Memorial Auditorium Building
April 15, 1940
The Board of Aldermen of the City of Wichita Falls met in regular
session on the above date at 8:00 o'clock P. M. in the Council Room of the Memorial
Auditorium rith the following members present:
W. E. Fitzgerald, Mayor

J. Bryan Miller, City Manager
J. H. Crouch, City Clerk
T. A. Hicks, City Attorney
The minutes of the meeting of April 8th were read.
Moved by Alderman Naylor that the minutes of the meeting of April 8th
be approved as read.
Motion seconded by Alderman Hyer and carried.
Moved by Alderman Naylor that the Board accept the bid of Austin Con-
struction Company, subject to the approval of Works Projects Administration, in
the sum of $25,334.64 as the lowest and best bid on the proposed paving of twenty-
seven blocks under recently approved WPA project.
Motion seconded by Alderman Wolf and carried.
Moved by Alderman Wolf that the Board approve the refund of $732.81 on
-- water main contract to R. E. Huff estate and Wichita Realty Company, the same being
chargable to the original water main contract b Huff, Mytinger & 'balker.
Motion seconded by Alderman Hyer and carried.
ORDINANCE NO. 1301
AN ORDINANCE GRANTING THE RIGHT, PRIVILEGE AND FRANCHISE TO THE FORT
WORTH & DENVER CITY RAILWAY COMPANY, ITS SUCCESSORS, LESSEES AND ASSIGNS TO CONSTRUCT,
MAINTAIN AND OPERATE A SWITCHBACK TRACK CROSSING INDIANA STREET, WICHITA STREET AND
ALLEY WAY RUNNING EAST AND WEST THROUGH BLOCK SEVENTY-SIX, ORIGINAL TOWNSITE OF
WICHITA FALLS, AND BEI1G MORE PARTICULARLY SHOVN ON BLUE PRI^.'T ATTACHED HERETO AND
MADE A PART HEREOF, MARKED "EXHIBIT A" SHOUTING SAID RIGHT-OF-WAY TRACK, FOR A PERIOD
OF TWENTY-FIVE YEARS.
Moved by Alderman Wolf that Ordinance No. 1301 be passed on its second
reading.
Motion seconded by Alderman Naylor and carried with the following vote:
Yeas: Aldermen Hyer, Naylor and Wolf.
Nays: None.
Moved by Alderman Naylor that the Board reconsider their previous
action on application for public dance license filed by Yrs. Billie Davis Hester
and grant a dance license to Mrs. Billie Davis Hester, dba the Silver Inn and
located at 117 Henrietta Street, being a continuation of 17th Street between the
lUichita Valley Railroad tracks and Scott Avenue highway.
Motion seconded by Alderman Hyer and carried.
Citizens living in the 800 block on Tulsa Street filed a request for
improvement of the street in their block.
This request was referred to the City Manager for attention.
Moved by Alderman Wolf that the Board graht-the °request of the local
chapter of De Molay to operate the City government, under the direction of the
City Manager and various department heads, on Friday, May 17th.
Motion seconded by Alderman Hyer and carried.
Moved by Alderman Naylor that the Board approve the building permit for
the erection of a one story hollow tile apartment building 14ft x 42 ft. on the
rear of the lot at 705 Austin Street, the walls of said building to be not less
than four inch tile with cement or plaster on both sides.
Motion seconded by Alderman Hyer and carried.
Moved by Alderman. Wolf that the Board authorize including of six lights
in the plans and specifications to be used for the conbtruction of a proposed
underpass on Lincoln Street.
Motion seconded by Alderman Naylor and carried.
Moved b-; Alderman Wolf that the Board approve the request of Oscar Luns-
ford, Plumber, to be allowed installation of plumbing in the apartment building on
Kemp Boulevard using standard fittings.
Motion seconded by Alderman Naylor and carried.
Moved by Alderman Wolf that the use of the Auditorium be granted to the
Dallas Boosters without charge on April 25th.
Motion seconded by Alderman Naylor and carried.
Moved by Alderman Wolf that chauffeurs license be granted to Clayton
Woodward.
Motion seconded by Alderman Naylor and carried.

Moved by Alderman Wolf that the Board authorize and order payment
of $1,039.32 to Wichita General Hospital upon payment of a like sum by Wichita
County for hospital expenses for month of March.
Motion seconded by Alderman Hyer and carried.
Mayor Fitzgerald appointed Alderman Hyer as a member of the Council
committee forming a joint committee with the County to review the needs of the
several Goverment offices sponsored by the County and the City and bring recommend-
ations for their support to the Council.
Moved by Alderman Wolf that the Board authorize payment of $15.00 annual
membership in the West Texas Golf Association for the Municipal Golf Club.
Motion seconded by Alderman Naylor and carried.
Moved by Alderman Naylor that the Board of Aldermen adjourn.
Motion seconded by Alderman Wolf and carried.
The Board of Aldermen then adjourned.
