Memorial Auditorium,
The Board of Aldermen of the City of Wichita Falls met in regular
session on the above date at 8:00 o•elock P. M. in the Council Room of the
Memorial Auditorium with the following members present:
W. E. Fitzgerald, Mayor

T. A. Hicks, City Attorney,
T. Bryan Miller, City Manager

The minutes of the meeting of July 15th, were read.
Moved by Alderman Naylor that the minutes of July 15th be approved
as read.
Motion seconded by Alderman Stampfli and carried.
ORDINANCE N0, 1305
AN ORDINANCE AMENDING SECTION 9 AND SECTION 11 OF ORDINANCE N0,
538 PASSED AND APPROVED ON THE 15TH DAY OF SEPTEMBER, A. D., 19249 AN AMEND-
ED ORDINANCE, NO. 1144, PASSED AND APPROVED THE 4TH DAY OF DECEM R, 19330
AN AMENDED ORDINANCE N0, 11949 PASSED AND APPROVED THE 25TH DAY OF MARCH 1935,
ENTITLED "AN ORDINANCE CREATING AN OFFICE OF ELECTRICAL INSPECTOR REGULATING
THE WAY AND MANNER IN TEICH ELECTRICAL WIRES AND APPARATUS SHALL BE INSTALLED
IN THE CITY OF WICHITA FALLS, TEXAS, AND PROVIDING FOR THE GENERAL INSPECTION
OF SUCH WORK, PROVIDING FOR THE I 'SUANCE OF LICENSES AND PERMITS, PROVIDING
FOR FEES TO BE CHARGED FOR DOING OF SUCH RDRK, REPEALING ALL ORDINANCE AND
PARTS OF ORDINANCE IN CONFLICT HEREWITH, PROVIDING A PENALTY FOR THE VIOLATION
OF THIS ORDINANCE.
Moved by Alderman Wolf that Ordinance No. 1305 introduced on its
first reading be rejected and not passed.
Motion seconded by Alderman Stampfli and carried by the following
vote:
Yeas: Aldermen W. Ralph Hyer, H. J. Naylor, Jas. M. Williams,
V. E. Stampfli and Frank Wolf.
Nays: None,
The City Attorney filed his written report with the Board of
Aldermen in re the claim of Mrs. H. W. Bryans filed by Ed. Leucke, Attorney,
recommending that the claim be disallowed.
Moved by Alderman Williams &hat the Board of Aldermen disallow
the claim of Mrs. H. W. Bryan.
Motion seconded by Alderman Ne l&and carried.

Moved by Alderman Williams that the Board of Aldermen
approve and Prant the issuance of Master Plumber's License to Ben H.
Richmond upon the payment of renewal license for the calendar years
19399 19W, 1939 and 1940.
Motion seconded by Alderman Wolf and carried.
ORDINANCE NO. 130A
AN ORDINANCE CLOSING AND ABANDONING THAT PART OF
MISSISSIPPI STREET FROM ITS IETE RSECTION OF CHESTER STREET TO SWARTZ
STREET AND THAT PART OF SWARTZ STREET EXTP3JDING FROM VIRGINIA AVENUE
TO THE INTERSECTION OF MISSISSIPPI STREET, BOTH = SAID STREETS
BEING IN THE CITY OF WICHITA FALLS, TEXAS, AND BEING MORE PARTICM ARLY
DESCRIBED HEREINAFTER.
Moved by Alderman Naylor that Ordinance No. 1306 be
passed on its First reading.
Motion seconded by Alderman Hyer and carried with the
following vote:
Yeas: Aldermen W. Ralph Hyer, H. 7. Naylor, V. E. Stampfli,
Jas. M. Williams and Frank Wolf,
Nays: None.
Moved by Alderman Stampfli that the Board of Aldermen
allow the claim of Leonard Aldridge in the sum of $22.00
Motion seconded by Alderman Naylor and carried.
City Attorney, T. A. Hicks, filed v4th the Board of Alder-
men written opinion in regard to claim of J. C. Fincher for Claude
Fincher, Jr, and filed by E. W. Napier, Attorney , recommending that
the claim be disallowed.
Moved by Alderman Williams that the Board of Aldermen
disallow the claim of J. C. Fincher for Claude Fincher, Jr.
Motion seconded by Alderman Stampfli and carried.
Moved by Alderman Stampfli that the Board of Aldermen
authorize the payment out of the total collections received by the City
from the operation of the Soft Ball Association at Scotland Park, of an
amount necessary to pay the deficit incurred by the Soft Ball Association
to date, or through the period of the baseball tournament now in progress
at Scotland Park, and any such money so allowed or advanced on their
account to be charged to their account, and repaid by the Soft Ball Association
from future games and tournaments during the current season.

Moved by Alderman Williams that the Board of Aldermen
allow building permit for construction of a two story frame building
fronting on llth Street and in line with business buildings now occupied
by grocery stores known as Cashis King Grocery.
Motion seconded by Alderman Hyer and aarried.
Moved by Alderman Stampfli that the Board of Aldermen approve
the permit for the erection of a sign of the Panhandle Refining Co.,
said sign to be located between the street property line and the street
curb line, and located at the intersection of Talonic and Scott Streets,
subject to the approval of the Highway Depattment.
Motion seconded by Alderman Williams and carried.
Moved by Alderman Naylor that the Board of Aldermen approve
for payment $2370.92 to the Wichita General Hospital on payment of like sum
by Wichita County.
Motion seconded by Alderman Stampfli and carried,
Moved by Alderman Naylor that the Board of Aldermen adjourn.
Motion seconded by Alderman Stampfli and carried.
The Board of Aldermen then adjourned.
