Memorial Auditorium

The Board of Aldermen of the City of Wichita Falls met in
regular session on the above date at 8:00 o'clock P. M. in the Council Room
of the Memorial Auditorium with the following members present:

J. Bryan Miller, City Manager
J. No Crouch, City Clerk
T. A. Hicks, City Attorney
The minutes of the meeting of June 24th were read.
Moved by Alderman Fitzpatrick that the minutes of the meeting
of June 24th be approved as read.
Motion seconded by Alderman Naylor and carried.
The Committee of the Council heretofore appointed to bring before
the Board of Aldermen recommendations for the amending of Ordinance governing
the collection and disposal of trash and garbage in the City Limits, made an
informal report that the Committee would submit to the Board of Aldermen an Ordi-
nance requiring #1,000 bond on each operator, and requiring each operator to be
licensed for the-operation of each vehicle, and further recommended that the
City negotiate with the licensed haulers to remove the excess or surplus refuse
trash and garbage throughout the City.
Mayor Fitzgerald acknowledged this report, and requested the
Committee to continue, and bring a proposed Ordinance incorporating these
suggestions, or recommendations, together with any other recommendations the
Committee saw fit to incorporate in said proposed Ordinance.
The City Manager reported on his investigation relative to the
policy of the City in the payment of State taxes used by the Municipality.
Moved by Alderman Byer that the Board of Aldermen hereby approve
the withholding of State taxes on gasoline used by the City of Wichita Falls
for governmental purposes, and further authorize the proper City officials or
agents to execute a certificate and agreement between the City of Wichita Falls
and the refineries, or distributors, furnishing gasoline to said City of Wichita
Falls, setting out that the Municipality has purchased the motor fuel described
on the dates and in the quantities shown on the delivery records, or invoices,
of sale, and that such motor fuel is purchased for the exclusive use of said
Municipality, and further agreeing that should the State of Texas make demand upon
the refineries, or distributors, of gasoline furnished for the exclusive use
of the City of Wichita Falls, for the amount of State tax involved in said sales,
said Municipality will, when requested by said refineries, or distributors, re-
imburse said refineries, or distributors, fbr the amount of State Tax so paid.

Moved by Alderman Williams that the Board of Aldermen
authorize the expenditure of not more than1175.00 during the month of
July 1940 for the purchase of supplies necedeary to continue the
W. P. A. Sewing Room Project, upon the payment of like sum by the
Wichita County.
Motion seconded by Alderman NsOr and carried.
Moved by Alderman Williams that the Board of Aldermen
hereby exercise their options obtained in contract, or agreement, of
June 19, 1989 between the City of Wichita Falls and Wichita Falls School
Board, Wichita Falls Independent School District and the Junior College,
to purchase equipment belonging to the said School Board at a cost to
not exceed $505.00.

Moved by Alderman Hyer that the Board of Aldermen authorize
the installation of electric stop and go traffic signals at intersection
of 6th and Burnett St.,
Motion seconded by Alderman Naylor and carried.
Ben H. Richmond made a personal request to the Council
to refund the sum of $10.00 on Master Plumber's License dated 1938.
Mayor Fitzgerald deferred action on this request avaaiting further
investigation and report.
Moved by Alderman Williams that the Board of Aldermen
authorize and order adjustment of personal and property taxes and settle-
ment of same as set out in the following schedule:

and instruct the City Attorney to proceed immediately with the filing of tax
suits as listed, and instruct that a take off record of the County Clerk's
records on all property involved in any City tax suits be furnished the Legal
Department:
