The Board of Aldermen of the City of Wichita Falls met in regular
session on the above date at 8:00 Occlock P. 11. in the Council Room of the Memorial
Auditorium with the following members present:

The minutes of the meeting of November 13th were read.
Moved by Alderman Williams that the minutes of the meeting of
November 13th be approved as read.
Motion seconded by Alderman Bebb and carried.
ORDINANCE N0, 1292
AN ORDINANCE MAKING APPROPRIATION FOR SUPPORT OF THE CITY GOVERN-
MENT FOR TNT; FISCAL YEAR BEGINNI ING OCTOBER 1, 1939, AND ENDING SEPZH M 30, 1940.
Moved by Alderman Bebb that Ordinance No. 1292 be passed on its
third and final reading and approved as read.
Motion seconded by Alderman Williams and carried with the follow,-Ing
vote:
Yeas: Aldermen Bebb, Fitzpatrick, Stampfli, Naylor, Williams and
'Wolf.
Nay: None.
ORDINANCE NO. 1293
AN ORDINANCE LEVYING, ASSESSING, AND FIXING THE, RATE OF TAXATION
IN THE CITY OF VdCHITA FALLS, TEXAS, FOR RIE YEAR A. D. 19390 AND I.ETMG AN
OCCUPATION TAX ON ALI OCCUPATIONS TAXABLE UNDER THE LAIZ OF T'E STATE OF TEXAS
AND TIE, CHARTER X D ORDINANCES OF SAID CITY.
Moved by Alderman Bebb that Ordinance No. 1293 be passed on its
third and final reading and approved as read.
Motion seconded by Alderman Williams and carried with the following
votb:
Yeas: Aldermen Bebb, Fitzpatrick, Naylor, Stampfli, Williams and
Wolf.

ORDINANCE NO. 1288
AN ORDINANCE DEFINING TILE WORD "'PYROTECHNICS;" PROVIDING THAT NO
PERSON, FIRM OR CORPORATION SHALL SELL ANY PYROTECHNICS IN THE CITY OF WICHITA FALLS
TO BE USED, FIRED OR EXPLODED IN SAID CITY; PURTR MaAKING IT UNLA'V7UL FOR ANY
PERSON, FIRM: OR CORPORAT-ON TO r'LAVE ANY PYROTECHNICS IN THE CITY OF WICHITA FALLS
FOR THE PURPOSE OF USING, FIRII G OR EXPLODING SA IE; AND PROVIDING FOR THE SEIZURE
OF SUCH PYROTECHNICS; VETTING FORTH CERTAIN EXCEPTIONS AND AUTHORIZING THE ISSUANCE
OF PERMITS UNDER CERTAIN CIRCUMSTANCES BY THE BOARD CF ALDERYEN; PROVIDING THAT IF
ANY PART OF THIS ORDINANCE IS DECLARED VOID, SUCH HOLDING SHALL NOT AFFECT THE VALID
PROVISIONS THEREOF; AND PROVIDING A PENALTY; THIS ORDINANCE SHALL BE IN FULL FORCE
ON TANUARY 2, 1940.

third and final reading and approved as read.
Motion seconded by Alderman Bebb and carried with the following
vote:
Yeas: Aldermen Babb, Fitzpatrick, Stampfli, Va lliams and Wolf.
Nays: alderman Naylor.
Moved by Alderman Wolf that the Board authorize the settlement of
personal and property delinquent taxes and settlement of same as outlined in the
following schedule:

Moved by Alderman Naylor that the Baord grant an advertising permit
to the Southwestern Telephone "orkers Union.
Motion seconded by Alderman Bebb and carried.
Moved by Alderman Bebb that the Board authorize the Mayor, for and
on behalf of the City of Wichita Falls, to enter into and make a joint contract
or agreement with Wichita County anal +1i-,Athe United States of America or its duly
qualified representatives for the purpose of creating a district orgafiization to
handle the Goverment Relief Commodities Stamps, and Furth r authorize and order
the payment of $6,000 out of the General Fund to the Goverm.lent or its agencies
set up, or to be set up, for the administration of the Relief Commodities Stamps.
Project, same to be used as a revolving fund for the purchase of said Relief Stamps,
and further authorize the payment of $50.00 per month for administrative salary
on said Project and further authorize the payment of public utilities and provide �
space necessary for the maintainence of said Project, all of which has been hereto-
fore included an.--, approved in the budget of the City of Wichita Falls for the fismal
year 1939-1940.
Motion seconded by Alderman Naylor and carried.
Moved by Alderman Stampfli that the Bold grant issuance of a
special permit for the display of fireworks on a vacant lot near the Wichita
Theatre on the evening of November 29th.
Motion seconded by Alderman Bebb --=L- with the following
result:
Yeas: Aldermen Bebb, Stampfli and Williams.
Nays: Aldermen Wolf, Fitzpatrick and Naylor.
The Mayor declared the vote to be a tie vote and cast his vote yea,
declaring the motion carried.
Moved by Alderman Wolf that the Board of Aldermen adjourn.
Motion seconded by Alderman Fitzpatrick and carried.
The Baard of Aldermen then adjourned.
