The Board of Aldermen of the City of Wichita Falls met in regular
session on the above date at 8:00 o'clock P. M. in the Council Room of the
Memorial Auditorium with the following members present:

The minutes of the meeting of August 5, 1940 were read.
Moved by Alderman Williams that the minutes of August 5th, be approv-
ed as read.
Motion seconded by Alderman Stampfli and carried.
Moved by Alderman Williams that in the absence of Mayor W. E. Fitz-
gerald from the City that Alderman Wolf be appointed Mayor-protem for this meet-
ing. -
Motion seconded by Alderman Hyer and carried.
Moved by Alderman Williams that the Board of Aldermen accept and
approve the bid of Whitehill Construction Co., for the construction of an addition
to the Kemp Public Library on the base bid amount of $12,780,00 N-,d alternate
bid of $13,735.00, and further authorize the Mayor to sign construction contracts
upon the receipt of $10,000 in funds raised by the Kiwanis Club by public sub-
scription, said funds to be received by the City of Wichita Falls and deposited
in the Library Fund to apply on building construction. Further that acceptance
and approval of the bid of Whitehill Construetior Co., is conditioned upon
such changes as may be recommended by the Architect and approved by the Board
of Aldermen.
Motion seconded by Alderman Hyer and carried.
Moved by Alderman Stampfli that the Board of Aldermen reject all
bids submitted for the construction of swimming pool at the Negro Park, and
postpone construction of said swimming pool until March 1941.
Motion seconded by Alderman Naylor and carried.
The Committee appointed by the Mayor for the purpose of surveying
and reporting to the Board of Aldermen the right of ray necessary for the com-
pletion of proposed water plant improvement, reported with recommendations.

Moved by Alderman Naylor that the Board of Aldermen accept
and approve the report of the committee on the right-of-way for the
water plant construction and project, and authorize the purchase by the
City of the following listed properties at the amounts indicated: j

Upon the approval of title by City Attorney, authorize and
instruct the City Attorney to proceed immediately with condemnation proceed-
ings on the following property:

Moved by Alderman Williams that the Board of Aldermen authorize
the advertising for bids on plans and specifications for the construction
of the eater plant, subject to final approval of the WPA project covering the
construction of said plant.
Motion seconded by Alderman Stampfli and carried.
Moved by Alderman Naylor that the Board of Aldermen accept and
approve the reported offer of W. F. George for the payment of $300.00 rental
due under the terms of certain contract for the lease of land occupied by the
City Market, and the payment of $100.00 rental per year thereafter, and further
authorize the execution of an agreement, or lease, between the City of Wichita
Falls and W. F. George for $100.00 rental per year for said land.
Motion seconded by Alderman Stampfli and carried.
The City Manager reported with estimates on the proposed sanitary
sewer serviee at the Wichita Falls Airport.

RESOLUTION
i Moved by Alderman Williams that the Board of Aldermen of the City
of Wichita Falls authorize the execution for and on behalf of the City of
Vichita Falls that certain Works Progress Administration Project Proposal,
Sponsor's Proposal No. 3-40, and being a project to construct Sewer System at
the Airport, and further that W. E. Fitzgerald, Mayor of the City of Wichita
E Falls, be authorized to execute such project as the Sponsor's agent, and that
J. Bryan Miller, City Manager, be authorized to execute such project proposal
as the fiscal officer of said City.

Moved by Alderman Williams that the Board of Aldermen of the City
of Wichita Falls do hereby allocate and set aside to that certain project
described in Works Progress Administration Project Proposal, Sponsor's Proposal
No. 3-40, and entitled "Project to construct Sewer System at Airport", all
those certain funds, materials and equipment as set in such proposal, as the
Sponsor'szntribution, and being in the total amount of $19055.00, and that
such funds allocated from and constitute a charge aginst the General Fund of
said City.

Yeas: Aldermen Hyer, Naylor, Stampfli, Williams and Wolf.
Nays: None.
The President of the Wichita Falls Safety Council and Dr.
Theodore Hyde appeared before the Board of Aldermen and proposed an
ordinance governing the sale, purchase, operation and licensing of
bicycles. The Mayor ordered consideration of this proposed ordinance
at the neat regular meeting September 9, 1940.
Protesting against the operation of certain minature
golf courses citizens requested the enforcement of Ordinance No. 1036.
Moved by Alderman Williams that the Board of Aldermen
authorize the settlement of personal and property delinquent taxes and
settlement of same as outlined in the following schedule:

Moved by Alderman Naylor that the Board of Aldermen order condemnation
of Lot 34 Block 8 Sibley Taylor Addition for the purpose of right-of-way for drain-
age ditch of the canal, and further order the City Attorney to file suit for
collection of delinquent taxes on said lot.
Motion seconded by Alderman Stampfli and carried.
Moved by Alderman Stampfli that the Board of Aldermen order the
payment to the Wichita General Hospital of $1372.79 for the month of July, on
the payment of like amount by the Wichita County.
Motion seconded by Alderman Naylor and carried.
Moved by Alderman Naylor that the Board of Aldermen hereby appoint a
Purchasing and Inspection Committee composed of C. W. Snider, Oscar Burden and Pat
Simmons to facilitate the building and construction of the Y. W. C. A. building
under WPA Project sponsored by the City of Wichita Falls.
Motion seconded by Alderman Williams and carried.

Moved by Alderman Naylor that the Board of Aldermen
authorize the sale of Riverside Cemetery space 407 Z to 011ie Lawson.
Motion seconded by Alderman Williams and carried.
Moved by Alderman Naylor that the Board of Aldermen grant
dance license to Neil Armstrong, colored, located at 100 Lake Street,
upon the approval of the Health Department of the sanitary conditions,
and with the understanding that Neil Armstrong shall employ an officer
under the direction o-f the Police Department.
Motion seconded by Alderman Williams and carried.
Moved by Alderman Williams that the Board aP Aldermen adjourn.
Motion seconded by Alderman Stampfli and carried.
The Board of Aldermen then adjourned.
