Memorial Auditorium
The Board of Aldermen met in regular session on the above
date at 8:00 o'clock P. M. in the Council Room of the Memorial Auditorium
with the following members present:

The minutes of the regular meeting of March 31st, were read.
Moved by Alderman Williams that the minutes of March 31§t, be
approved as read.
Motion seconded by Alderman Stampfli and carried.
ORDINANCE NO. 1318
AN ORDINANCE AMENDING SECTION TWO (2) OF ORDINANCE NO. 1296, PASSED
AND APPROVED ON THE 22N'D DAY OF JANUARY, A. D. 1940, ENTITLED "AN ORDINANCE CREATING
AND DEFINING PARKING t=ER ZONES IN THE CTTY OF WICHITA FALLS, TEXAS; PROVIDING
FOR THE INSTALLATION, OPERATION AND YAI!=NANCE OF MECHANICAL DEVICES TO REGULATE
PARKING IN SAID PARKING METER ZONES; PROVIDING FOR THE COLLECTION OF REGULATORY
AND INSPECTION FEES FOR THE USE OF SUCH DEVICES; PROVIDING FOR THE DEPOSIT OF
SUCH FEES BY THE CITY TREASURER IN A SPECIAL FUND PROVIDING FOR THE 12 THOD AND
PURPOSES OF DISBURSEIIENT OF SAID FUND; MAKING IT UNLAV4TUL TO, USE THE STREETS OR
PORTIONS OF TIE STREETS SO DESIGNATED FOR PARKING EXCEPT TI�IROUGH USE OF PARKING
METERS; DEFINING `1EAT ACT SHALL BE UNLA117UL, AND FIXING PENALTIES FOR THE
VIOLATION OF THE PROVISIONS OF THIS ORDINANCE, AND REPEALING ALL ORDINANCES
AND PARTS OF ORDINMCES IN CONFLICT HEREWITH.
Moved by Alderman Stampfli that Ordinance No. 1318 be passed on its
third and final reading, and approved as read.
Motion seconded by Alderman Naylor and carried with the following vote:
Yeas: Aldermen Fitzpatrick, Naylor, Stampfli and Williams.
Nays: None.
Moved by Alderman Williams that the Board of Aldermen authorize
building permit to be issued for the construction of theatre bulling in the
700 Block on Indiana Ave. , being situated on Lot 2 Block 164
Original Townsite. Said permit to be issued on the basis of plans and sp-
ecifications -submitted to be inspected and reviewed by the City Engineer.
Motion seconded by Alderman Fitzpatrick and carried.

ORDINANCE NO. 1319
AN ORDINANCE DEFINING AUTOMOBILE T3AILERS AND TRAILER CAMPS;
REGULATING AND LICENSING TEEIR USE IN THE CITY OF WICHITA FALLS. PROVID-
ING A PENALTY FOR THE VIOLATION aIEREOF.
Loved by Alderman Stampfli that Ordinance No. 1319 be passed on
its second reading.
Motion seconded by Alderman Williams and carried with the following
vote:
Yeas: Aldermen X:kkxw #aagk, Naylor, Stamofli and Williams.
Nays: Alderman J. W. Fitzpatrick.
Moved by Alderman Stampfli that the Board of Aldermen authorize
the issuance of permit to solicit advertising to Marion Boren and others.
Motion seconded by Alderman Williams and carried.
Moved by Alderman Williams that the Board of Aldermen receive
petition of voters petitioning an election for City and County Hospital
Bonds in the sum of $62,500, and refer same to the City Attorney.
Motion seconded by Alderman Naylor and carried.
Moved by Alderman Williams that the Board of Aldermen accent and
approve the lowest bidq the bids of Chase Building Product Co., ;
Long Bell Lumber Co., Wichita Wire & Iron Co. , for materials and supplies
for Y'ater Improvement Construction.
Motion seconded by Alderman Naylor and carried.
Moved by Alderman Wi 1.1_iams that the Board of Al dermen accept and
approve as the lo-;;est and best bid the bid of United States Cast Iron
Pine Co. , for pipes and fittings for Water Improvement Construction.
Motion seconded by Alderman Fitzpatrick and carried.

Mayor Fitzgerald appointed a committee of the Board of Aldermen
to confer with J. T. Harrell repardinr- the use of the Park Site deeded to
the City of Wichita Falls by J. T. Harrell, and situated on Highway "
No. 30. Cnm�Attee consisting of Aldermen Jas. M. Williams, Chairman,
V. E. Stamnfli and H. J. lvavlor.

Moved by Alderman Williams that the Board of Aldermen authorize
Yayor Fitzgerald to sign a bill of sale of one small ,frame building
12 X 14 belonging to the Street DArartment for a consideration of $20.00.

R E S O L U T I O N
1EREAS, at a regular meeting of the Board of Aldermen of
the City of Wichita Falls held at the regular meeting place in the Council
Room of the Memorial Auditorium Building in said City on the 7th day of
April, 1941, at which a quorum was present, came on to be considered the
returns of the Citv election held on April 1., 1941, for the purpose of
electing three aldermen for said City, and

VEEREAS, after canvassing the returns of said election it
was found to be duly and legally held in all respects, and there were cast
at said election 313 votes for the election of three aldermen, and that,
For Alderman Place No. 1
V. E. Stampfli received 309 votes
For Alderman Place No. 2
J. W. Fitzpatrick received 308
L. R. Abbott received 2
A. E. Markham 1
For Alderman Place No. 3
Jas. M. Williams received 307
W. B. Logue received 1
Fred Reeder received 2
And it appearing that V. E. Stampfli received the greatest number
Of votes cast at said election for Alderman Place Number One, that J. W.
Fitzpatrick received the greatest number of votes cast at said election for
Alderman Place Number two, that Jas. M. Williams received the greatest number
of votes cast at said election for Alderman Place Number Three:
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE
CITY OF WIC11ITA FALLS, TEXAS:
That V. E. Stampfli, J. W. Fitzpatrick and Jas. M. Williams were
duly and legally elected Aldermen of the City of Wichita Falls, Texas, at
said election 'and that said election was in all respects legally held in
accordance with the laws of the State of Texas and the Charter and Ordinances
of said City.
Moved by Alderman Naylor that the foregoing, resolution be adopted.
Motion seconded by Alderman Stampfli and carried with the following
vote:
Yeas: Aldermen Fitzpatrick, Naylor, Stampfli and Williams.
Nays: None.
Moved by Alderman Fitzpatrick that the .Board of Aldermen adjourn.
Motion seconded by Alderman Williams and carried.
The Board of Aldermen then adjourned.
