On this the 23rd day of September 1940, the Board of Aldermen
of the City of Wichita Falls, Texas, convened in regular session in the Council
Room in the Memorial Auditorium, the following members thereof, to-wit:

The minutes of the meeting of September 16th were read.
Moved by Alderman Hyer that the minutes of September 16th be
approved as read.

AN ORDINANCE PROVIDING FOR THE REGISTRATION AND LICENSING OF
BICYCLES; PROVIDING A FEE THEREFOR; PROVIDING FOR THE TAGGING AND IDENTIFICA-
TION OF BICYCLES AND REGULATIONS THEREFOR; RFGUI.ATING ALL PERSONS ENGAGED IN
THE BUSINESS OF DEALING IN SECOND-HAND BICYCLES; REQUIRING ALL BICYCLES RIDEEN
BETWEEN THE HOURS OF SEVEN P. M. AND FIVE A. M. TO BE EQUIPPED I= A REFLECTOR
OR ELECTRIC HEADLIGHT ON THE FRONT AND A REFLECTOR ON THE REAR; PROVIDING A
PENALTY FOR THE VIOLATION HEREOF; PROVIDING THAT THE INVALIDITY OF ANY PART
HEREOF SHALL NOT AFFECT THE VALIDITY OF THE REMAINEER, AND DECLARING AN EMERGENCY.

AN ORDINANCE BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA
FALLS, TEXAS, AUTHORIZING THE ISSUANCE OF BONDS FOR THE PRINCIPAL SUM OF
$509000.00, FOR THE PURPOSE OF REPAIRING AND IMPROVING THE POLICE STATION
AND CENTRAL FIRE STATION OWNED BY SAID CITY; PRESCRIBING THE FORM OF BOND,
INTEREST COUPONS AND CERTIFICATE OF REGISTRATION; LEVYING A CONTINUING DIRECT
ANNUAL AD VALOREM TAX ON ALL TAXABLE PROPERTIES WITHIN THE LIMITS OF SAID CITY
TO PAY THE INTEREST ON SUCH BONDS AND TO CREATE A SINKING FUND FOR THE RE-
DEMPTION THEREOF, AND PROVIDING FOR THE ASSESSMENT AND COLLECTION OF SUCH TAX;

SYSTEM IMPROVEMENT REVENUE BONDS, ' FOR THE PURPOSE OF IMPROVING, ENLARGING,
EXTENDING AND REPAIRING THE T'ATERMRKS SYSTEM OF FAID CITY; PRESCRIBING THE
FORM OF BOND, INTEREST COUPONS AND CERTIFICATES OF REGISTRATION; PLEDGING THE
REVENUES OF THE CITY'S WATERVIURKS SYSTEM TO THE PAYMENT OF PRINCIPAL AND
INTEREST OF THE BONDS, AFTER PROVIDING FOR THE EXPENSE OF OPERATING SAID

R E S O L U T I O N
WHEREAS, there has been submitted to this Board the bid of Crummer
and Company, Inc. of Texas, of Dallas, Texas, to purchase "CITY OF WICHITA FALLS,
TEXAS, POLICE AND FIRE STATION IMPROVEMENT BONDS," dated October 1, 1940, aggregat-
ing $50,000.00, at a price not less than pa r and accrued interest to date of delivery
thereof; and,
WHEREAS, this Board, upon advice and consideration, finds that the said
bid of Crummer and Company, Inc. of Texas, of Dallas, Texas, for the purchase of said
bonds at a price not less than par and accrued interest to date of delivery thereof,
was the highest and best bid received by this Board in respect of the purchase of
said bonds; therefore,
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA, TEXAS:
I.
That the bid of Crummer & Company, Inc. of Texas, of Dallas, Texas, for
the purchase of "City of Wichita Falls, Texas, Police and Fire Station Improvement
Bonds, " dated October 1, 1940, at a price not less than par and accrued interest
to date of delivery thereof, shall be and the some is hereby accepted; said bonds
being for the principal sum of FIFTY THOUSAND DOLLARS ($50,000.00), in denomination
of ONE THOUSAND DOLLARS ($1,000.00) each, numbered consecutively from One (1) to
Fifty (50) , both inclusive, and payable serially on April 1st in each of the years
1942 to 1965, both inclusive, bearing interest from date until paid at the rate of
THREE AND ONE-HALF PER CENTUM (3 ) per annum, payable semi-annually on April 1st
and October lst, in each year, first interest payment date being April 1, 1941, both
principal and interest being payable at Mercantile National Bank at Dallas, Dallas,
Texas.
II.
That said bonds are hereby declared to be sold, and the same are this
date sold, to the said Crummer & Company, Inc. of Texas, of Dallas, Texas, at a price
not less than par and accrued interest to date of delivery thereof.
PASSED,APPROVED AND ADOPTED, this the 23rd day of September, 1940.

REVENUE BONDS," dated October 1, 1940, at a price -ot less than par and accrued
interest to date of delivery thereof, shall be and the same is hereby accepted; said
bonds being for the principal sum of FOUR HUNDRED THOUSAND DOLLARS ($400,000.00) ,
in denomination of ONE THOUSAND DOLLARS ($1,000.00) each, numbered consecutively

from One (1) to Four Hundred (400), both inclusive, and payable serially on
April lst in each of the years 1942 to 1960, both inclusive, but Bonds
Numbers 273 to 400, both inclusive, in whole or in part, are redeemable at
the option of the City, on October 1, 1955, or on any interest payment date
thereafter; Bonds Numbers 1 to 203, both inclusive, maturing on April 1st in
each of the years 1942 to 1952, both inclusive, bearing interest from date
until paid at the rate of THREE PER CENTUM (3%) per annum, and Bonds ,Numbers
204 to 400, both inclusive, maturing on April 1st in each of the years 1953 to
1960, both inclusive, bearing interest from date until paid at the rate of
THREE AND ONE-FOURTH PER CENTUM (�) per annum, payable semi-annually on
April 1st and October 1st, in each year, first interest payment date being

the City's Waterworks System, and further secured by a Mortgage, or Deed of
Trust, on the said City's entire Waterworks System, and all the revenues of

That said bonds are hereby declared to be sold, and the same
are this day sold, to the said Crummer & Company, Inc. of Texas, of Dallas,
Texas, at a price not less than par and accrued interest to date of delivery
thereof.

R E S O L U T I O N
UTEREAS, the following Wichita Falls Consolidated Refunding
Bonds dated June 1, 1936, Numbers 1187, 13439 1352, 157, 158 and 586, making
a total of $4,500.00 refunded into City of Wichita Falls Refunding Bonds
of June 1, 1940, and;
WHEREAS,the above described bonds d-ted June 1, 1936 were for
the purpose of refunding a life sum of Wichita Falls Bonds issued prior to
June 1, 1936, and;
WHEREAS, the Board of Aldermen by prior order set up the sum
of $4,500,00. in a special Sinking Pond Account, said sum of $4,500.00 being
a part of the total amount of $35,000 indebtedness to be retired in cash under
the refunding program of June 1, 1940.

NOW, THEREFORE, be it resolved by the Board of Aldermen of
the City of Wichita Falls, Texas, that the Comptroller of the State of Texas
be authorized to cancel the above described bonds dated June 1, 1936.

Moved by Alderman Fitzpatrick that the Board of Aldermen accept
and approve bid of the American La-France Foamite Corporation on 2350 feet of 22"
fire hose at 61-4 per foot, and 1,000 feet of 1-11 fire hose at 40V per foot.

Ybved by Alderman Naylor that the Board of Aldermen hereby approve
the changes in specifications for the construction of the addition to the Kemp
Public Library, and the extras as set out and recommended by the architects,
increasing the total bid from $12,780 to $13,065, such extras being the incorp-
oration of alternate bids, items No. 1, 2 and 5 in the original bid of the
contract.
Motion seconded by Alderman Fitzpatrick and carried.
Moved by Alderman Naylor that the Board of Aldermen authorize the
payment of $59.74 to Ray Arnhold, Architect, for the balance of fee due by the
City of Wichita Falls in the construction of an addition to the Wichita General
Hospital.
Motion seconded by Alderman Williams and carried.
