The Board of Aldermen met in regular session on the above date at

The minutes of the regular meeting of January 20th, and the regularly
called meeting of January 31st, at 4:00 o'clock P. M. were read.
Moved by Alderman Naylor that the minutes of January 20th, and
January 31st, be approved as read.
Motion seconded by Alderman Stampfli and carried.
Moved by Alderman Naylor that the Board of Aldermen authorize the
issuance of a permit to Smith Cleaners on 9th Street for the installation of a
sign to be situated between the street line and the property line , and at least
seven feet inside of the street or curb line.
Motion seconded by Alderman Stampfli and carried.
Moved by Alderman Hyer that the Board of Aldermen accept and approve
the lowest and best bid of the Clark Typewriter Exchange of $1400.00 less credit
of $140.00 for old machine, for rater collection office billing machine.
Motion seconded by Alderman Williams and carried.
Moved by Alderman Naylor that the Board of Aldermen authorize the
issuance of a Public Dance License to Tom Singleton, colored, at 419 Flood Street.
Motion seconded by Alderman Wolf and carried.
ORDINANCE N0. 1317
AN ORDINANCE EXEMPTING FROM TAXATION FOR CITY PURPOSES THM THOUSAND
($3,000.00) DOLLARS OF THE ASSESSED TAXABLE VALUE OF ALL RESIDENCE HOMESTEADS AS
NOW DEFINE D BY LAW, LOCATED AND SITUATED WITHIN THE CORPORATE LIMITES OF THE C 1TY
OF WICTICTA FALLS, TEXAS, FRCM NOW AND AFTER THE 1ST DAY OF JANUAR Y, A. D. 1934,
PROVIDED THAT SUCH PROPERTY IS ACTUALLY OCCUPIED BY THE FAMILY CLAIMING SUCH
EXEMPTION AS A HOMESTEAD ON THE 1ST DAY OF JANUARY OF THE YEAR FOR WHICH SUCH
EXEMPTION IS CLAIMED, AND PROVIDED THAT THE PERSON, OR PERSONS CLAIMING SUCH EX-
EMPTION SHALL HAVE RENDERED SAID PROPERTY CLAIMED AS A HOMESTEAD FOR TAXES, TO-
GETHER WITH ALL PERSONAL PROPERTY OWNED BY SUCH PERSON, OR PERSONS, WHICH SAID
RENDITION SHALL BE MAAIE: NOT LATER THAN APRIL 30TH OF EACH YEAR AND AT THE TIME OF
RENDERING SUCH PROPERTY THE SAID PERSON, OR PERSONS, SHALL CLAIM THE EXEMPTION
PROVIDED FOR HEREIN; AND PROVIDED FURTHER THAT SUCH HOMESTEAD EXEMPTION SHALL NOT
BE GRANTED UNLESS AND UNTIL THE PERSON, OR PERSONS, CLAIMING THE SAME SHALL HAVE
PAID ALL PERSONAL PROPERTY TAXES ASSESSED AGAINST HIM, OR THM!, ON THE TAX ROLLS
OF THE CITY OF WICHI TA FALLS, TEXAS, FOR THE YEAR IN WHICH SUCH HOMESTEAD
ETION IS CLAIMED AND ALL PRIOR YEARS, AND REPEALING ORDINANCES NOS. 1167 AND
1269.

Moved by Alderman Naylor that Ordinance No. 1317 be passed on
its first reading.
Motion seconded by Alderman Stampfli and carried with the
following vote:
Yeas: Aldermen Hyer, Naylor, Williams, Wolf and Stampfli.
Nays: None.
RESOLUTION
VEM7AS, the City of Wichita Falls, Texas, desires the
improvement of Kell Field Airport by grading and drainage of field;
surfacing of four runways, taxi-strips, and _hangar aprons; installing
daylight field markers; installing boundary, range, contact, obstruction,
and flood lighting; sodding; constructing 6" water line to serve Airport;
and other appurtenant work necessary for improving landing facilities,
being a project of importance to Natiom 1 Defense; and,
WHEREAS, it is necessary for the City of Wichita Falls, Texas,
in order to complete the above described project to secure Federal aid.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF
THE CITY OF WICHITA FALLS, TEXAS:
That the officers of said City of Wichita Falls, Texas do
hereby be authorized to file applications with the Government of the United
States for Federal Aid for the improvement of Kell Field Airport by grad-
ing and drainage of field; surfacing of four runways, taxi-strips, and
hangar aprons; installing daylight field Markers; installing boundary, range,
contact, obstruction, and flood lighting; sodding; constructing 6" water
line to serve Airport; and other appurtenant work necessary for improving
landing facilities, same being a project of importance to National Defense;
and,
That the Board of Aldermen of the City of Wichita Falls, Texas,
do hereby allocate and set aside to said project as the Sponsor's contribu- I
tion, and being a total amount of $43,245; and that said appropriation of
$439245 is made for the furnishing of lands, pit royalties on local sand
stone and engineering on said property.
Moved by Alderman Wolf that the foregoing resolution be adopted.
Motion seconded by Alderman Williams and carried by the follow-
ing vote:
Yeas: Aldermen Hyer, Naylor, Stampfli, Williams and Wolf.
Nays: None.
Moved by Alderman Wolf that the Board of Aldermen authorize
and order adjustment of personal and property taxes as set out in the
following schedule.
Motion seconded by Alderman Hyer and carried.

authorize the sale of all improvements on Lot 4, Block 23,
Second-Sibley Taylor Addition to W. B. McNeely for the sum of
$46,00,
Motion seconded by Alderman Stampfli and carried.
Moved by Alderman Naylor that the Board of Aldermen
adjourn.
Motion seconded by Alderman Williams and carried.
The Board of Aldermen then adjourned.
