The Board of Aldermen inet in regular session in the Council
Room of the Memorial Auditorium on the above date at 8:00 o'clock P. Al.
with the following members present:

The minutes of the recessed meeting of May 26tn, the called
meetings or June 3rd and 4th, and the regular meeting of June 2nd, were
read.
Moved by Alderman Hyer that the minutes of the recessed meeting
of May 26th, called meetings of June 3rd and 4th, and regular meeting of
June 2nd, be approved as read.
Motion seconded by Alderman r'itzpatrick and carried.
A committee of the Board of Aldermen, composed of Aldermen
Williams, Chairman,and Aldermen Hyer and Fitzpatrick, riled a written
report as a oasis for proposed contract for the collection and removal f
of refuse trash and garbage. This report vas received and ordered filed
for consideration by the Board of Aldermen.
A Committee of the Board or Aldermen, Alderman Williams, Chair-
man, made an oral report recommending that certain acreage previously
purchased from T. T. Harrell for right of way purposes in connection with
Highway 77, right-of-way cut-off, a greater portion of said acreage
having been purchased with the understanding that said acreage would be
improved and used for park purposes only, and for a consideration of 4500,00;
and since said acreage is not to be developed for park purposesjthat
said acreage be sold to T. T. Harrell for a consideration of 42,000.
Moved by Alderman Hyer that the report of the Comrittee on
the T. T. Harrell acreage be accepted.
Motion seconded by Alderman Fitzpatrick and carried.

of the City of Wichita Falls, Texas, in compliance with the
Charter of said City and Statutes of the State of Texas, hereby
appoint a Board of Equalization for the tax year 1940, composed of
the following members:

building permit to issue to W. P. Killingsworth for the construction
of an apartment house on Bth., Avenue, allowing the use of wool
insulation instead of brick or tile insulation, as specified in the

WHEREAS, on the 5th day of May, A. D. 1941,J. 5. Bridwell and wife,
Thora Bridwell, made, executed and delivered to the City of Wichita !Falls,
a Municipal Corporation, a xerranty deed to the following described property,
to-wit:

Three Hundred (300) acres of land out of the 'lhomas
Curry Survey, Abstract No. 344, said 300 acres being
all of Lots Nos. 3, 4 and 5, according to a partition
of said Survey made in the case of T. H. Wilson vs.
T. L. Curry, et al, in the District Court of Wichita
County, Texas, and is bounded as follows:
BEGitl vlVu at the Northeast corner of the original Survey;
THn'NCE Vest 1770 vrs. to the Northeast corner of Lot 2,
according to said partition; THENCE South 244 deg. East
1558 vrs. to the South corner of said Lot 3; 'THENCE North
356 vrs. to the Southwest corner of said Lot 5; THENCE
East 1048 vrs. to the East line of the original Survey;
THENCE North 1079 vrs. to the place of beginning,
being the same land described in a general warranty deed,
dated June 28, 1906, executed by John tt. Gunn to John
Twedt, recorded in the Records of Deeds in Wichita
County, Texas, in Book 46, rage 320, less 8.4 acres
heretofore sold by Percy H. Stinchcomb, and 1-1/2 acres
heretofore sold to J. 8. Bridwell to the State of Texas
for right-of-way purposes and conveying in all 290.1 acres
of land, more or less; and,
9 WHEREAS, said deed recited a consideration of Ten and N0/100 Dollars cash,

', as a matter of fact, no consideration was paid for said deed but,
on the contrary, the vendorstherein gave to the City of Wichita Falls, Texas,
said land, and deeded the same without consideration, as a personal contribution
to the Technical Training School, which is located at Wichita Falls, Texas,
and is now under construction, said acreage, together with other acreage, being
required by the Federal government as a site upon which to locate said Schocl
and as a contribution from the City of 7olchita Falls in consideration of locating
the School at said point; and
{ WHrREAS, it was the understanding and agreement that the title to said
property should revert to the vendors, or the J . S. Bridwell Estate, at any time
that it ceased to be used by the Federal government for the purposes aforesaid, or
by the City of Wichita Falls, in connection with the Kell Field Airport as a
national defense project:

NOW, THEREWRE, HE IT RESOLVED by the City Council of Wichita Falls, Texas,
c in regular session, that in consideration of the deed herein above mentioned, and
the vesting of title in the said City of Wichita Falls to the acreage above des-
cribed for the purposes aforesaid, that in the event, or at such time as said
acreage cease to be used in connection with either Sheppard Field Training School,
or Fell Field Airport, as a National Defense project, then and in that event and at
said time, that title- re-invest in the said J. S. Bridwell, or in the event of
his demise, that title re-invest in the lo So Bridwell Estate, and the said City
of Wichita Falls is to execute the necessary deed to accomplish said act.
BE IT FUR'1'HER RESOLVED that the Yayor is hereby authorized to write a
letter to the said J. S. Bridwell, enclosing a certified copy of this Resolution,
which shall constitute evidence cf the agreement and understanding between the
grantors and the said City of Wichita Falls, Texas,

Whb2EAS, the Board of Aldermen of the City of Wichita
Falls, Texas, by virtue of an election of May 14, 1941, and the
authority of the City Charter and the Statutes of the State of
Texas, has caused to be issued and sold City of Wichita Falls
General obliF-ation bonds in the sum of ;110,000 for the purpose
of improving and enlarging the Airport known ,as Kell Field, and the
establishment of an Aviation Technical Training School known as
Sheppard Field; and,
R'BEREAS, it was necessary for the City of Wichita Falls
to make certain expenditures in compliance with the request of the
United States of America for the immediate establishment of
Sheppard Field and improvement of Kell Field Airport; and,
WH1�HEAS, it was necessary ror said City to make certain
expenditures oefore the Bonds above mentioned were authorized and
sold, in order to cooperate with the Army Engheers in charge of
Sheppard Field; and,
'%Hz EAS, said expenditures were made out of the General Fund
of said City of .Wichita Falls:
N0W, ThMEF)RE, BE IT RESOLVED by the Board of Aldermen of the
City of Wichita Falls, that the City Treasurer be, and is hereby
authorized, and directed to transfer the sum of ;20,930.65 from the
Airport Improvement Bond Nand 1941 to the ueneral Fund, for the purpose
of reimbursing said General Fund ror expenditures above mentioned, i
all being expended for the purpose for which said Bonds were voted,
issued and expended in anticipation of the authorization of said
Bonds for said purposes.

Moved by Alderman Hyer that the Board of Aldermen authorize the
City Manager to advertise ror bids on motorized equipment for the Park
Department and Street Maintenance equipment.
Motion seconded by Alderman Williams and carried.
Moved by Alderman Williams that the Board of Aldermen accept as
complete on specifications and authorize xtras� Or the Fire Station
Building, and approve payment of the final estimate in the amount of
;4,581.03.
Motion seconded by Alderman Naylor and carried.
Mayor Fitzgerald filed a written report by the special appraisal
committee appointed by the Mayor, and composed of Louis Gould, Henry
Sonnamaker and Howard Bunch, appraising Jas. b". Williams' tract of land
and improvements out of the Lewis Yells ,3urvey, Abstract 323, containing
248.15 acres of land, being the tract of land the City is purchasing from
Tas . Y. Williams for Kell Field Airport, at a total sum of ;12,950,
including improvements and damages to crop.
Moved by Alderman Naylor that the Board of Aldermen accept and adopt
the report of the appraisal committee on the Tas. M. Williams tract of land
for Kell !+'field Airport.
Motion seconded by Alderman Hyer and carried.
Alderman 'Williams not voting.
Moved by Alderman Hyer that the Board of Aldermen of the City of
E Wichita Falls effective this date order the collection of all delinquent
taxes of said City in accordance with the terms and provisions of the Statutes
of the State of Texas governing, and request the City Attorney to immediately
E prepare an ordinance in accordance with said Statutes.
