Memorial Auditorium Building
The Board of Aldermen of the City of Wichita Falls met in regular
session on the above date at 8:00 o'clock P. M. in the Council Room of the
Memorial Auditorium with the following members present:

The minutes of the meeting of August 19, 1940, and of a regularly
called meeting of August 21, 1940, were read.
Moved by Alderman Williams that the minutes of August 19th, and
August 21st, be approved as read.
Motion seconded by Alderman Naylor and carried.
Moved by Alderman Williams that the Board of Aldermen hereby approve
a re-subdivision of a part of the Stehlik and Baber Addition, being a part of
R. L. Miller's subdivision out of the Thomas Garner Survey, Abstract No. 84, to
the City of Wichita Falls, Texas, being Lots 1 to 7inclusive; Lots 11 and Lots
21 to 25 inclusive; Lot 25 to 26 to 27, all Block B, Stehlik & Baber Addition,
to be designated as Beddow & Hill subdivision of Lots 1 to 7 and 21 to 27 inclu-
sive of Block B, Stehlik & Baber Addition to City of Wichita Falls, Texas, plat
of same hereto attached, and made a part hereof.
Motion Seconded by Alderman Naylor and carried.
Moved by Alderman Williams that the Board of Aldermen authorize the
settlement of personal and property delinquent taxes and settlement of same as
outlined in the following schedule:

Moved by Alderman Stampfli that the Board of Aldermen approve
application of West Side Baptist Church for permit to solicit advertising.
Motion seconded by Alderman Naylor and carried.
Moved by Alderman Wolf that the Board of Aldermen hereby approve
IPA City wide recreational project for the year 1940-41, and approve the
expenditure of not to exceed $300.00 as the City's portion and Sponsor's
contribution on this project.
Motion seconded by Alderman Williams and carried.
Moved by Alderman Wolf that the Board of Aldermen deny the applica-
tion of D. B. Abbott for license to operate the Abbott's Junior Golf Course,
looted at 3006 Seymour Road, for the reason that the said Junior Golf Course
as located does not conform to the terms of the Ordinance governing in relation
to the distance of adjoining properties.
Motion seconded by Alderman Naylor and carried, Alderman Williams
not voting.
Moved by Alderman Stampfli that the Board of Aldermen approve and
grant the request of the Morrison Supply Co. , to construct a platform in front
of their property on Pecan Street at Kentucky Street, to be approximately
six feet wide by eighteen feet long; it being understood and agreed that this
approval is Rranted on representations set out in a letter by the Morrison
Supply Co. , dated September 9, 1940, wherein Morrisson Supply Company agrees
to remove said platform upon the request of duly authorized City officials.
Motion seconded by Alderman Williams and carried.
Moved by Alderman Stampfli that the Board of Aldermen grant the
request of Carl Davis to construct 16 X 22 frame building at 1305 - llth St.,
extending to the property line.
Motion seconded by Alderman Williams and carried.
R E S O L U T I O N
WHEREAS, The Board of Aldermen of the City of Wichita Falls, Texas,
by an order entered on the Minutes of August 19, 1940, accept and approve the
bid of the Whitehill Construction Co. , for an addition to the Kemp Public /
Library, and authorize the Mayor to sign construction contract for same, condi-
tioned upon the receipt of $10,000.00 in funds raised by the Kiwanis Club by
public subscription, and;
WHEREAS, the Kii�a nis Club has deposited in the First National Bank
of Wichita Falls the cash sum of $9,875.00 to the credit of the "Kemp Public
Library Special Building Fund" said sum being augmented by letters of credit
in the total sum of $125.00, applicable to construction accounts.
NOW, THEREFORE, be it resolved by the Board of Aldermen of the City
of Wichita Falls, Texas, that the City Treasurer and City Clerk are hereby
authorized and directed to deposit the above mentioned sum of $9,875.00 in the
Libre--ry Fund of said City, and disburse and account for a said total sum of
$10,000.00 upon duly approved estimates of the cost of said addition to the
Kemp Public Library.
Moved by Alderman Naylor that the foregoing Resolution be adopted.
Motion seconded by Alderman Stampfli and carried by the following
vote:
Yeas: Aldermen Naylor, Stampfli, Williams and Wolf.

Moved by Alderman Naylor that the Board of Aldermen approve
and order paid to Voeleker & Dixon, Architects, the sum of $531.80, being
4% due to date of $13,295.00, for services rendered on plans and specifi-
cations on addition to Kemp Public Library Building.
Motion seconded by Alderman Wolf and carried.
Moved by Alderman Williams that the Board of Aldermen hereby
order a public hearing on the City of Wichita Falls Budget for the
fiscal year beginning October 1, 1940, and ending September 30, 1941,
to be held at the regular meeting of the Board of Aldermen on September
16, 1940.
Motion seconded by Alderman Naylor and carried.
R E S O L U T I O N
WHEREAS, the Congress of the United States of America has
passed a National Defense mepsure calling for the conscription of men for
training service for one year periods in several branches of the Army,
Navy and Air Corp, and;
WHEREAS, it is urged by the executive branch of the Government
of the United States that all employers of men so conscripted for service
under the National Defense program be given leave of absence for such
service, and whenever possible be re-employed upon the completion of their
term of service.
NOW, THEREFORE, be it resolved that the Board of Aldermen of
the City of Wichita Falls, that the employment policy of the City of
Wichita Falls in relation to any employees who may be drafted or conscrip-
ted for service in any arm or branch of the National Defense program, be
given leave of absence for such training period, and whenever possible,
or practicable, their position be filled by the employment of substitutes,
said substitutes employment to be of a temporary nature during the term of
service of any regular employee.
Moved by Alderman Williams that the foregoing resolution
be adopted.
Motion seconded by Alderman Stampfli and carried by the follow-
ing vote:
Yeas: Aldermen Naylor, Stampfli, Williams and Wolf.
Nays: None
Moved by Alderman Wolf that the meeting adjour.
Motion seconded by Alderman Williams and carried.
The Board of Aldermen then adjourned.
