Memorial Auditorium Building
January 22, 1940
The Board of Aldermen of the City of Wichita Falls met in
regular session on the above date at 8:00 o'clock p. M. in the council
room of the Memorial Auditorium with the following members present:

The minutes of the meeting of January 8th were read.
Moved by Alderman Bebb that the minutes of the meeting of
January 8th be approved as read.
Motion seconded by Alderman Stampfli and carried.
ORDINANCE NO. 1296
AN ORDINANCE AMENDING SECTION 23 OF ORDINANCE NO. 1243 PASSED
AND APPROVED ON THE 2ND DAY OF NOVEMBER, A. D. 1936, ENTITLED "AN ORDINANCE
CREATING AND DEFINING PARKING METER ZONES IN TEE CITY OF WICHITA FALLS, TEXAS;
PROVIDING FOR THE INSTALLATION, OPERATING AND MAINTENANCE OF MECHANICAL DE-
VICES TO REGULATE PARKING IN SAID PARKING INTER ZONES; PROVIDING FOR TIC COL-
LECTION OF REGULATCRY AND INSPECTION FEES FOR THE USE OF SUCH DEVICES; PRO-
VIDI-NTG FOR THE DEPOSIT OF SUCH FEES BY THE CITY TREASURER IN A SPECIAL FUND;
PROVIDING FOR THE METHOD AND PURPOSES OF DISBURSEMENT OF SAID FUND; MAKING IT
UNIAS".T'UL TO USE THE STREETS OR PORTIONS OF TIC STREETS SC DESIGNATED FOR PARK-
ING EXCEPT THROUGH USE OF PARKING METERS; DEFINING MHAT !".CT SHALL BE UNLAWFUL,
AND FIXING PENALTIES FOR THE VIOLATION OF THE PROVISIONS OF THIS ORDINANCE,
AND REPEALING ALL ORDINANCES AND P:",.RTS OF ORDINANCES IN CONFLICT HEREWITH AND
DECLARING AN EMERGENCY."
Moved by Alderman Wolf that Ordinance No. 1296 be passed
and approved on its third and final reading.
Motion seconded by Alderman Bebb and carried with the follow-
ing vote:
Yeas: Aldermen Bebb, Stampfli, Williams and Wolf.

Moved by Alderman Bebb thst the Board approve an order
Payment the sum of $409,50 to Voelcker and Dixon, architects, and the sum of
$229,00 to Ray C. Arnhold, architect, for services rendered in preparation
of preliminary plans, specifications, estimates, etc. , on WPA application
authorized on order of the Board of Aldermen, July 7, 1938;Jthese payments
being-one per cent of the total fees ehargable as architects fees for re- i
modeling the old Post Office building and remodeling Central Fire & Police
station buildings it being understood that in the event either or both of
these buildings are remodeled on plans and specifications prepared by Voelcke
and Dixon or Ray C. Arnhold, that the amount of these fees herein ordered
paid shall apply as part payment on the total fees for architectural services.

Moved by Alderman Wolf that the Board of Aldermen author-
ize the settlement of personal and property delinquent taxes and settlement
of same as set out in the following schedule:

Moved by Alderman Bebb that the Board grant domino license to
J. L. Brown, 702A Scott Street and dance license to W. G. Peeler doing business
as the "400 Club" located in the Labor Temple.
Motion seconded by Alderman Stampfli and carried.
Moved by Alderman Williams that the Board authorize the sale
of cemetery space 454 Block Z, Riverside Cemetery, to Mary E. Hawkins.
Motion seconded by Alderman Stampfli and carried.
Moved by Alderman Stampfli that the Board authorize the expendi-
ture of approximately $50.00 for the moving of building in the establishment of
a sewing room project for negroes.
Motion seconded by Alderman Williams and carried.
Moved by Alderman Bebb that the Board authorize the payment of
$20.00 per month rental, the same being bne-half of the office rental of the
Texas Welfare District Office in the Panhandle Building.
Motion seconded by Alderman Williams and carried.
Moved by Alderman Williams that the Board of Aldermen adjourn.
Motion seconded by Alderman Stampfli and carried.
The Board of Aldermen then adjourned.
