Min 05/15/1939 Wichita Falls, Texas Memorial Auditorium Building May 15, 1939 The Board of Aldermen of the pity of Wichita Falls met in regular session at 8:00 P. 1. on the above date'in the Council Room in the Yemorial Auditorium Building with the following members present: E. A. Bebb, ) J. Fitzpatrick, ) H. J. i4aylor, ) Aldermen V. E. Stampfli, ) Frank ThTolf, ) J. Bryan Miller, City Manager J. H. Crouch, City Clerk T. A. Hicks, City Attorney In the absence of Mayor Fitzgerald, Alderman 4olf moved that Alderman Bebb be elected Mayor Pro-Tempore for this meeting. Motion seconded by Alderman Naylor and carried. The minutes of the last regular meeting, of May 8th were read. P.oved by'Alderman 1'`?aylor that the minutes of the last regular meeting of May 8th be approved as read. Moved by Alderman `golf that Ordinance No. 1285 be passed on its second reading. Motion seconded by Alderman Fitzpatrick. Oponents and proponents of this measure were heard in discussion of its terms and provisions. After a thorough discussion, and ruling by the lvayor Fro-Tem on proceedure, the question was called for, where-upon the y=ayor Pro-Tem called for voter with the following result: Yeas: Aldermen , Fitzpatrick, !�aylor, Stampfli and Wolf. Nays: None. Moved by Alderman Vs'olf that the Board authorize the City manager to proceed at once with construction in Scotla Park of the proposed softball park or ground, said construction to include single units of 1500 watt capacity lighting, sufficient back stops, cable-wire auto fence, suitable entrances, seating arrangement to be provided by use of bleacher seats, owned by the City, and all at a total cost not to exceed $1,200,00, Motion seconded by Alderman Stampfli and carried. E. T. Duff appeared before the Council protesting the pro- posed street improvement at the intersection of hvenue J and Yonroe Street. Moved by Alderman Wolf that the Board authorize adjustment of personal and property delinquent taxes, and settlement of same as outlined in the fbl'_owing schedule: Motion seconded by Alderman Fitzpatrick and carried. Motion seconded by Alderman Stampfli and carried. Moved by Alderman Naylor that the Board accept the bid made by Mrs. byrtle Perkins as the highest and best bid for the City property at 511 Halliday and authorize the Mayor to execeute a warranty deed of this property to Mrs. Perkins on payment of the sum bid. Motion seconded by Alderman-Stampfli and carried. Moved by Alderman Naylor that the Board deny the request and application of C. A. Hicks for exclusive franchise for the purpose of servicing the removal of mud, dirt, debris, etc., from mud beds, wash racks, etc. , but expressed encouragement for the operation of such a sertice. Motion seconded by Alderman WDlf and carried. Moved by Alderman Naylor that the Board of Aldermen adjourn Motion seconded by Alderman Wolf and carried. The Board of Aldermen then adjourned.
