobile trailer to any building cr other source of electricity or gas without the approval of the electrical or plumbing inspector as to the method of such connection." Motion seconded by Alderman Williams and carried. Moved by Alderman Naylor that Ordinance No. 1323 be passed on its third and final reading and approved as read. Motion seconded by Alderman Stampfli and carried with the following vote: Yeas: Aldermen ritzpatrick, Hyer, Naylor, Stampfli and Williams. Nays: None. Moved by Alderman Williams that the Board of Aldermen approve a contract dated the 23rd day of June 1941, by and between Stephens & Truitt Lumber Co. , and the City of Wichita Falls, providing for the construction of two mod frame and corrugated roof box stall horse barns in Hamilton Park, what is known as the Polo Grounds, and further authorize Mayor W. E. Fitzgerald to execute said contract for and on behalf of said City of Wichita Falls, Motion seconded by Alderman Stampfli and carried. The committee appointed to investigate and bring reccmmendations for maintaining service on water lines to the County Farm, requested that the committee be continued for final report and recommendations until June 30th. A proposal for the creation and operation of a County wide health unit, and the participation in such a program by the City cf 'Wichita Falls, Wichita Public Schools, Wichita County and State Health Department, was presented to the Board of Aldermen by a representative of the State Department of Public Health. This proposal was discussed at length by the Board, Chairman of the Chamber of Commerce Committee on Public Welfare, and the Wichita County Medieal Association and F. N. Hemphill, State Department of Health. Detailed budget for a period from Tuly 1, 1941 to Tune 60, 1942 was considered. Moved by Alderman Hyer that the Board of Aldermen of the City of Wichita Falls, hereby approve and adopt the proposed plan, or project, for the creation and maintenance of the County Wide Health Unit under the direction cf the State Department of Health, in cooperation with the said State Health Department, Wichita County and Wichita Public Schools# and approve and adopt the budget for said County Health Unit as follows: Supervising Nurse - Salary ;1,800.00 Staff Nurse (3) - Travel 600.00 Inspectors (4) - Salary 6,480.00 Contingency 500.00 Venereal Disease Ulinician 19800.00 Clerk (1) - Salary 1,200000 And further order the appropriation and expenditure of such funds that may be inecessary under the proposed budget to create and maintain said project. Expenditures to originate with the birect.brs of said County Health Unit on requisition through regular channels. Motion seconded by Alderman Williams and carried. r Moved by Alderman Williams that the Board of Aldermen .authorize the adjustment of delinquent personal and property taxes, and settlement of same as set out in the following schedule.
