Min 12/11/1939 21 Wichita Falls , Texas Memorial Auditorium Building December 11, 1939 The Board of Aldermen of the City of Wichita Falls met in regular session on the above date at 8:00 o'clock P. 11. in the Council Room of the Memorial Auditorium with the following members present: W. E. - Fitzgerald, Yayor H. J. Naylor, ) V. E. Stampfli, ) Aldermen Tas. 1 . Williams ) J. Bryan Miller, City Manager J. H. Crouch, City Clerk T. A. Hicks, City Attorney The minutes of the meeting of December 4th were read. Moved by Alderman Williams that the minutes of the meeting of December 4th be approved as read. Motion seconded by Alderman Stampfli and carried. Alderman E. A. Bebb took his seat at the Council Table and was recognized by Mayor Fitzgerald. Moved by Alderman Bebb that the Board of Aldermen of the City of Wichita Falls authorize the execution for and on behalf of the City of Wichita Falls t`-at certain Works Progress Administration Project Proposal, Sponsorts Proposal No. 6-39, and being a project to construct by-pass canal from irrigation ditch lateral to County Farm, and, further that W. E. Fitzgerald, Mayor of the City of Wichita Falls, be authorized to execute such project as the Sponsor's Agent, and that T. Bryan Miller, City Manager, be authorized to execute such project proposal as the fiscal officer of said City. Motion seconded by Alderman Stampfli and carried. Moved by Alderman Bebb that the Board of Aldermen of the City of Wichita Falls do hereby allocate and set aside to that certain project described in Works Progress Administration Project Proposal, Sponsor's Proposal No. 6-39, and entitled "Project to construct by-pass canal from irrigation ditch lateral to County Farm," all those certain funds, materials and equipment as set in such proposal, as the Sponsor's contribution, an being in the total amount of $19,617.00 and that such funds allocated from and constitute a charge against the !%ter Fund of said City. RESOLUTION WFMZEAS, in order to operate the funds set aside by the City and known as the revolving; fund for the purchase of Food Order Stamps, said fund being deposited in the City National Bank and under the order of Walter S. Lindsey, as provided in an agreement between the Federal Surplus Commodities Corporation, the State Department of Public Welfare, Wichita County and the City of .Wchita Falls, and VEEREA.S, it will be necessary for the Council to authorize the signature on checks against said fund of Vialter S. Lindsey. NO1' , THEREFORE, BE IT RIZOLVED BY THE BOA??D OF ALDE-ZATEN OF UE CITY OF V1ICi!I`I'A FAL'.S, TEXAS: That the signature of t1alter S. Lindsey be recognized on checks against said revolving fund for the purchase of Food Order Stamps, said fund being deposited in the City National Bank. All checks draum on this fund will be made payable to the City National Bank for exchange payable to the Treasurer of the United States for the purchase of Stamps. Moved by Alderman Bebb th- t the City ganger is hereby authorized to make certain needed repairs in the old Post Cffice Buildiig necessary for the housing of Federal. Government agencies at an estimated expenditure of *500,00, provided the County of v%ichita pays one-half of the estimated cost of $500.OG. . AGREiV T STATE OF TEXAS � COUNTY OF WICHITA VMREAS, it has come to the attention of the Board of Aldermen of the City of Wichita Falls, Wichita County, Texas, in regular session on this the llth day of December, 1939, that the State Highwy Department has made a location from the intersection of Scott Avenue and Lincoln Street extending to a point on Arkansas Street, approximately twenty (20) feet Northwest from the intersection of Arkansas and Lincoln Streets, for the purpose of constructing an Underpass with the Fort 6orth and Denver City Railway, provided, the City of Wichita Falls, through its Board of Aldermen agrees to secure theright-of-way required for this construction, as indicated by the right-of-way map, and provided further th t the City of Wichita Falls acting through its Board of Aldermen agrees to secure certain parcels of land required by the Fort Vtorth and Denver City Railway for the construct on of spur tracks. These parcels of land to be as indicated on the attached right-of-way map. The City of Wichita Falls also agree§, to furnish the above mentioned tracts to the State Highway Department and the Fort orth and Denver City Railway Company respectively, each tract to be clear of all obstructions. ed j It is therefore ordej/ that the City of �Iichita Falls, acting through its Board of Aldermen agrees and obligates itself to secure all right-of- way required by the State Highway Department and by the Fort �Aorth and Denver City Railway Company as indicated on the attached right-of-way map and further agrees to clear the right-of-way cf all obstructions and to furnish clear title to each parcel secured without cost to either the State Highway Department or the Fort Worth and Denver City Railway Company. Moved by Alderman Naylor that the Board authorize the construction of the proposed sidewalk on Sixth Street adjacent to Huff-McGregor Park. Said walk to be constructed eight feet back of the curb line. Motion seconded by Alderman Williams and carried. Moved by Alderman Naylor that the Board deny the application of Fred E. A. Darr for a building permit to remodel and repair residence property at 1203 Travis, said property being more than fifty per cent damaged by fire. Motion seconded by Alderman Stampfli and carried. Moved by Alderman Stampfli that the Board of Aldermen adjourn. Motion seconded by Alderman Naylor and carried. The Board of Aldermen then adjourned.
