Min 01/08/1940 Wichita Falls, Texas Memorial Auditorium Building January 8th, 1940 The Board of Aldermen of the City of Wichita Falls met in regular session on the above date at 8:00 o'clock P. m. in the Council Room of the Memorial Auditorium with the following members present: E. A. Bebb, ) T. W. Fitzpatrick, ) Aldermen H. J. Naylor, ) Frank Wolf. ) T. Bryan Miller, City Manager J. H. Crouch, City Clerk The,lbert Martin, Assistant City Attorney Moved by Alderman Naylor that in the absence of Mayor W. E. Fitzgerald, Alderman E. A. Bebb be appointed Mayor pro-tempore to act for this meeting. Motion seconded by Alderman Wolf and carried. The Minutes of the meeting of December 18th were read. Moved by Alderman Wolf that the minutes of the meeting of December 18th be approved as read. Motion seconded by Alderman Fitzpatrick and carried. ORDINANCE NO. 1296 AN ORDINANCE AMENDING SECTION 23 OF ORDINANCE NO. 1243 PASSED AND APPROVED ON THE 21D DAY OF NOVEMBER, A. D. , 1936, ENTITLED "AN ORDINANCE, CREATING AND DEFINING PARKING METER ZONES IN T 1E CITY OF WICHITA FALLS, TEXAS; PROVIDING FOR THE INSTALLATION, OPERATING AND IiAINTENANCE OF MECHANICAL DE- VICES TO REGULATE PARKING IN SAID PARKING METER ZONES; PROVIDING FOR THE COL- LECTION OF REGULATORY AND INSPECTION FEES FOR THE USE OF SUCH DEVICES; PRO- VIDING FOR THE DEPOSIT OF SUCH FEES BY THE CITY TREASURER IN A SPECIAL FUND; PROVIDING FOR THE METHOD AND PURPOSES OF DISBURSEITNT OF SAID FUND; MAKING IT UNLAITUL TO USE THE STREETS OR PORTIONS OF THE STREETS SO DESIGNATED FOR PARK- ING EXCEPT THROUGH USE OF PARKING METERS; DEFINING 111AT ACT SHALL BE UNLA.1 FUL, AND FIXING PENALTIES FOR T.=OLATION OF THE PROVISIOIIS OF THIS ORDINANCE, AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREThTTH AND DECLARING AN EMERGENCY." Moved by Alderman Naylor that Ordinance No. 1296 be passed on its second reading. Motion seconded by Alderman Wolf and carried with the following vote: Yeas: Aldermen Bebb, Fitzpatrick, Naylor and Wolf. Nays: None. Moved by Alderman Naylor that the Board grant issuance of a chauffeurs license to Edward McMillan. 3 Motion seconded by Alderman Fitzpatrick and carried. i 3 Moved by Alderman Wolf that the Beard of Aldermen, based on the written opinion of the City Attorney, disallow the claim by Mrs. C. C. Wiseman vs the City of Wichita Falls. Motion seconded by Alderman Fitzpatrick and carried. Motion seconded by Alderman Naylor and carried. Moved by Alderman Naylor that the Board grant issuance of a domino license to Mrs. Ruth Ballard, d4a the Palace Domino Hall located at 723 Ohio. Motion seconded by Alderman Fitzpatrick and carried. Moved by Alderman Wolf that the Board allow license to the Southwest Jewish Chronicle represented by A. D. Cory to solicit commercial advertising in the City. Motion seconded by Alderman Naylor and carried. Moved by Alderman Wolf that the Board of Aldermen adjourn.
